Sir,

Unfortunately, I cannot write this message with the usual words of cordiality, but instead make complaint of the current state of affairs in the Celtic Union.

Firstly, the state of unrest within the poorer parts of the Celtic Union is absolutely unacceptable. Regardless of the scale of the problem, the perception that vigilantism and mob rule reigns supreme over Celtic Subjects, and that His Majesty's peace is breached with impunity, is a grave insult to His Majesty's authority. The actions of a certain cult - one which requires no introduction - have undercut the integrity of the Celtic race. If the vulnerable and destitute of our race look not to their leader for protection, but to foreign zealots and brutes, then the Celtic risks a regression to the times of subservience and slavery. If His Majesty's order is not restored soon by drastic means, we will see more frequent abuses of the peace and a potential uprising to the detriment of all Celts.

Secondly, I must speak of a similar discontent within His Majesty's military. While my personal allegiance is to the High Crown and the High Crown alone, there are some, especially within the petty officership and the rank-and-file, that have more loyalty to certain personalities within the Upper Command. In light of the open unrest on the streets, it is more necessary than ever to ensure the rule of law within the Union. The military must remain loyal to His Majesty, and His Majesty must in turn remain loyal to his military, and therefore it is necessary that the needs of the military are heard and, within reason, conceded to.

However, in more pleasant circumstances, I would like to show my interest in representing the Celtic people, as well as the Pan-Galactic Community, at the upcoming conference in the Commonwealth of Albion. If, should it be at His Majesty's leisure, I could be allowed to be part of the Celtic Envoy I would naturally convey His Majesty's wishes to the maximum possible extent, and would naturally be of great interest to myself personally, in light of my recent projects.

Hello everyone, I am now joining this game but not as another player. I am going to be Santa’s little helper, which in other words means that I am your new war GM, and if you do not all despise me by the end of the game then I will have messed up somewhere along the road.

As I am the new war GM there will be a few rules and ground lines, those of you who played in my own game will most likely know these. To begin with then I will go over the orders that you can send.

But first

1) I am always right, if I say something in terms of a war update then it stays.
2) If I happen to be wrong (Wont happen) then something will be done.
3) Follow the guidelines below and you should be fine.

You can make 2 kinds of war orders, one is a right war order and the other is a failure of war order. A failure of a war order is someone writing that they are sending the entire army to point Y or Z, and the entire fleet to point A or B. As such I have two examples.

Correct war order
The Commonwealth of Albion will send Frigates:45, Cruisers: 23, Battlecruisers: 12, Battleships: 8 and Carriers: 4 to point A. As well as Infantry divisions: 150 and Marine divisions: 10 to point Y. They will then fight the army under commander G, and push him back to fight in the attempt to capture the city of H. Our soldiers will fight with hit and run tactics, we will try to pincer the enemy in hopes of destroying them and aim to destroy their supply trucks. We will also set up defenses within the city of T to prevent any counter attack, as well as dig trenches outside the city.

Failure of a war order:
The Commonwealth of Albion will send all its navy to point A. As well as 2/3rds of its army to point Y. Then we will fight.

Richer and Cleverer

“To the greatest con in history!”

Vincent Tam made this proclamation with his wineglass held high; he and the rest of the crew of the People’s Regret were seated at the at the old mahogany table in the opulent dining room of their ship. Yamoto and Hoch to his right, Flynn Ka to his left. A huge spread of food was set before them, and small orbs of light floated overhead, casting a familiar golden light. The others began to cheer in response.

“You did well my boy, you picked a good target, and you exploited them wonderfully.” Hoch smiled to him, hoisting his own glass.

“I still can’t believe you pulled it off, 100 billion credits…we could build our own fleet with that kind of money! That’s one month’s profit for the entire Beakdu Republic!” Yamoto raised her glass somewhat shakily.

“Glad, many upgrades to make. Ship will be best in galaxy. Only spend so much on battleships and carriers.” Flynn raised his glass as well. Vincent could only imagine how much of their ill-gotten gains the engineer would want to spend on the ship.

With a general clamor of laughter and hollering the four thieves banged their glasses together; light glittered on the crystal and shone through the misty green depths of the Xan’Thi mint wine. The four of them drained their glasses in one go and slammed them back down on the table top.

“Gentlemen, and lady.” He nodded to Yamoto with a smirk. “I hold in my hands the fruits of all our months of labor.” Vincent held up his wrist computer, the hologram displaying the 100 billion credits split across hundreds of accounts and aliases. “We cannot rest on our laurels though, we need to take the initiative and start thinking even bigger. If you have any ideas, bring them to me, I’m happy to hear them. If you don’t mind though, I have to ask, Yamoto, Hoch, what the hell happened in Reizt? We wanted it to look like the Faceless man was operating there, not kill civilians and cops, operating there will be more difficult in the future now.”

A small almond crusted bread roll arced from Yamoto’s seat and landed right in Vincent’s outstretched hand. He quickly threw it back at her, right between her eyes. “It wasn’t our fault, they wanted to catch you, there were dozens of special forces cops, we’re lucky we got out at all, and besides, the GNN report makes it sound worse than it was.”

Hoch nodded, sipping his wine. “Yamoto is right Vincent, by the time we got back to the hideout it was locked down tight. Our mission served its purpose though still I think. Anyone looking for you would expect you to be with your crew, even if they didn’t actually see you or Flynn there.”

Vincent sighed and slid out of his gold-gilded chair. “You’re right, of course, and I don’t mean to start a fight, after all, we’re here to celebrate being richer and cleverer than everyone else, yeah?”

“Richer and cleverer than everyone else!” Came the echoing chorus.

