Agenda 1970: towards independence and democracy
I. General principles
* French West Africa and French Equatorial Africa shall be abolished, their duties taken over by local colonial administrations.
* French protectorates outside subsaharan Africa shall be given two possibilities to attain independence.
* French colonies in subsaharan Africa shall be reorganized to create more stable structures.
* French colonies in subsaharan Africa shall be independent by 1970. In the meantime, stable polities shall be established.
II. Protectorates
* French protectorates shall be given the option between independence in 1950 or in 1960.
* Protectorates choosing quick independence shall be allowed to create their national armies, creation of political parties shall be encouraged, local elections shall be held as soon as possible to draft Constitutions, and the administrations shall be turned over to natives in the course of these five years.
* Protectorates choosing long-term independence shall also create armies, political parties but the shift shall be slower, to ensure stability. Local elections shall be held, and local governments shall receive extended powers after each election. Local bureaucracy shall be established and trained with modern standards.
III. Morocco
* An union between the Morocco and Mauritania shall be established, should the Moroccans choose long-term independence, so as to recreate an historical and logical union. The long-term approach is to be favoured, so as to enable them to unify administrations and customs.
IV. French colonies
* The colonies and protectorates of Mali, Sudan, Dahomey, Guinea, Ivory Coast, Oubangui-Chari, Chad, Madagscar, Comoros and Congo shall be allowed to create political parties.
* Elections shall be held in these places every four years, starting in 1952. Each elections shall see an empowerment of the elected governments.
* Natives shall be allowed to become officers.
* Natives shall be allowed to achieve higher education.
* Creation of universities and administration schools shall be undertaken.
* The creation of a native administration shall be undertaken as soon as qualified locals finish the education required for the task.
V. Territorial changes
* Southern Sudan shall be unified with Senegal to create Mali.
* Northern Niger shall be ceded to Sudan, to create a Tuareg state.
* Gabon and Congo shall be reunited.
* Tindouf and Béchar provinces shall be turned over to Morocco, as the legal case made by Morocco has been heard in Paris.

VI. Exceptions
* French Somaliland shall remain an overseas territory of France, due local instability and threats. It shall receive the same autonomy and improvements as other colonies.
* French Cameroon and Togo shall also march towards autonomy and independence, but their status will remain that of mandatory territories, until possible unification with their British counterparts is decided.
* A referendum shall be conducted in the communes of Dakar currently part of France proper in 1969. In the meantime, they shall be administrated as French municipalities.
VII. Francophone Union
* All countries attaining independence shall be part of the Francophone Union.
* The Francophone Union shall be a defensive alliance.
* Members of the Francophone Union shall be part of the IMF, of the World Bank and shall sign the GATT.
* The Francophone Union shall promote stability, economic cooperation and democracy among its members states.
* Member states shall agree upon a unique internal tariff, to allow circulation of goods and prosperity.
* The Francophone Union shall be headquartered in Dakar.
VIII. Algeria
* Algeria shall remain a part of France.
* All children born in Algeria after 1945 shall be full-fledged French citizens.
* Citizenship shall be given to all Algerians in 1955, in the meantime reforms shall be conducted to integrate them fully into France.
* Algerian Arabs wishing to live in an Arab country shall be allowed to establish themselves in Tunisia, where the departure of the Italian community has left a void.
