You would need to add a special flag for this event for it to happen only once or some shit, if I understood it correctly. The same goes for Pakistan, Liechtenstein and a few other problematic states. However, I didn't understand what needs to be done, or even in which file, so if you could, go to AoD or DH forum and request help, my homeboy. DH manual has a detailed passage on that too.

For the glory of IC. I know you can do that. We all need this fix.
