Its meant to be the Kingdom Of The Isle Of Thanet. Its a royalist country in SE England (E Dover province). As for leaders, well at the moment there aren't any. It remained a pure monarchy (Who wants any of that nasty democracy?).

edit:- that top building would represent the government building and the other building a small palace or something (I personally prefer the top building (It's actually my old school in the 1920's)). The two groups of people are local military forces and the ship is the countries only cruiser
