MAVERICK MILITARY OPERATION RESCUES HOSTAGES / CORE LEADERSHIP SNUFFED BY MILITIA

Marine Colonel Scott Summers, described as “an insurgent” by President Gall, announced the discovery and rescue of over a dozen hostages taken by the CORE terrorists, including Crown Princess Francesca and Farpoint Mayor Johan Thorsbeard. The military operation, planned and executed independently of the President’s office, drew cheers from royalists, and citizens of the W.E.T. and latin provinces, while drawing muted appreciation from other quarters.

Deputy MDIA "Chevy" Neamberlain announced that while “everyone in the government” was relieved by the hostages’ rescue, that the actions of the military were inappropriate and would be subject to disciplinary review.

On the opposition end of the spectrum, the First Ministers of Nueva Rioja and Isabella announced new “provincial holidays” and hosted great parades to welcome back the troops and members of the royal court.

The military units involved in the operation credited an “inside tip” with revealing the location of the hostages, while the leadership of the CORE was otherwise engaged.

The engagement referred to would have been a fight-to-the-death between the main body of CORE rebels and the citizens’ militia of Farpoint which, after hours of shooting, resorted to brutal hand to hand combat that left the CORE leaders dead and many militia members wounded. CORE rebels took their own lives to avoid capture, but formers members of the now defunct La Resistance anti-American group were able to confirm identify among the casualties all of those suspected of composing the CORE leadership.

“What we did today, we did for honor and for the people of the W.E.T.,” said an unidentified militia leader, “There is no joy in it, we did only what must be done.”

MILE J. Edgar Herbert declined to comment on previous statements that militia forces would be rounded up and prosecuted as vigilantes, saying only that “there’s been too much violence to contemplate more at this time.”

Queen Maria, who had been hospitalized for most of the past few weeks, was reportedly reinforced by the news of her daughter’s rescue and expressed her sincere appreciation to the people of the W.E.T. and the Ibero-provinces.

Public opinions polls find Gall’s handling of the crisis “Extremely Poor” and many pundits are openly criticizing his government’s inaction on this issue and his objection to the military operation, which is now seen as a great act of heroism.



IBEROS CLASH WITH FRANCOS ON BORDERS OF ST. ESPIRIT & ISABELLA

Radical labor activists and Latin autonomy groups members refused passage to motorists along major highways in and out of Isabella and Nueva Rioja, leading to violence and the hospitalization of two Franco-Eutopian truckers from St.Espirit.

As part of their protest against the national government, mobs of Ibero-Eutopians had attempted to “close the borders” of their provinces and had erected makeshift barricades along major Eutopian highways and many side-roads.

Hundreds of citizens have been stranded on one side or the other of the barricades and have been separated from their jobs, their families, and/or their homes. While angry complaints and minor scuffles have been common, two separate incidents of violence escalated when teamsters Michel Beauchene and Luc du Garrou both attempted to break the barricades to return to their homes in St. Espirit. Accounts vary but claims have been made that the attempts to break the barriers threatened the lives or safety of protestors who had climbed the barricades. In both cases, the truckers were drug from their vehicles and beaten, despite efforts by sympathetic motorists to aid them.

Federalist MNA Fritz Boudreau, formerly a sympathizer of the protestors cause angrily condemned these “attacks on innocents” and called for an immediate end to the strikes and compensation for the truckers and “all those inconvenienced by this display of rebellion”. He was joined by many fellow Franco-Eutopians, who ended their anti-Gall demonstrations and solidarity strikes, in protest of the actions by the Iberos.



PRESIDENT GALL, NATIONAL ASSEMBLY REACT TO “LATIN CRISIS”

Responding to the reported border violence and the refusal of protestors to comply with the national government’s mandate to end the provincial strikes, President Gall announced that he would “restore peace, law and rightful order" in Eutopia and addressed the parliament himself to introduce legislation to deploy “loyal” armed forces in the Southern provinces to break up the strike and enforce his "back to work" order. He also introduced a constitutional amendment taking away existing self-government rights from the Latin provinces to, as he stated to the press "remove that platform for local demagogues and self-interested power-grabbers."

Despite the lack of an apparent legislative majority, and backlash by many Unionists who questioned these proposal as “extreme overreactions”, the proposal to deploy the military advanced as MNA Boudreau voted in favor of the motion with a loud vote of “Oui!” and the declaration that “Order must be preserved!”. Federalist MNA Ford Mercurio remained absent following the debate over holding new elections, and the authorization legislation was approved 5-2.