Vincent laughed. “Quite, so, I’ve got an idea, to win back some of the prestige we may have lost from the mix up in Reitz…”

The Treaty of Asadal [1]


1) The Republic of Baekdu and the Adrallan Oligarchy (hereafter the High Contracting Parties) reaffirm their intentions to conduct all future relations in the spirit of peace and mutual understanding;

2) The High Contracting Parties formally recognize the Asadal System and all territory therein as the sovereign territory of the Republic of Baekdu, and surrender all claims to the contrary;

3) The Adrallan Oligarchy agrees to withdraw all civilian and military presence from the Asadal System by 29 Frimaire, An. I;

4) The Republic of Baekdu and the Adrallan Oligarchy agree to a non-aggression pact, in which neither state may declare war upon the other, for a period of five years, expiring 29 Frimaire, An. VI;

5) The Republic of Baekdu agrees to pay to the Adrallan Oligarchy a sum equal to 55% of the estimated GDP of the Asadal System each year for the duration of this non-aggression pact;

6) The Republic of Baekdu shall station no more than 1 Carrier, 2 Battleships, 3 Battlecruisers, 10 Cruisers, and 20 frigates at any given time in space in the Asadal System indefinitely;

7) The Republic of Baekdu shall station soldiers and troop transports in the Asadal System at its discretion and without consultation with the Adrallan Oligarchy;

8) The High Contracting Parties shall endeavor to increase trade relations and cultural exchange between their nations to encourage peace and mutual understanding.

New Domingo. K.O.P. Captial

Due to the immense amount of freedom the K.O.P. allows for its separate chapters there are a number of internal political factions. This is to be expected because the order acts with the independence of its own nation as well. The parties are as follows: Traditionalists, Expansionists, Reactionists, Criminalists, Regals, Egalitarians. Each of these factions have sub factions as well, depending on the chapter. The below text will briefly discuss them.

Traditionalists follow a format based off of the order's forefathers. They desire for the their power to be spread chiefly through the use of corporations as funding, mercenary armies as military, and charities as public reputation increasers. They have a few sub factions one could say, but these are just people who say favor one of the three options over the others. Capitalists want to make more powerful corporations, Socialists prefer charities, and Warmongers mercenary work. This overarching party is strongest within their home space sector where these methods originated.

Expansionists to put it simply desire widespread conquests in all fields. They feel that the K.O.P. should conquer states and even whole planets by filling all its societal niches. For instance taking over all corporations on the planet or creating one powerful enough to monopolize industries. Actually annexing terrorist groups and redirecting them to clients of their mercenary work as a means to increase planetary desire for K.O.P. protection. Charities providing relief effort help to people in need to make them seem heroic. As you notice this follows along the traditionalist model yet it is modified to where the Knights don't own a small centralized few, but everything. There are two separate sub-parties. Shadowers who want run the majority of everything indirectly, and Fisters who would rather assert full iron fisted authoritarian rule over the populace. These parties have often been associated with two sectors, first are the Shadowers under the Chief Whisperer himself in the Zelsar sector. Finally the Fisters in the Xan'Thi sector.

Reactionists actually want to revert back to former methods. They would rather that the order be strictly a nexus of non-profit organizations and corporations offering economical stimulus through work projects in down trodden areas. This is a small yet extremely unified party which has its strongest foot hold in the Baekdu sector.

Criminalists wish for nothing more than to utilize the order's immense resources to completely dominate the criminal underworld. It would be easy with their advanced weaponry, training, and even many chapters indirectly controlling criminal syndicates. What differs here are reasons why. Syndicates wish to completely criminalize becoming the soul criminal empire in the galaxy. Vigilants desire to reform the underworld to be more copasetic with society. Lastly are the realists who want control over the underworld as a means to curb its damage to society. The greatest foothold for all these groups are in the Terran Sector.

Regals believe that class and status matter. They feel that knights should be nobility like in the historic past, even the founding members of the K.O.P. were a sort of nobility. Then again this groups sub-parties stop agreeing after that. Vassals are a group that believes the order should become completely subservient to that particular sector's ruler, so political machinations don't cloud their mission of progress. Crown Heads which to own their own titles independently of that sector's rulers, but not necessarily be at odds with them. Chanters desire to bring their religious views into the fold and support clerical works. Vassals have the most support in the Albion chapter that defected due to its dominance just a few decades ago. Crown Heads reside mainly within the Azeratti sector amongst powerful noble house who wish to gain independence from their empire by joining the K.O.P. Chanters are strictly a Francia Sector phenomenon drawing off of the immense historical and cultural influence of knighthood and religion.

Egalitarians believe in equality to all in everything and their sub parties have a relationship in duality. Amenders wish to make everyone be treated equally by forcing strict laws onto the populace that will help encourage equality. Liberators would instead prefer that the types of laws the amenders propose be ignored, and instead have no laws enforce equality their reasoning being that "one cannot encourage equality under the law by making laws that treat people differently." Egalitarian parties are evenly distributed over the Solesia, Baekdu, Zelsar, and Terran sectors.

"As we enter the 558th year of the Extrasolar Oligarchy, we are on the verge of a new era. Though this agreement weighs heavily on us for the death of 100 million of our citizens, their failure does not mean we must embark upon a war of destruction against a society that holds at least some value in merit, as opposed to the numerous Nepotic polities that populate this galaxy. Our new frontier is not here in this galaxy, but in the new one through the wormhole. We have made our first discovery in the new galaxy, hereafter referred to as the Tylorisian Galaxy, a bountiful desert world, with many exotic flora and fauna. Once we colonize this new world, we will enter a new era, one of greater peace and prosperity, without the costly effects of war. Once our Glorious Oligarchy spans two galaxies we will enter the fourth era, the Intergalactic Era of the Oligarchy (IO). This treaty assures our prosperity for the future, and frees us from the failure of the colonists who were so miserably wiped out to the last montadonian."
 
A Guide to Ether

In the Mechon domain of the galaxy, Ether is the fuel of choice for the Homs, Machina, and Mechon. Developed by the chemical engineer Altert Rice about 100 years ago, the discovery of Ether had begun to revolutionize Homs society at that time. Ether is a clean burning fuel that packs the punch of oil based fuels and was hailed as the ideal fuel source of the future. The only problem was extracting large quantities of it in an efficient manner. Rice pioneered methods of extracting and refining Pure Ether from Ether Crystals, the purest form of Ether made today. The problem which still persists today is the inefficient refining of the crystals. Today, the most efficient process for refining Ether Crystals is called the 20 Steps. It is still much more efficient than the first process, which took over 75 steps. Even a 100 years later, Pure Ether is still mostly reserved by the Mechon for military use in the navy and the bigger weapons in the army.

Hopes for the fuel of the future were dashed as Rice struggled to cut down on his process. Rice's efforts cost many lives as one ether plant exploded from experiments. 10 years after Rice's introduction of Pure Ether, one of Rice's proteges, Mely Garcia, discovered a new, source for Ether: plants and animals. Bio Ether, as it became known as, was met with skepticism at first, but with the more efficient refining process and larger quantities produced, Ether became the fuel of the future once more, and it was able to back up its claims this time. However, Bio Ether also had less quality than Pure Ether.

