Head of State

How can i choose Head of State in game like other ministers, i saw this in a mod.

Probably edit lines in misc.txt file , type in search minister or head of state

I found it, it was HOS.
# Allow change by players of HoS or HoG. 0 - not allowed, 1 - HoG can be changed, 2 - HoS can be changed, 3 - both HoG and HoS can be changed
