To Premier Stalin:

Premier Stalin, you have proposed a remarkable step forward, to break the former occupation zones up again and reunite the German nation, however, there still are various points of the proposed agreement that can not be accepted by the Federal Republic of Germany as they are currently put.

You have called for Denazification, yet ask to permit all parties, no matter their ideology or idea admittance to the elections, whilst the German Constitution to this states that "Associations and Groups whose goal is explicitly the change of the political system of the Federal Republic of Germany away from federal democracy, or whose outspoken goal is to overthrow the constitution or state are not legal" - as such, we can not agree to said condition. Whilst fears of repression against Socialist Parties are, because of the repression against them within the Heydrich regime are obviously understandable, no party that wishes to deprive the German People of their Freedom shall ever be permitted to elections again, to prevent another debacle.

Furthermore, the clauses of neutrality and disavowment of Regional and Pan-National organizations are a severe limit on the full sovereignty of such a German nation, permitting protest and intervention of any formerly occupying power on a questionable basis. If the German nation, as a one nation shall be restored, it must be restored as equal, to be restored as a partner to other European nations, and nations around the world, not as a nation incapable of negotiations and European as well as international economic and political partnership.

Thus, whilst the Federal Republic of Germany disavows war, has stated previously that its armed forces are purely for defensive measures, as well as refusing war as a tool to negotiate the final German borders, we can not, as representative of the German people accept such a proposal in its current, both limiting the German nation in it sovereignty and violating its constitution.
We would however, be willing to open another round of negotiations

To the French Republic, and the Benelux states:

In light of the recent terror of the Heydrich regime, against the Belgian, Dutch, Luxembourgian and French people and their respective nations, on behalf of the German nation, i show to you my deepest regret. Many voices in these nations have raised significant concern about German rearmament, so quickly after the war, and thus, both in the spirit that such actions may never occur again, and in the spirit of a new, a European beginning, we propose the European Coal and Steel Community:


The Treaty of Paris:​

1. With ascension to this agreement, a common market now exists for coal and steel within the signatories, abolishing all restrictions and tariffs on commerce and trade
2. The ECSC's executive authority lies with the High Authority, consisting of an appointee from each member state, who shall within represent the interests of the Community, rather than their respective nation
3. The ECSC Common Assembly shall make decisions and measures to improve the Economic Situation for the Coal and Steel Community, and shall consist of Parliamentarians of the member states in respect to their population via degressive proportionality.
4. As advisory body the Special Council will be created, representing the ministers of economics of the member states.
5. In case of judicial problems, the High court of the Coal and Steel Community will be the ultimate judge, consisting of judges appointed by the High Authority
6. In International affairs regarding the trade of coal and steel outside of the common market, negotiations will be made by the ECSC, rather than individual members.
7. To prevent the export of coal and steel out of the common market via one member, the outwards tariffs and restrictions will be set equally for all members by the ECSC as a first order of business.

The European Coal and Steel Community will be a revival of the traditional and greatly beneficial Swedish trade with both Germany and France, ending many of the old grievances from the war. This will be a new start for European unity and prosperity to rebuild and strengthen our resolve against what may come. We greatly approve of Bundeskanzler Adenauer's refusal to the Soviet proposal. German unity must be won without compromising to the demands of Bolshevism, without compromising morals and standards that truly decide what Germany stands for in exchange for a short-term victory. Calling for an end to the denazification of Germany simply makes the Soviet proposal more suspect. The Heydrich regime was brutal and questionable on several accounts and I am unable to grasp why supporters of this regime should not be put under severe scrutiny for their actions.

Our gratitude to the American aid programs must also not be forgotten. The sheer amount of solidarity and generosity from our brethren in the west has helped immensely to establish greater economic growth and prosperity than ever. Of course, we can't expect foreign aid packages to help us at all times. We must do our best as ambitious entrepreneurs and establish our own position in the global market through our own initiative too. This treaty will be one step towards creating a stable economic future for our country.