Bio Ether had another major obstacle in the way of public consumption. Opposition from the oil industry, happy with the low production of Ether, quickly panicked with the discovery of Bio Ether. Bio Ether's appeal as a clean fuel equal to gasoline and other oil-based products threatened the oil industry, so it waged a costly advertising campaign against Bio Ether, claiming it was unstable and prone to catastrophic explosions, unlike good old gasoline. Most vehicles still used gasoline, yet there were already engines that ran on ether, mostly for the upper class during that period. Garcia proved this slander wrong by living an entire month powered by nothing but Ether. Nothing exploded, and she was able to live her life normally. The general public then pressured the government to adopt measures to gradually ease Ether-fueled cars into the market and set up new Ether fueling stations to power these cars. Within five years, every new car on the road was running on Ether and gas stations quickly adopted Ether pumps to suit their new clientele.

Today, Bio Ether powers land vehicles, commercial aircraft and spaceships, and is the 'food source' of the Machina and the Faces due to the larger, more available supply of it.

Two years after the fight between Bio Ether and oil, another huge discovery was made by Johny Bennez: Ether Powder. As the name suggests, it's a higher quality alternative to gunpowder. Firearms were given a big boost in power and range thanks to the power of Ether Powder. Ether Powder and gunpowder are used together in fireworks to create a wide variety of effects.

23 years ago, there was another huge leap for Ether on Mechonis. Waste Ether was a result of the refining process and was observed during Rice's first refining. A later discovery made by Rice revealed that, when Ether was burned, one of the waste products was actually another kind of Ether. This Ether had a significant performance drop when compared to Pure Ether and was difficult to trap when it burned. Rice, however, had a different view of Waste Ether. He stated that it was "disappointing that we cannot use this 'Waste' Ether to its fullest potential." Early Waste Ether traps did not trap a lot of the Ether from refining, let alone combusted Ether.

An effective Waste Ether trap for the refining process was made 23 years ago by a Mechon named Reiaro. Guided by Rice's words, Reiaro properly tested the Waste Ether to define it's qualities. With more samples, Reiaro was able to confirm the high heat Waste Ether produced. Reiaro concluded that the heat caused parts of the vehicles to overheat or even melt. There were heat resistant materials that could stand Waste Ether, but those were very expensive to produce and were reserved for the military and laboratories.

Reiaro pitched a new, revolutionary solution on what to do with the Waste Ether: Use it to fuel power plants. The Mechons, shown the profitability and environmental improvement of this plan, approved it and spent its resources on the most efficient ways to utilize Waste Ether in power plants. Within 7 years, all power plants on Mechonis and its colonies were fueled by Ether. Two years after the first effective Ether Trap, an Ether Trap was made that was able to trap Waste Ether from combusted Ether. Another revolutionary, ambitious plan was undertaken by the Mechon to effectively funnel the new source of Waste Ether into power plants. Exchange programs and the government actively participating in this plan helped route virtually 100% of all Waste Ether back to Ether Plants.

This also caused a full circle. Bio Ether production is fueled by the electricity from Ether Plants. Bio Ether that has been consumed is sent as Waste Ether to fuel the Ether Plants. The work of Rice, Garcia, Bennez, and Reiaro all work together to power the Mechon, Machina, and the Homs.

((tl;dr Mechon, Homs, Machina, and Faces all use Ether as the fuel source for EVERYTHING. Most Ether is made with food. Homs don't generate power with it. Mechon and Faces consume Ether by "eating" it.))
 
Religion and the Republic

For most of Baekdu history, organized religion had very little presence. The indigenous folk religion, known as Sindo, comprised worship of ancestors and nature spirits. While Sindo monks had enjoyed powerful positions in the era of the Unified Silla, their influence largely faded with the collapse of the Kingdom of Silla five hundred years ago and has been on the decline ever since. Many shrines and temples are still operational even into the modern era, and are still visited by much of the population on Thanksgiving and the Summer Solstice to bring good luck, but the more arcane tenets of the religion are gradually dying out. The Revolution likely put the final nail in the coffin of these practices, as widespread secularization campaigns during the days of the provisional government discouraged much of the younger generation from becoming acquainted with these folk beliefs. It was reported that in An. I, out of a population of approximately 24 billion Baekdu citizens, only about 2,000 became Sindo monks, the lowest number yet of a gradually decreasing trend. For this reason, the government has so far essentially let the Sindo temples alone, as they do not present a serious challenge to political authority or republican ideology. Labor Deputies have attacked them as bastions of superstition and the ancien regime, but with the Rural Faction having a strong hold on government and the Liberals unwilling to buck them, it is unlikely any organized action against the remaining network of Sindo temples is likely.

The other, and far more controversial, religious practice in the Republic is Salvatoranism, brought by the Frankish refugees from the Lux Christi. Approximately 15% of the Republic’s total population identifies as Salvatoran according to the Interior Ministry’s An. I census, with the real number likely being slightly higher as many Salvatori in the Republic choose not to express their religion openly. Among the Franco-Baekduan minority, comprised of the descendants of those refugees who intermarried to various degrees with the native Baekduan population, nearly 70% are Salvatori. During what is called by some traditionalist Franco-Baekduan scholars as the “Age of Darkness,” the period between the crash of the Lux Christi and making contact with Francia, the Baekduan Chantry diverged somewhat from its Frankish counterpart. Most notably, most chantries do not answer to Roma in Francia, but rather the Patriarch of Jeju, the head Chanter on the island where the Frankish ship landed. Since the resumption of contact between Francia and Baekdu, a number of Frankish rite Chantries have been established that are part of the established hierarchy. Generally far more conservative than their Baekduan rite counterparts, they have also drawn far more government attention, as they demand submission of their adherents to Roma, rather than to the Republic. This issue, and occasionally hyperbolic fear of its consequences, has driven wedges between the Republic and these Chantries, with many left-wing Deputies proposing a nationalization of Chantry property and other such measures. In truth, however, Frankish rite churches are a small minority of a small minority; fewer than 1 in 10 Baekdu Salvatorans attend Frankish rite chantries.