The amendment to remove the existing self-government powers for the Latin provinces was tabled, however, when Federalists united in strong opposition to the legislation and two Unionist MNA’s balked, claiming such a proposal “needed more study”.

However, international condemnation of the announcement was swift, with the government of Spain pledging military intervention to prevent the Eutopian military from acting against “the sovereign provinces” of the South. A broad coalition of nations, including the governments of France, Italy, India, Mexico, Portugal, Poland, the United States, and Brazil all condemned the threat of violence and urged the United Nations action to resolve the dispute.

Latin response was as swift as it was predictable, with. Buen Puerto Mayor Feliz Anzaldua and labor leader Carlos Marco promising that any “invasion by the illegitimate government would be forcibly resisted”. Similarly, local government officials in the St. Espirit, N.Aquitaine, and N. Anjou warned that the national government “was perilously close to becoming a renegade state” and condemned any use of the military to resolve what they termed “a political conflict”.
 
EUTOPIAN MILITARY DEFIES PRESIDENT GALLS ORDER TO ATTACK EUTOPIAN CITIZENS

In what appears to be the collapse of his governing authority, Eutopian President Gall was openly defied by all branches of the Eutopian military after ordering them to Isabela and Nueva Rioja to break through protestors’ barricades and end the long strikes that have virtually shut the region down since shortly before last term’s elections.

Gall, speaking to a live television audience, announced that, though it pained him, his hand had been forced by “radical separatist leaders in the South” to use the military in order to put down “open rebellion” and “preserve our great union”. He then ordered “loyal” armed forces in the Southern provinces to break up the strike and enforce his "back to work" order. Military leaders obeyed his orders until arriving at the borders of the Latin provinces and meeting resistance(armed in the Spanish majority provinces, passive resistance in the French majority provinces).

The First Ministers of Isabela and Nueva Rioja appealed to Spain for protection, which promised immediate military reprisal if Gall invaded either province. Anti-government leaders in the French majority provinces sought protection from the United Nations.

International condemnation of Gall’s attempted use of military force to end a “political dispute” was swift and harsh. However, a statement from the MDIA brushed off such complaints as “interloping by foreigners with self-serving agendas”.

After a 24 hour stand-off with protestors on the provincial borders. Gall’s order came to enter the provinces, using whatever degree of force was necessary.

No military officer complied.

“This order confirms what we have suspected all along,” said Marine Colonel Scott Summers, who had organized the rescue of Crown Princess Francesca independently of Gall’s government, “The so-called president is unfit for command of the military. The armed forces of Eutopia will not be used to fire on innocent citizens. We are protectors of the people, not a political gestapo!”

Public opinion seems aligned strongly with the military, with many citizens stating that the had “little or no confidence” in the Gall administration.. Queen Maria, in her first public statement since being released from the hosptial angrily accused Gall of betraying the nation, the constitution, and the very principles of a democraticly republican form of government.

With the military stationed on the borders, unwilling to forcibly enter the southern provinces, President Gall and his ministers have sequestered themselves and are refusing further comment, but many observors believe that these actions have shamed him before the world and do not believe he can recover.



SECESSION REFERENDA INTRODUCED IN LATIN PROVINCES & W.E.T.

In response to what appears to be the collapse of the national government, all five Latin majority provinces, plus the Western Eutopian Territory have announced their intent to secede from Eutopia, pending popular approval of a series of secession referenda.

“All power is derived from the people and granted to the government by their consent,” said Latin MNA Pablo Villa. “This government has forgotten that and believes the people to be subjects of a tyrannical government. Now, in this brief window afforded us by fate, we shall ask the people of the South, the people of the WET, what they think. Do they still have faith and trust in the government of Eutopia or has that which has been given by the people been abused? We shall ask the people to decide their own future, and we will abide by their decision - to stay or to go.”

Secession referenda will be decided by voters over the next week in Isabela, Nueva Rioja, Nouvelle Aquitaine, St. Espirit, the Western Eutopian Territory, and Nouvelle Anjou.

NUEVA RIOJA & ISABELA VOTE TO SECEDE FROM EUTOPIA

In the first of a series of provincial referenda, the Spanish-majority provinces voted by wide margins to separate Eutopia in the wake of the utter failure of the Gall government. International observers watch cautiously, unsure of the fate of these newly independent states or the rest of the island.

