Can someone tell me if this house is actually descendant of Otho one of the Roman emperors (Who ruled for 3 months) or what is going on with this.

No. I'm not sure why they did this. Also they're not descended from him, just a member of the same house. Otho didn't have any children as far as I'm aware.