Salvatoranism’s history in Baekdu is a complex one. As the traditional religion of the Franco-Baekduan population, it enjoyed something of a privileged status in the late monarchical era, as the advanced technology of the Frankish population of Jeju and their descendants - and the great wealth that selling it brought them - meant that Franco-Baekduans were often wealthier and more politically connected than the people of other pre-republican nations. Indeed, many early native converts were drawn by these very factors, equating Salvatoranism with the wealth and success of the new arrivals. When the Salvatori networks in Jeju and coastal areas of Silla often rewarded the faithful with wealth and positions of power, the effect became self-perpetuating. However, as these networks were localized largely to Jeju and the surrounding coastal areas, the religion had a more difficult time spreading outward. Furthermore, as the Franco-Baekduan population gradually diffused from Jeju to southern Silla, Goryeo and Baekje, the religion’s strength began to falter further. This diaspora brought many traditionally Frankish cultural customs with them, but began to assimilate into wider Baekdu society, and began to separate their cultural identity from their religious identity. Some joined syncretic movements combining traditional Sindo beliefs and Salvatori iconography, while others abandoned the religion entirely.

The end of the late monarchical era also saw the beginnings of a backlash against Salvatori beliefs outside of its stronghold on Jeju. The various states of Baekdu, and the United Kingdoms of Goryeo in particular, began to see organized Salvatoranism as a threat to their power structures, and made little distinction between Baekduan and Frankish rite practitioners. In response, many Franco-Baekduans publically disavowed their religion entirely, intending to prove their loyalty and show that they were as good as any other Baekdu citizen. Today, it is said that the Franco-Baekduan population has both the most devout Salvatori and the most strident atheists in the Republic.

Interestingly, Franco-Baekduans overwhelmingly supported the Revolution, chafing at being cast aside by most monarchies, and the Kingdom of Jeju voluntarily allied itself with the Republic during the Revolutionary Wars. With its monarchy soon overthrown in the so-called “Little Revolution,” most Jejuans and Franco-Baekduans greatly support the Revolution. The Republic’s relationship with Salvatoranism, however, is somewhat more complex. The Rural Faction, which most political Salvatori support, generally is content to let the Chanty be as long as it is separated from the government, exemplified by the policies of Franco-Baekduan Education Minister Augusta Cordelia. (Minister Augusta, however, is not Salvatoran.) Liberal Deputies generally disdain religious practice, but in the absence of popular anger find little worth doing about it. In a rare moment of agreement, both Labor and Statist deputies advocate taking official action against the Chantry; for the former, it is seen as a barrier to advancing the pro-labor agenda, and for the latter, it is an alien and invasive religion (and often tied in to anti-Franco-Baekduan sentiments.) While concentrated political action against Baekduan Salvatori seems unlikely, a matter of concern for Liberal, Labor and Statist Deputies alike has been the Frankish rite chantries’ increasing assertiveness in following directives from Roma rather than obeying the laws of the state. With politicization of Frankish rite chantries steadily increasing, it remains to be seen how the Republic will handle the situation in the future.

Sir,

Unfortunately, I cannot write this message with the usual words of cordiality, but instead make complaint of the current state of affairs in the Celtic Union.

Firstly, the state of unrest within the poorer parts of the Celtic Union is absolutely unacceptable. Regardless of the scale of the problem, the perception that vigilantism and mob rule reigns supreme over Celtic Subjects, and that His Majesty's peace is breached with impunity, is a grave insult to His Majesty's authority. The actions of a certain cult - one which requires no introduction - have undercut the integrity of the Celtic race. If the vulnerable and destitute of our race look not to their leader for protection, but to foreign zealots and brutes, then the Celtic risks a regression to the times of subservience and slavery. If His Majesty's order is not restored soon by drastic means, we will see more frequent abuses of the peace and a potential uprising to the detriment of all Celts.

Secondly, I must speak of a similar discontent within His Majesty's military. While my personal allegiance is to the High Crown and the High Crown alone, there are some, especially within the petty officership and the rank-and-file, that have more loyalty to certain personalities within the Upper Command. In light of the open unrest on the streets, it is more necessary than ever to ensure the rule of law within the Union. The military must remain loyal to His Majesty, and His Majesty must in turn remain loyal to his military, and therefore it is necessary that the needs of the military are heard and, within reason, conceded to.

However, in more pleasant circumstances, I would like to show my interest in representing the Celtic people, as well as the Pan-Galactic Community, at the upcoming conference in the Commonwealth of Albion. If, should it be at His Majesty's leisure, I could be allowed to be part of the Celtic Envoy I would naturally convey His Majesty's wishes to the maximum possible extent, and would naturally be of great interest to myself personally, in light of my recent projects.

The Coronation Reforms of Alexandra II​

Upon her coronation, the newly crowned Federal Empress would continue the rather new tradition started by Justarian III of announcing Imperial Reforms during their first address to the Empire.

Military: Alexandra announced several military reforms. The first was the creation of a new military unit known as the Imperial Guard whose purpose would be ensuring the security of Imperial Station, the Imperial Government, and the Imperial Family. She also announced that the Navy would be expanded in the coming years in order to better deal with crisis that posed a threat to the Empire. Finally, she announced the creation of a dedicated Imperial Military Academy that would create officers separate from the State Academies. These reforms would cause a major outcry in the Diet and by several state governments, but the Imperialist-Democratic coalition would retain public support.

Economic: Alexandra also announced her intention of expanding trade networks with other polities. More controversial was her announcement of her intent to launch a major overhaul of the Chancellery of Finance to close loopholes in the tax code, and to find new sources of revenue.

Social: Nothing major was announced, just her intention of continuing the popular freedoms of the press, religion, and speech on a Federal level. She also made clear her position that she would not infringe on States rights to regulate these. This was no surprise considering that she is a Carvian.

Political: Probably her most controversial reform was her announcement to throw her weight behind a law in the Diet to making all members of the Diet elected positions. This outrage was somewhat tempered by her refusal to create a body to regulate said elections. Most analysts predict this will bring little practical change in the makeup of the Diet next year, but it is still a major victory for the Democrats.

Her reforms seem to be politically sound, and far from the draconian measures that Autonomists prattled on about. Still, some are rather ambitious, and it remains to be seen if she will be able to follow through on her promises.

Pirate Lord Arkhe was strangely in a good mood, well not smiling. They had been drifting aroud galaxies but finally found an employer and place to settle base, get to some action.