The “Voto Para La Independencia” was widely celebrated by Ibero-Eutopians who had been growing restless following agricultural and labor decisions in previous adminstrations and finally exploded into a separatist frenzy following what many saw as a constant trampling of their rights by the Gall administration and his ill-executed bluff to try to hold their allegiance by force.
Many, many questions will follow this separation, including the fate of Eutopian military installations within the break-away provinces, their form of government, and which provinces, if any, will follow them.

Also of note, the island of Neuva Cordoba, part of Neuva Rioja, voted much differently from the main land province. The island is home to New Bengal, with a substantial Indian population that did not share the separatist feelings as the Iberoes. Some have suggested that the majority of the island’s residents may wish to remain with Eutopia.

International observers have claimed that many citizens of these Ibero states appear armed, and leaders have emerged such as Carlos Marcos, Felix Anzaldua, Mike Marine, and Pablo Villa that others to help keep order. Billionaire industrialist Renard Rouge also appears to have taken an active hand, organizing his many employees within the two former provinces workers to keep civil services running while a new government is organized,.

Labor leaders ended their month long strikes and opinion leaders from all over both provinces gathered in Buen Puerto to celebrate and plan their next move, although unification of the two states seems widely popular.

The rebuilt coastal city of Buen Puerto has been suggested as a new capital, and many of the assembled leaders took time to pay tribute and honor the hard working fishermen whom had suffered so much but never gave in. Also, it appears to be the sentiments of many who supported the overwhelming votes for secession that although free of Eutopia, the citizens of Nueva Rioja and Isabela still pay homage to Queen Maria and the royal family, and it has been suggested that the new nation or nations may pledge allegiance to the Queen and offer her a role as a constitutional monarch.

Spain moved swiftly to support the independence of the new nation, while other nations appear ready to do the same giving the overwhelming turnout and public support for independence during the internationally observed referenda elections.

With no military option available to him and plummeting approval rating even within his own party, President Gall had no statement and remains in an undisclosed location with his top advisors.

The Western Eutopian Territory and St. Espirit are the next to provinces scheduled to hold secession referenda.

WESTERN EUTOPIAN TERRITORY VOTES, NARROWLY TO REMAIN WITHIN EUTOPIA

The Western Eutopia Territory lived up to its wild reputation as record numbers of voters turned out for the secession referendum. But confusion over voter rolls and the ballot left a divided electorate to narrowly defeat the proposal.

In part controversy was created when the question appeared on many ballots to give voters a choice between voting for independence, voting to become a full-fledged province of Eutopia, or voting for the status quo. Polls had been open for four hours before election officials attempted to temporarily suspend the voting.

The referendum, as approved by the makeshift WET territorial delegation to the League of Municipalities, put the question only as a decision on whether to secede or not secede. No option for remaining within Eutopia as a province had been provided on the official ballot, especially given the President’s incredible animosity toward the FREE legislation which would have paved the way for such a move. The origin of the faux ballots remains unknown.

Violence broke out at many polling places as motivated citizens were turned away while elections officials tried to remove the erroneous ballots. These angry mobs were joined by earlier voters who, when informed of the news, feared that their ballots would be thrown out and returned to the polls to re-vote.

Other than some petty vandalism and a number of scuffles with only minor injuries, further violence was avoided when former President Talbott, serving as an internationally approved election observer proposed that voting should proceed with the correct ballots, but that votes already cast should be treated thusly, "a vote to remain, as either a province or a territory, is clearly still a vote to remain Eutopian, and against secession”.

Without an alternative, the Talbott solution was accepted, and voting continued, with the polls remaining open an extra two hours to accomodate late voters. Some election officials joked that more votes were recorded than the W.E.T had voters, and clearly the election resulted in a narrow turnout.

When all the dust settled, and the votes were tabulated using this compromise, the final outcome was:
Voters in favor of secession: 48%
Voters against (including three question ballots): 51%
Spoiled ballots: 1%


Mayor Thorsbeard of Farpoint, long a spokesper for the entire WET said following the announcement that “While we respect the decisions of our Ibero brothers, and we shall always remain indebted to them for their military actions against the CORE our people have, by the narrowest of margine, chosen a different path. Yet we hope our brotherhood shall endure, even if separated by new national boundaries.”



ST. ESPIRIT VOTES FOR SECESSION: UNLIKELY TO JOIN IBERO STATE

In the fourth provincial referendum, the Franco-majority province of St. Espirit voted, by a substantial margin, to follow Isabela and Nueva Rioja into independence.