Furthermore, I would like to request that the French government considers withdrawing their forces currently stationed in Sweden. We have not requested this extra assistance and believe that we are able to handle without the extra protection.

After many negotiations and in order to secure equipment that shows the changing of time and reflect the change on warfare thanks to the development of new technologies we are proud to announce the following agreement with the Federal Republic of Germany.:


German-Argentinian agreement on development of Armament

1) The objective of this agreement is the design and development of a new standard issue assault rifle to be used by the Argentine armed forces and the self defense forces of the Federal Republic of Germany

2) Both governments will cooperate on the selection of the public or private companies that will be participating in the design and manufacturing of the rifles.

2)Both government agree upon authorizing the necessary funding and technology exchange to make the program a success.

3)Both governments can bring into the program as many private/public agencies as neccessary for its completion.

4)Both government agree upon dividing the cost of the program in a 55%-45% ratio by argentina paying the earlier and Germany the later amount of the cost.

5) The license to this new standard issue rifle shall be owned by both the Federal Republic of Germany and Argentina, permitting for production and sale by both nations

6)The basis of the new design shall be the same for both Germany and Argentina upon completion

German Union Five Years Plan

Comrades,

since national unity has been rejected by others - we would have welcomed it - it is time to adress the future. Thus the first five-year-plan will be focused on reconstruction and rebuilding. We will restore destroyed buildings, streets and train lines, restructure German education to match our past successes and assemble new industries to make up for those lost due to war. We have found an able compromise with the opposition and other parties so we will not introduce masscollectivism right away but the new industries and national services will be subject to it. Services like electricity, water, waste, flats and traffic will be communal property and there will be communal services to help with agriculture and development.

There is not much else to say about it as it will be a largely common struggle to bring Germany back to the top so that German science and manufactoring is restored to its rightful place. We have much work ahead of us but we are quite sure it will work out.

On Europe

No country has ever suffered the same unfortunate fate as France. Never before has war been so dreadful. It wasn't plain barbarity, it was industrial slaughter. Complicated structures and organizations were set up just to eliminate the French nation. This can never be undone. The perpetrators can never be forgiven, and they shall face justice. But while France must keep matching forward, we mustn't forget the burden of our fallen citizens. That however doesn't mean we should try to be revanchist.

I admit it now, the Treaty of Versailles as it stood was a mistake. I do not challenge the deal to put the entire blame for the war upon the Germans, for it is the truth. But the humiliation we tried to bring upon the Germans was a mistake. Now, the time has come for us to accept that we are Europeans. I am a Frenchman born in Luxembourg, and many of my friends and family have been killed during the war, for the crime of belonging to this great nation. Yet we must move forward, and embrace cooperation. France will thus sign the treaty establishing the CECA.

For Sweden, we value friendship more than a lone base near Sweden. France doesn't see the need for Sweden to get rid of a lone military base, but we don't wish to ruin our fragile relations over it. We will thus leave it, before January 1946 it shall be emptied.

Lastly, on behalf of the French Republic, I announce that Georges-Maurice Jean Blanchard and Adolphe Guillaumat, responsible for crimes against the citizens of Germany in the early hours of the war, have been deprived of their ranks and military pensions. We cannot have double standards. Our crimes certainly pale in front of the atrocities committed by the Germans but they don't disappear. Crime cannot be washed away by worse crimes.

On the Empire

The impressive rise of China, Syria, Iraq and many other freed nations have forced us to reflect upon our actions. Clearly, colonialism cannot be sustained forever. Instead of waiting for the situation to worsen, France has decided to take the matter upon its own hands. Defying all conservatisms present in the country, we wish to offer both the colonies and France chances to improve themselves.

Independence is nothing without proper structures. France offers to operate a gradual withdrawal, coupled with the creation of political parties and structures, and with the formation of local armies, administrations and universities, to allow the new states to prosper once we've left. We thought we had a mission to civilize, now we have a duty to improve their situations.

Without further ado I thus announce the Agenda 1970.