Arhke walked through hangar bay and inspected everything, his men were not getting easy time. Everything must be neat and clean. So his men worked on cleaning repairing ships.

Arkhe reached his cabinet and stared out of the window in the darkness, his base located in the dark side of a moon. His comms began harass Arkhe and he turned into it. You can almost see something looking like little smile as he read his employers instructions.

Arkhe left cabinet and start shouting orders to his men and hangar bay turned into ants nest bustling with activity.

Waibosa Conference

The multi-day Waibosa Conference had, at least so far, gone on without a hitch. Hopefully it stays that way, thought the Duke of Greater Waibosa.

Each day, different topics were scheduled in different conference rooms so diplomats could come-and-go or even skip events that didn’t impact their state. In addition, there were stages scattered around the grounds of the conference where statesmen could give speeches, or if unoccupied, entertainers preforming there different skills. Duke Alexander had made sure to find entertainers from the homeworlds all the attending polities; after all, nothing is more trying than sitting in a room full of people who do not yet recognize the genius of your proposal.

Of course there were always several hours of time left open so diplomats could talk to reporters or statesmen in far more private settings, should it be required.

The duke himself was walking to a stage to give a speech. The entertainer had just finished up a song from the Celtic Union. After a brief applause, the entertainer left the stage, and Duke Alexander was announced next. The Duke walked up to the microphone and began his speech.

“Before I begin my speech, I would like to thank all those who are here participating in this intergalactic conference. Your presence here will make the galaxy a better place in the future.”

“There is something would like to say to those gathered here today. The Commonwealth of Albion is very vibrant and exciting place to be economically and culturally. The Commonwealth has many skilled and intelligent workers, banks willing to lend money to inventers, and a richness in music and art not seen in at least one hundred years; and the Waibosa system is at the center of this revitalization.”

“Yet the Commonwealth does not possess as many opportunities for the people in this revitalization as it should. That is why I am announcing two things for Waibosa to help change this.”

“First, I announce the creation of a new business grant, known as the Layman Grant, for the top five percent of university graduates in the Waibosa system. If these individuals show 1) A detailed business plan and 2) The business is based in the Waibosa system, then these people will receive a Layman Grant.”

“Second, I announce the establishment of the Catherine Fine Arts Academy. This academy is named after my wife, Catherine, the Duchess of Greater Waibosa, who is a great supporter of arts. Speaking of my lovely wife, let us have her come out and explain more about the Catherine Fine Arts Academy.”

As the duke had finished the sentence he motioned to his right. A moment later his wife Catherine, wearing a fashionable green dress, began crossing the right side of the stage approaching the podium at the center. As the applause died down, Duchess Catherine of Greater Waibosa began to speak: “Thank you very much for your warm reception.”

“The most prestigious of cultures comes from not feat of arms, but feat of instrument; this appears to be something often forgotten not only by members of the Commonwealth, but also by other states. That is why we will build Catherine Fine Arts Academy, to help begin the process of refining the galaxy.”

“Catherine Fine Arts Academy will not just be a museum for tourist, showcasing the best of Commonwealth culture, but also where an individual’s talents, be they in art or music, are nurtured.”

With that, the Duchess made her way off stage, and Duke Alexander returned to the podium.

“Just think about it, in just a few years time, the Waibosa system can become the economic and cultural capital of our Great and Most Glorious Commonwealth. I hope this speech has convinced the foreigners in the audience the many benefits of setting up operations here. Thank you for your time.”

Military of the Skaven Federation

The Skaven tactics at war can largely be summed up as "wear down and overwhelm the enemies with meat shields, then send in the heavy hitters to clean things up", in all types of warfare the Skaven follow some kind of alternative version of this maxim. The complete disregard for the life of their inferiors and the quickly-replaceable manpower only encourage these strategies within Skaven armies, even against the most advanced civilizations of the Galaxy who deem them as brutish and outdated.

The most common (and disposable) troops that the Skaven regularly bring to the battlefield are their countless slaves. When the slaves are not used in the poisonous industries of the colonies or to build massive constructions within the Skaven Hives (or, in time of famine, as regular source of food) they are forcibly brought to the battlefield to die for their masters. Slaves are usually extremely poorly armed and devoid of any military training, before battle they receive some handguns, rarely some automatic weaponry and no armour at all. The Skaven Chieftains after all do not expect them to fight, but merely to attract enemy fire away from their real assets (and especially themselves).

Thus, Slaves are used for many things in warfare: meat-shields, frontal charges against heavy fortifications, physical and psychical exhaustion of the enemy troops, exhaustion of the enemy's ammunition, distraction of enemy artillery fire, minefield clearing, and also population control.

Clan Warriors

The Clan Warriors are the most basic military troops that the Skaven Clans can field, mainly because Slaves have never been considered "real" military units. The main difference between Slaves and Warriors is that where the Slaves are just Human Shields, the Warriors are glorified Human Shields. Warriors are levied members of the Clan who receive minimal training (if the Chieftains have time and interest in doing so), light armour and have access to several variants of automatic weapons. Technology and types of weapons and armours vary enormously as there is no standardization within Skaven armies and each Clan decides how to arm and dress their soldiers: some Clans will deploy traditional guns with penetrative and/or explosive bullets while others might resort to laser or plasma weaponry.

In battle the Warriors are usually immediately behind the Slaves and work in strict synergy with them: the latter soak up the damage during the main charges so that the former may pass through (more or less) unharmed and then bring the fight to the enemy's ranks. Warriors, as is proper in Skaven society, do not lose any occasion to remind the Slaves of their inferior status, are quick to abuse them and are naturally talented in using them as improvised living cover.
The Clan Warriors share the typical opportunistic and craven nature of their people and individually they are barely a threat to a professional soldier, being undisciplined and prone to fleeing, but when bolstered by superior numbers they can gain a collective ferociousness capable to compete with the most advanced armies of the Galaxy on almost equal terms.

Stormtroopers

But in order to compete with their neighbours hordes of undisciplined soldiers are just not enough. It's here that the elite soldiers of Skavendom arrive.
These black-furred and physically imposing ratmen are bred specifically for war: since birth they are removed from their litter and are forced to fight among themselves just to get access to food and water (something that, actually, is partially true for most Skaven), once adults they will be subjected to an intensive military training and in the end only the strongest will survive to become full-fledged "Stormvermins".