Particularly active in this movement were members of the Soldiers of God movement, which was especially strong in the province and was the home of their martyred leader Charles DeSpirit. The organization’s General Secretary, Kurt Wagster (a resident of Neuwestbaden and unable to vote in the election) issued a statement saying that whatever the political forces that had engineered this opportunity, all conservative God-fearing citizens of St. Espirit were being blessed with the chance to choose their own government, one free of the liberal politics of the North and the socialist-allied Unionists.

Also active in the elections were many African-Eutopians and Topans, many of whom were motivated by newspaper and television editorials by wealthy African industrialist Renard Rouge that argued that a new and separate nation would grant them unrealized and unprecedented political power as their proportional representation would increase dramatically in a new state.

Ibero-Eutopians within the province were the most enthusiastic about the refendum, many eager to join the newly announced “unified” state of Nueva Rioja and Buen Puerto. However public sentiment in St. Espirit seems strongly against such a merger.

Former Eutopian MNA Fritze Boudreau, of St. Espirit, commented, “The people have spoken and St. Espirit shall be a free nation, but I do not think that our people are ready to exchange the troubles they suffered as a minority in one government for the same lot in a new government.”

While no official spokesper or leader can confirm it, it appears inevitable that the two Ibero provinces will indeed form one new nation. Their former MNA Pablo Villa stated that “The Ibero people offer their solidarityto their Latin brothers, but will not beg if such a union is not desired.” Some Nationalists and Localists in the Ibero state have expressed a general opposition to inclusion of St.Espirit in their new land, though some have suggested Ibero-Eutopians living within St.Espirit and their communities should be compensated for their lands and welcomed into their “proper homeland”.

The provisional body organizing the new government, “Le Conseil sur la Transition” has dismissed such ideas as “emigree compensation” or “autonomous Ibero neighborhoods” as “absurd” and has also publicly rejected the notice of any sort of fealty to a monarch.

“We French have left the idea of superiority by birth back in the 18th century,” said Boudreau, “and we will guarantee that all people are created equal within our republic and prosper or fail based upon their own initiative, not by randomness of heritage.”
 
PRESIDENT GALL ABDICATES: NEW PRESIDENT GRANT ENACTS PLAN FOR STABILIZATION AND REFORM

Seeing the rapid collapse of the country he was charged with ruling and public opinion polls suggesting secession somewhat likely in the Nouvelle Anjou and Nouvelle Aquitaine, President Gall announced his resignation from the presidency and all public life. His statement was brief, and slightly bitter, but indicated that he realized that he, himself, had become an insurmountable obstacle to the stablization of the nation and that no action he took could save it. He refused questions and was escorted away by the MILE security.

The President’s successor is the Vice-President, fellow Unionist Telemachus Grant.

President Grant’s first speech as chief executive officer of Eutopia was humble and conciliatory as he spoke before the National Assembly.

“We must take any and all steps to preserve the Republic,” he said, “And inherent in that is resisting solutions that would further render us asunder.”

The Assembly held two vacancies, the seats of Villa and Boudreau who, having renounced their Eutopian citizenship lost their offices, and with the political parties in crisis, no candidates were able to meet the CRO guidelines for replacing them. The Supreme Court, further complicated the situation when it ruled that those two open seats must be counted against quorum.

“We have suffered a great wound,” said Grant, “but Eutopia is not yet dead. We must put aside our differences if we are to hold our nation together.”

With those words he produced a document cobbled together in the days following the secession of St. Espirit, essentially taking many of the recomendations proposed by the Federalists as past of the FREE legislation and adding many new components based on current events.

The Governmental Restructuring and Provincial Powers Act (GRAPPA) proposed a far reaching devolution of government powers to the provincial level, and also implemented a series of radical consitutional changes adressing everything from dramatic reform of the legislative branch to the removal of the SAW from MILE and Presidential authority.

Unionist legislators balked at the legislation, the very antithesis of their mission as a political party, but Grant offered a “surrender with honor”, in essence the opportunity for being included in solving the problems caused by their party and in the process possibly saving Eutopia.

Debate consisted mostly of some repetentant words by some legislators and some name-calling and blame-assigning by others, but utlimately every member of the National Assembly voted, as need for the passage of the constituional amendments, in favor of the GRAPPA.

Newly created provincial governments would be formed, a task much easier than some had feared, due to the work of the League of Municipalities, and the development of local cooperation and leadership in rebuilding Eutopia after the hurricanes.

President Grant did not address Eutopia’s relations with the two break-away states, instead campaiging for national unity within the remaining two provinces holding referenda on secession.

