Really, the easiest way is to simply produce a lot XP, and use the power to increase the social fabric score. This actually works better if you manage to get a high XP production in Age 5, because how much it costs increases with later governments (It should probably increase like other powers instead). To fill up any shortcomings, you can use wildcards from fully researching Ages and the culture power.
Of course, if you actually enter the Age of Transcendance, you get lots of options to finish things up.

Get into the Age of Exploration. There is a building that gives you a fabric point on completion. Build that everywhere...

Build as many regions a possible to multiply domain XP harvested from buildings and improvements as much as you can.
If you choose the national spirit explorers in age 4, you can harvest with them tons of XP in all domains by rushing the landmarks expeditions. Build early explorer armies to clear out barbarian camps at lightning speed for even more domain XPs (make sure to build at least one knarr - this unit can spit out one explorer per turn for 25 exploration XP each; cost is not increasing). This way, you will be quite ahead in all domains, having done more of the things that you want to do there already than usual, thus having more domain XP later to spend on the social fabric.
Then, try to manage to go into the age of discovery, giving even more tons of domain XP rewards.

Fundamentalist Government is also really good for generating a lot of domain XP and keeping a strong religious base in the late game can get a lot a culture for the "free social fabric" culture power.
Choosing Pop culture is the way. But instead of using red carpet gala, just use cultural movement ability after taking influencer ideal. You'll be able to get 2 culture power with one celebrity, which you can use to get 2 wildcards.