In order for the most common Skaven tactics to work these Stormtroopers have to play a fundamental role: once the waves of Slaves and Clan Warriors have crushed themselves against the enemy lines the Stormtrooper will begin the "real" attack (the first waves being considered a mere diversion), the hordes keep the enemies occupied while the few specialized elite soldiers of Skavendom will perform surprise attacks, flank maneuvers and in general will try to land the killing blow on the enemy forces. All Stormtroopers receive top-notch equipment, but the strong differences among Clans will make the actual quality of said equipment extremely varied, the Greater Clans' Stormvermins are always absolutely fearsome opponents while a minor Clan's one will definitely be less dangerous, furthermore tactics and strategies can vary dramatically, some preferring direct approaches and others more subtle tactics.

The Grey Seers personal guards, also known as the "Temple Guard", deserve their own mention being the most trained and fearsome soldiers of all Skavendom, they obey directly to the Council of Thirteen and have access to Genetic and Cybernetic treatments that increase their already unnatural performances. All Temple Guards are Albino, as it is tradition that those born with this mutation are destined to serve and protect the Seers with their own life. While Stormtroopers are recruited primarily among the stronger black-furred subrace of the Skaven, it doesn't mean that a regular Clan Warrior may not be promoted to Stormvermin after having proved his lethality on the battlefield (and after having bested another Stormvermin, with either strength or trickery), it is not a completely uncommon occurrence and these promoted Warriors will take to paint their fur black to fit better among their new comrades.

Ultimately, Stormtroopers are extremely versatile, they can muster super-heavy armours and weapons as they can make use of jetpacks and speedy tactics, and anything in between. They are the true strength behind all Skaven armies.

Sniper Corps

Standing between Clan Warriors and Stormtroopers are the relatively new corps of specialized Snipers of the Skaven Federation.
The Skaven, who always prefer to strike against their enemies from a position of complete safety, make natural snipers, but only the best sharpshooters are allowed to use the highly advanced Skaven sniper rifles, also known as "Jezzail Fusils", who require sufficient levels of training and competence to be used correctly (that is, without making it explode in the user's face). The Jezzail is a feared weapon on the battlefield: it shoots a massive high-velocity bullet with a highly penetrative tip and an explosive charge powerful enough to blow up arms and even torsos with little difficulty, furthermore all Jezzail bullets contain dangerous levels of Polonium, Plutonium or other highly Radioactive elements, so that even if someone were to survive a hit from a Jezzail Fusil he would most likely suffer from Radiation Poisoning. The Skaven, who believe that radioactive materials make their bullets somehow more "lucky", consider radiation poisoning as the confirmation of their superstitious beliefs.

In battle the snipers try to hide themselves away from the heat of the battle, they will mind about their own safety and once secure they will mercilessly strike against any enemy (and also some friend) that move. Their morbid obsession for head-shots and their stealth abilities make the Skaven snipers much feared through the Galaxy, and also by countless low-ranking Skaven warriors and slaves who are regularly used as "target practice" by these malicious marksmen.

Night Runners

The "Night Runners" are the skirmisher and guerrilla fighters of the Skaven Federation.
Originally an Eshin idea, Night Runners have become relatively common among many Clans who have come to appreciate the sabotage abilities and stealth of these troops. These Skaven are initially normal Clan Warriors that receive a superior specialist training (one that doesn't stop at how to do mass charges): they learn to use their weapons competently, how to hide and ambush and some basics of melee fighting. Their equipment is only slightly superior to that of the Clan Warriors, and to the Chieftains they are still largely expendable troops, but their superior competence and combat style allow them to survive far longer on the battlefield.

Their most common tactic is to disguise themselves as simple Clan Warriors and let the enemy attack them expecting a mass charge, only for the Night Runners to quickly disperse and lead the enemies into hastily prepared traps and ambushes (disguised holes for tanks, sniper killing fields, mass ambushes). Other common tactics are their well known night assaults through enemy ranks, prolonged guerrilla fighting over an enemy controlled area and the famous subterranean assaults made through the use of great drilling machines.
Night Runners are highly versatile and quite numerous troops who are also relatively competent for Skaven standards.

Support Teams

Generally overseen by the Skaven Engineers (usually from a safe distance) stand the numerous support teams that a Skaven army can use to weaken the enemy formations before and during an assault. Once again one should consider that the Skaven armies do not use standardized equipment and thus it is largely impossible to list all kinds of support teams that might be used during one of their military campaigns, that said some support teams are more common that the others.

The most widespread are: the Skaven mortars, devices dangerously attached on the back of a low-ranking servant for the sake of superior mobility, they stand just behind the charging masses of Skaven warriors to bombard the enemy from a close distance with explosive and toxic ammunitions, like all Skaven technology they have a disturbing tendency to explode upon usage; Skaven heavy machine guns, these big gatling guns use high caliber explosive ammunitions to mow down enemy infantry and light vehicles and require two operators to be used properly, there are several variants of this weapon ranging from freely moving to fixed onto a vehicle or a platform; and lastly the Skaven heavy flamethrowers, who use a weaponized plasma generator to incinerate entire platoons in few seconds, known for being particularly unstable these weapons are usually seen in frontal assaults where even in the case of a catastrophic failure the resulting explosion would likely combust some enemy units too.

Rat Ogres
"And for a treaty-pledge of just 20000 slaves, 3 frigates and some commercial agreements our very-very finest Rat Ogres can be yours..."

These hulking, Genetic engineered monstrosities are Moulder Clan's masterwork and are used as super-heavy shock infantry and spearheads.
These genetically modified Skaven are created by taking one (or more) common Slave and injecting in him all kinds of mutagens, drugs and mind-controlling devices, then enchanting it with the DNA (or even body parts) of several others species of the Galaxy (Montadonians, or "Giant-things" as they are called, are especially sought by Moulder geneticists). Most subjects die during this usually gruesome process, others become something else entirely and are abandoned in the Underground, but those who survive become Rat Ogres: mindless, three meters high, hulking brutes with unimaginable strength and insatiable hunger.