Agenda 1970: towards independence and democracy


I. General principles

* French West Africa and French Equatorial Africa shall be abolished, their duties taken over by local colonial administrations.
* French protectorates outside subsaharan Africa shall be given two possibilities to attain independence.
* French colonies in subsaharan Africa shall be reorganized to create more stable structures.
* French colonies in subsaharan Africa shall be independent by 1970. In the meantime, stable polities shall be established.

II. Protectorates

* French protectorates shall be given the option between independence in 1950 or in 1960.
* Protectorates choosing quick independence shall be allowed to create their national armies, creation of political parties shall be encouraged, local elections shall be held as soon as possible to draft Constitutions, and the administrations shall be turned over to natives in the course of these five years.
* Protectorates choosing long-term independence shall also create armies, political parties but the shift shall be slower, to ensure stability. Local elections shall be held, and local governments shall receive extended powers after each election. Local bureaucracy shall be established and trained with modern standards.

III. Morocco

* An union between the Morocco and Mauritania shall be established, should the Moroccans choose long-term independence, so as to recreate an historical and logical union. The long-term approach is to be favoured, so as to enable them to unify administrations and customs.

IV. French colonies

* The colonies and protectorates of Mali, Sudan, Dahomey, Guinea, Ivory Coast, Oubangui-Chari, Chad, Madagscar, Comoros and Congo shall be allowed to create political parties.
* Elections shall be held in these places every four years, starting in 1952. Each elections shall see an empowerment of the elected governments.
* Natives shall be allowed to become officers.
* Natives shall be allowed to achieve higher education.
* Creation of universities and administration schools shall be undertaken.
* The creation of a native administration shall be undertaken as soon as qualified locals finish the education required for the task.

V. Territorial changes

* Southern Sudan shall be unified with Senegal to create Mali.
* Northern Niger shall be ceded to Sudan, to create a Tuareg state.
* Gabon and Congo shall be reunited.
* Tindouf and Béchar provinces shall be turned over to Morocco, as the legal case made by Morocco has been heard in Paris.

VI. Exceptions

* French Somaliland shall remain an overseas territory of France, due local instability and threats. It shall receive the same autonomy and improvements as other colonies.
* French Cameroon and Togo shall also march towards autonomy and independence, but their status will remain that of mandatory territories, until possible unification with their British counterparts is decided.
* A referendum shall be conducted in the communes of Dakar currently part of France proper in 1969. In the meantime, they shall be administrated as French municipalities.

VII. Francophone Union

* All countries attaining independence shall be part of the Francophone Union.
* The Francophone Union shall be a defensive alliance.
* Members of the Francophone Union shall be part of the IMF, of the World Bank and shall sign the GATT.
* The Francophone Union shall promote stability, economic cooperation and democracy among its members states.
* Member states shall agree upon a unique internal tariff, to allow circulation of goods and prosperity.
* The Francophone Union shall be headquartered in Dakar.

VIII. Algeria

* Algeria shall remain a part of France.
* All children born in Algeria after 1945 shall be full-fledged French citizens.
* Citizenship shall be given to all Algerians in 1955, in the meantime reforms shall be conducted to integrate them fully into France.
* Algerian Arabs wishing to live in an Arab country shall be allowed to establish themselves in Tunisia, where the departure of the Italian community has left a void.

The Council for Mutual Economic Assistance (COMECON)

The undersigned nations hereby pledge their full assent to the following clauses, for the promotion of regional trade, the strengthening of international ties, and the establishment of a unified and coordinated economic policy for the benefit of all member states and their people:

I. The Council for Mutual Economic Assistance, or COMECON, shall consist of the undersigned nations and shall endeavor to fulfill the principles set forth in the preamble of this document through multilateral diplomacy and sustained coordination. Additional nations may join COMECON contingent upon a general consensus of current members approving their application for membership. Full COMECON sessions shall occur once every three months, and their location shall rotate between member states with each new year.