Feared for their strength, these creatures are usually heavy armored and thrown directly into the enemy lines where they will cause all kinds of chaos and destruction until they are finally gunned down. There are downsides too though, Rat Ogres are famously not very bright and unable to act without the surveillance of their masters, without a packmaster who knows how to stimulate and control the Ogres these creatures would probably just stand upright drooling and looking at nothing or going berserk without an explanation or cause. Furthermore rat Ogres have an even faster metabolism than that of common Skaven and require huge amounts of food to sustain themselves (least they turn against their creators, a constant fear within Moulder Clan), while this has its utility in warfare it also means that the Packmasters have to constantly stop the Ogres from eating other Ogres, normal Skaven or even themselves (again, Rat Ogres are not very bright).

Sustaining a great number of Ogres can be difficult as it require great amounts of food, which is not easily found in Skavendom.
Disturbingly enough, Clan Moulder is also famous for acquiring enormous amounts of Slaves even through their slave labour never rise above that of other Clans. Where the missing Slaves go is anyone guess.

These creatures have become highly sought among the Galaxy for their fearsome abilities in battle and the Moulder Geneticists have become obscenely rich by selling their creations to the best bidder.

If the Night Runners are the Skaven's skirmishers then the "Gutter Runners" are the Skaven commandos and spies, a stealthy equivalent to the more common Stormtroopers. Within the Eshin Clan these elite infiltrators and saboteurs completely substitute the common Stormvermin, and to this day very few Clans have managed to train competent equivalents to these commandos, who largely remain a private asset of Clan Eshin and their allies.

Very little is known about these soldiers, so great is the aura of secret that surrounds them. The few confirmed things that we can say are that Gutter Runners are usually recruited from the best squad leaders of the Night Runners or at birth among the black-furred specimen, they receive extensive training in all kinds of warfare and weaponry making them masters of versatility, they are then physically and psychically conditioned to reach perfection in all camps and armed with the best equipment that the Clan can afford. In battle they form small squads who operate independently from each others and the rest of the army (making them almost an anomaly within the Skaven armies) and will infiltrate behind enemy lines to assassinate enemy leaders, sabotage supplies or artillery, spread chaos, poison food, plant bombs and, when the rest of the Skaven army finally break through, abandon their cover and rejoin their Clan.

During prolonged campaigns Gutter Runners can become a true nightmare for the opposing troops, these elites may hide in every shadow ready to strike at the first sign of weakness, it's not a surprise then that most commanders try to avoid prolonged fightings with Skaven forces (the risk of catching plague and radiation sickness are also of help). Hunting down these squads can be extremely difficult as the advanced cloaking devices they commonly use make them almost invisible to both eye and sensors, and their own mastery at stealth can only make things worse. Thus, Gutter Runners can easily operate as full-fledged spies or wage a prolonged guerrilla war against occupying enemy forces according to the situation at hand.

Worse than Gutter Runners are the Galaxy-renowned Skaven Assassins, the best warriors of Clan Eshin and Blade in the paws of the Council of Thirteen.
If little is known about the Skaven Commando corps ans Spies even less is known about their Assassins, feared and sought by the entire Galaxy. Assassins are usually recruited among those Gutter Runners who, somehow, survived to a mission deemed "suicidal" by the leaders of the Eshin Clan. These few exceptional individuals rise above their former comrades and receive all the cybernetic and genetic enhancement that the Clan can afford, and since the Eshin are one of the Greater Clans they can afford almost anything.

The assassins thus posses all of the training that the Runners have plus impressive experience and countless enhancements, it is even rumored that the Eshin prize these warriors so much that they choose to prolong their life by keeping them into hibernation until a contract demands their use or the situation has clearly grown desperate; for these reasons they are rarely used in battle (thankfully, for many) and only when the stakes are extremely high.

Skryre Engineers

In war any army needs competent technicians and engineers to keep their weapons functional, and this is especially true for the Skaven who's largely unreliable technology is constantly in need of repairing and restructuring. Clan Skryre, of course, is the main source of technological knowledge in Skavendom and many Clans pay hefty prices to temporarily "borrow" their Engineers to use them for their own civilian projects or to help them in using the more complex weaponry of the Skaven arsenal.

Skryre engineers are popularly known for being entirely obsessed with their creations, mad geniuses always ready to experiment their murderous machines on friends and foes alike. How much of this stereotype is actually real is debatable, but that the Skaven engineers tend to produce the most deadly constructions of the Galaxy is hardly debatable.

In battle the Engineers try to stay on the sidelines, controlling the vehicles and the artillery, but one underestimate these unpredictable savants at his own risk as all of them posses some kind of cybernetic "upgrade" that can suddenly turn them into very dangerous enemies when cornered.

Moulder Packmasters

Skaven Packmasters are one of the most unique specialists that exist in the Federation's armies, and there are almost no equivalents among other civilizations. Their role is to keep the mutated beasts regularly used by the Skaven army under control, they direct them into combat and stop the beasts from preying upon the weaker Skaven (too much).

Skaven Packmasters use different kinds of technology and techniques to control their creations, from relatively advanced (pheromones, mind controlling devices) to brutish and simple (electric collars, pointy sticks). They are usually trained within the Moulder Clan or Moulder affiliated minor Clans and their services are sold to the highest bidder, usually together with a pack of Rat Ogres or other mutants. In combat a Packmaster will rely on his beasts and, if things get desperate, to their characteristic electric whips to fight off any aggressor.

Pestilens Plague Monks

Skaven soldiers are known as cowards ready to flee at the first opportunity, Pestilens soldiers however are an exception to this rule.
Absolutely devoted to the teachings of their Clan, the zealous Plague Monks wish to spread illness and disease among the enemies of Skavendom (and sometime among Skavendom itself) through extensive use of biological and bacteriological warfare, it is their belief that only the Skaven race is strong enough to endure the inevitability of rot and malaise while all others are doomed to eventually succumb to the harsh and unforgiving nature of the Galaxy, using their plagues in warfare is just a way to hasten the arrival of that moment.

The fanaticism of Clan Pestilens is unique among the Skaven, and makes them fearless, and fearsome, enemies. Unlike most others Clan Warriors the Plague Monks are willing to risk their life for the genocidal cause of their Clan and won't be routed easily. Their combat techniques can vary, from throwing toxic grenades to charging the enemy lines directly with explosives attached to their bodies, in any case they are dangerous elite troops with little sense of self-preservation who are happily used by Clan Pestilens to enforce their iron will on their rivals.

Chieftains, Warlords and Grey Seers

Skaven Generals and High Officers are the force that keeps a Skaven army together, without the physical and direct intimidation of these commanders large portions of the army would just split off and flee for their lives. The knowledge that a Warlord or grey Seer is overseeing an army is often sufficient to convince many Clan Warriors that any attempt to escape will only lead to a harsh punishment, and to stay in their place. However that doesn't change the fact that even Skaven chieftains and Warlords are prone to fleeing for their lives when the battle goes against them, it's perfectly normal for them to prepare a possible escape route beforehand and they usually prefer keep it as near as possible, in turn a Warlord's rival will likely attempt to sabotage said plans to get their enemy killed.

As is tradition Skaven generals lead from the back, using the hordes they command to get what they want. They rule through intimidation and bullying, or religious authority in the case of the Grey Seers, Warlords rise and fall constantly in their chaotic society as assassination and plots are considered a common fact of life. Especially in war Skaven commander have to be cautious and paranoid against possible insurrections and sabotages, eventually weakening their actual military efforts. Indeed, one can say that the greatest weakness of a Skaven army is not military in nature but social, as infighting and plotting paralyze and weaken their otherwise impressive military forces.

Waibosa Trade Agreement
This is a treaty between the Celtic Union on one side and
the Commonwealth of Albion of the other side.

Article I

The Celtic Union agrees to not impose duties or tariffs upon goods from the Commonwealth of Albion. Likewise, the Commonwealth of Albion agrees to not impose duties or tariffs upon goods from the Celtic Union.

Article II

The Celtic Union agrees to reduce restrictions upon Commonwealth citizens who wish to enter the Celtic Union. Likewise, the Commonwealth of Albion agrees to reduce restrictions upon Celtic Union citizens who wish to enter the Commonwealth of Albion.

Prince Edward, stood at the end of the hall, as the foreign dignitaries as well as more domestic officials sat fixed not only on him, but the soon to be official Duke, Alexander. As for the rest of the dress, it was your bog standard royal, ceremonial uniform, a red cotton over coat with a white collar and undershirt, as well as thick yet tight white pants and leggings. AS Alexander began his walk up the aisle, "Edward, looked him over. To him he didn't seem like much, a man who had seen much of the past years of the commonwealth, and who in Edwards opinion, giving up his commission in the Royal Navy was odd. However he did see a tenacious resolve in the man, something he respected. He had a feeling this man, could do great good or great harm. By this time he had finished his musings, Alexander had arrived at his feet and lay bowed his head respectfully as he waited for the prince to conduct the ceremony


Prince Edward took the mace and placed it firmly in the ground so it stood upright, and everyone could see the glitter of the jewels and gold that embellished its frame. Quickly he began to speak, "Mr Alexander place your right hand on the mace", the soon to be Duke complied and lifted his hand so it griped the staff of the mace. continuing the Prince spoke on, "Do you swear you loyalty to the Crown, and all members of the Royal Family?, Alexander replied affirmatively. "Do you promise to use your position for the good of the people and to further the values of the commonwealth?" once again Alexander assented. Finally the prince asked, " Do you promise, to withold all bias in your descisions, stay free from corruption, and throw down your life if the required?", After some hesitation Alexander assented, finishing the ceremony, Edward mentioned the final lines, "Then i as is the power of mine birthright and position as Lord grant you the title of DUke of waibosa until such a time as your body rots or soul. " he then tapped him once on each shoulder with his sword. Before Concluding the ceremony.

Later, Back in the Royal Palace

Edward, stood, in the Drawing room of the Royal palace, with the diplomatic representatives of the Federal Empire, and the kingdom Of Francia, This was where he was happy he thought to himself, in the heat and battle of diplomacy. it stirred his heart like nothing truly did. He heard the shouts and screams of the dukes party on the other side of the city. He grimaced, let the duke have his fun, he thought, afteral a pawn has it's uses. Let him conduct what small scale diplomacy he will, though his attempted agreement with the Celtic union without prior consultation, had caused rage within the royal family and nearly resulted in him being sacked before his job truly began. The main aim of the grandiose celebrations of his new life had been to bring foreign diplomats in to the polity. He turned his attention back to the 2 diplomats, as well as the 4 MI4 guards in the room, armed with heavy armour and plasma rifles. He smiled to himself as he draw his conclusions from the 2 diplomats, taking in every aspect of their apperances. The great Detective Sherlock Homes and his colleague Dr.Watsun had thought the strengths of such methods, which was something the Intelligence agencies and royalty had taken great care to adopt. He drew the conclusion that these two represented their polities well enough, and that they would be worthy allies, and so he took out two e-tablets and handed over the King's Proposal.

Treaty Of Waibosa

The polities signing this do hereby agree to the following: with the conditions inside being open to change every 10 years, with a majority vote

Section 1.) Economics and movement of peoples
1a.) the Polities of the Commonwealth of Albion, the Kingdom of Francia and The Federal Empire agree to reduce tarriffs on good being transported from the polities to other members of the treaty to a maximum of 5%
1b.) the Polities within agree to make it easier for the peoples of the other polities to move between the space of the one polity to another and acquire work, or live in a polity different to the one they were born in.
Section 2.) Military and Land Claims
2a.) the Polities will recognize the System of Ukrazk, and the wormhole of Kakneuth as belonging the the Sphere of influence of the Commonwealth Of Albion
2b.) the Polities will recognize the System of Khegiig and the wormhole of Duukadii as belonging to the sphere of influence of the Federal Empire
2c.) the Polities will recognize the System of Bulaniid and the wormhole of Liekhs as belonging to the sphere of influence of the Kingdom of Francia
2d.) The Polities agree to form a pact of Mutual defence, in which they will come to the aid of another of polity, if that polity has had an act of instigated upon them. If a polity in the Treaty of Waibosa declares war itself, then the other Polities are not bound to aid it.
2e.)The organisation shall be henceforth known as the United Monarchies*
Section 3 Joining the Treaty and Exiting the Treaty
3a.) A Polity may join the treaty with the consent of all 3 of the Original Polities who formed it.
3b.) A Polity may be forcefully ejected from the treaty by the agreement of all 3 of the Original Forming Polities
3c.) A polity may leave at any time it so wishes

the commonwealth promises the hand of the young prince Charles (15yr's) to a Francian Princess of his choice (within reason)
the commonwealth agrees to send the princess Elizabeth to the federal empire as the offical foreign representative.