II. Each member state shall designate a representative, or minister, to participate in COMECON sessions and to set forth the views and policies of their nation before the Council as a whole. Each minister shall be endowed with plenipotentiary powers to negotiate and offer assent to protocols and agreements proposed at COMECON sessions on behalf of their respective nations. The minister of the current host country shall be designated as President of the Council and shall direct and moderate the debate of the Council, as necessary.

III. To qualify as a member state of COMECON, each nation must exercise a degree of direct state control in its national economy, whether in the form of central planning or state capitalism, and must have the legal authority to enforce the terms of the economic agreements and protocols agreed upon at COMECON sessions over privately-owned entities within their nation. Full compliance with the agreements and protocols of COMECON are required to maintain membership in the organization and to receive attendant benefits, and nations may be expelled for non-compliance by a supermajority of the Council. Each member state is required to pay yearly dues, which shall be determined based on their economic ability and level of development, to be reassessed every five years as needed, and shall contribute to joint projects in a similar proportional fashion.

IV. Agreements and protocols within COMECON shall require the assent of each concerned party within the Council as well as formal ratification by the governments of each member state, in accordance with centralist principles, and shall be binding in the manner of international treaties. Participation in COMECON agreements and protocols is mandatory unless a nation clearly proves that it is an uninvolved party, presenting specific evidence that the proposed agreement has no relevance to their nation, and receives assent from the Council as a whole to opt out of the agreement. COMECON shall have the authority to regulate inter-member trade to prevent incidents of economic exploitation and to mediate trade disputes between member states to ensure that trade is conducted in a rational and fair manner.

V. The Common Trade Union, or CTU, shall be formed as a subsidiary body of COMECON, with representatives from each member state and the overall purpose of forming a free trade area, common market, and customs union among the member states, as well as the establishment of a common trade policy. CTU shall be tasked with formulating policies that will lead to gradual harmonization of trade practices and international borders within COMECON nations, as well as the establishment of a central trade council for the resolution of trade disputes through mediation and consensus. CTU policies shall be established gradually, with first-phase implementation scheduled for January of 1950.

VI. The Central Economic Program, or CEP, shall be formed as a subsidiary body of COMECON, with representatives from each member state and the overall purpose of coordinating economic plans from the member states to allow for greater economic cooperation and synchronization among the member states. Starting in the year 1949, each member state shall be required to submit a five-year plan for the improvement of their national economy, which shall undergo a year-long period of review prior to implementation in 1950, with the same cycle to be observed for each six years following. The CEP shall recommend modifications and augmentations to national economic plans through general consensus and further recommend the allocation of COMECON development funds toward areas of import within those plans, with the overall aim of creating an international system of economic planning that is beneficial to individual member states as well as COMECON as a whole.

VII. The Committee for Market Observation, or CMO, shall be formed as a subsidiary body of COMECON, with representatives from each member state and the overall purpose of observing external market trends, predicting economic shifts, and providing the Council and all subsidiary bodies with relevant economic data for the purpose of formulating COMECON policy. The CMO shall be specifically tasked with analyzing global market trends to ensure that formulated economic policies are of maximum benefit to member states and that central plans are both relevant to the needs of the member states' economies and address international issues of supply and demand.

VIII. The Coordinated Policy Group, or CPG, shall be formed as a subsidiary body of COMECON, with representatives from each member state and the overall purpose of formulating common and integrated policies on agriculture, resource extraction, labor, infrastructure, and finance. The CPG shall formulate and recommend policies for review by the Council with the intended aim of harmonizing practices in areas of national importance between member states and both promoting and propagating superior or more efficient methodology between member states. The CPG shall also review the transfer of technology between member states and ensure that such transfers are of benefit to both parties, while preventing the unintended spread of member innovations outside COMECON.

IX. The Continuous Development Fund, or CDF, shall be formed as a subsidiary body of COMECON, with representatives from each member state and the overall purpose of serving as a central depository for development funds for the improvement of less prosperous member states as part of a coordinated, centrally-directed plan. The CDF shall assume the duties of previous redevelopment and recovery programs in Eastern Europe, as well as its funding, and shall implement recovery policies according to COMECON's central principles and ensuring that all recovery is both fairly-governed and in the interests of all involved. The CDF's funding shall be determined according to a member state's ability to pay, and dues shall be waived entirely if member states are currently undergoing a CDF-governed recovery period.

X. The terms of this agreement are subject to alteration according to the unanimous consent of the member states and shall be implemented gradually in a five-year period following their ratification by the member states.

Republik Indonesia
Citizens of Indonesia!​

Indonesia is now stable and we must now be the ones to improve it. The government currently wishes to inform the people that we are going to begin several programs to improve the quality of life in Indonesia. The first of which is completely healing the damage done during the war of independence and the chaos that ensued in the first years of our independence towards our infrastructure, and also improving the infrastructure by constructing better roads and railroads around the nation. The second program is a program for education around the nation. The government requires the assistance of the people in this matter, as we require teachers for the various tasks involved with this program.

The government also wishes to improve the national army as the officers I sent for training in Japan will be returning this year, and their training must be shared with the whole army so as to have a base to train new officers. The PusKesMas program shall also be advanced, although it shall not be implemented fully yet as the Indonesian government will only begin a new school to train more doctors first so the community health centers can be ably staffed.

On foreign matters,

Regarding the incident involving Jimmy Earl Carter, the Indonesian government would like to issue a formal apology to the USA and also the Jimmy Earl Carter for the misunderstanding, and hope that Indonesian relations with the USA may improve in the future.
Indonesia also recognizes the need for a stable world economy, and thus signs the following treaties

German-Argentinian agreement on development of Armament

On behalf of the Federal Republic, i am most honored by minister Schumann's announcements regarding the French generals and the Versailles Treaty. To form a future for Europe, this is a step of utmost importance, to ensure that not only all men are equal under law, but also that all nations are equal. They have shown, that mistakes can be corrected, and that this war will and has not ended with justice of the victorious, but with a new beginning, a just beginning for the German nation.

Gaia initiative - Continuation of German Rocketry​

Much debate has been going on in the Bundestag, on whether and how the scientific value and knowledge gained from the devastating rocketry program of Heydrich's regime, however the civil achievements of science, penultimately must always come before the military devastation of this project.
Thus, it has been decided to continue the works, as the Gaia initiative with the goal of, within the next 5 years present the first picture of the Planet Earth from Space. Both the existing A-4 design, and the planned A-9/10 design would permit for such a picture to be taken, and it is our sincere hope that this initiative will remind the world that the ideas of modern rocketry weren't born to be a destructive weapon, but were born to bring humanity to new frontiers.

Thus, we would also like to share as much of this project as would be scientifically and legally possible without running the risk of permitting the access to this technology, still usable as armament, despite our current intentions to the nations of this world. As such, and because of the historical misuse of the rocketry program, the German nation would offer a special invitation to the French Republic, to inspect even further the purely civic aims of this mission, and to ensure that there will not be any usage of the technology as potential offensive armament.
Another invitation to return has already been sent to various German scientists, who are both proven to not have been supporters of Heydrich's armaments program and who have currently left the German nation.

While it was the Soviet Union's intention to present a program for reunification that would enable the German people to be whole and independent once more, the West German leadership has proven that their interests lay not with the people of Germany but rather with their Western puppet-masters, placing external alliance above internal unity in a breathtaking abandonment of their central mission as representatives of the German people in their region. We are saddened by this selfish choice and greatly concerned by the continual efforts at rearmament by the West German state, in concert with the rise of militant fascism in its southern regions, and can only perceive the current West German regime as a growing potential threat to Europe.

Therefore, until such time as the West German regime accepts the necessary burdens of achieving reunification as a neutral, independent state, the Soviet Union will not continue reunification talks and considers the matter dead at the hands of Konrad Adenauer, who has sacrificed unity to appease his foreign masters and in so doing doomed the cause of German unity for the foreseeable future.