Pending the election results, he has proposed a national convention to address and implement the changes called for by the GRAPPA.



FRANCO-EUTOPIAN PROVINCES VOTE TO REMAIN WITHIN EUTOPIA

The people of Nouvelle Anjou and Nouvelle Aquitaine have voted against secession, staunching the wound of civil disintegration that had threatened to destroy Eutopia. Having achieved more throught the GRAPPA legislation than they had ever hoped for in any previous version of the FREE, the Federalists (who comprise the party of greatest support within these two provinces) enthusiastically campaigned against secession, overwhelming the Nationalist and Localist minorities.

A spokesper for “Le Conseil sur la Transition” in the newly christened Republique Latine de St. Espirit” expressed that the people of that new nation fully recognized and affirm the sovereign rights of their Franco-Eutopian frères to remain a part of Eutopia, stating that “we, more than most others, recognize and respect the democratic process” and expressed her hope that relations between their people of shared heritage would remain friendly.
 
A Special Eutopian Civil Crisis Epilogue

“EL REINO DELLA TILAPIA” FORMED

The former Eutopian provinces of Buen Puerto and Nueva Rioja formerly announced their reformation as el Reino della Tilapia, a constitutional monarchy of Ibero-Eutopians named in honor of the brave sea faring fisherpers, specifically in honor of “Padre Gonzaga” who is seen as a martyr and who’s death helped set into motion the chain of events forming the new nation.

The new nation was immediately recognized by the governments of Spain, Morocco, Bermuda, Mexico, Columbia, Portugal, Italy, Poland, France, and Russia, with Spain offering its full military support to the Tilapians.

The government is being quickly assembled but the “convention of brothers” meeting to select a provisional leaders has voted unanimously to offer Eutopian Crown Princess Francesca the throne of their new nation. Tilapia would be, as proposed in their draft Constitution, a constitutional monarchy, and the Princess, if she accepted this role, would have limited powers in diplomacy, in calling the assembly, and in making government appointments.

A wide range of issues sits before the provisional government, not the least of which is normalizing relations with their former nation of Eutopia.

Eutopian President Telemachus Grant remained coy when questioned about the new nation, saying cryptically that, “Time, not I, will determine the fate of things.”

As a relatively bloodless revolution, the excitement enjoyed by the citizens of Tilapia resulting from their sudden independence has lingered for weeks, but now the enormous task of actually forming a new nation and governing their own affairs looms before them.

Meanwhile, the nearby Republique Latine de St. Esprit, formerly the Eutopian province of St. Esprit, has quiety organized a system of district representatives in a large unicameral legislature, governed by a Premier selected by the majority party.

Eutopia, and the world, watches to see what will result.



NATIONAL UNITY CONVENTION ASSEMBLES - MET WITH SURPRISES

A new feeling of relief and survival, if not optimism, swept Eutopia as President Grant’s “National Unity Convention” assembled to intrpret the GRAPPA reforms and to establish provincial governments across the land.

A sense of purpose and duty kept delegates motivated in what seemed to be a somewhat muted affair. Unionist leaders, most of whom harbored strong opposition to these very changes saw themselves utterly defeated and provided philosophical contributions, only technical advice when called upon. Meanwhile the extent of the changes far exceeded the national platform of the Federalists, who took an active lead in the assembly, but soon saw delegate begin to form new coalitions and alliances around various issues beyond federalism versus centralization of government.

Though welcomed as the savior of Eutopia, President Grant likened himself only to an ambulance driver, doing his duty to deliver the nation to those who would save it. At the closing ceremonies of the convention, during his remarks, he revealed that he had decided not to seek a full term and would serve out only the remaining months of President Gall’s term before he, too, would retire from public life.

This news broke the battered Unionist political party which, lacking any further purpose, motivation, or respected national leaders announced its dissolution.

Meanwhile the Federalist Party announced victory, having achieved all that was within its national platform, and more. They appear poised to take over the newly reconstituted government. However factionalization is beginning to appear within the party and citizens, eager to put the troubles of the Gall term behind them, have begun drifting toward old parties and forming new ones.

EL REINO DE TILAPIA CROWNS FRANCESCA SAXE- COBURG -GOTHA-BLADE AS MONARCH

In a ceremony drawing thousands of observers from Europa and Asia, the new nation of Tilapia formally crowned Francesca Saxe- Coburg-Gotha-Blade as their new monarch. The young nation also formed their Consul, a governing body of five Consulars and their Pro-Consularl, the chief executive officer of the government, elected by the Consulars.

The Consulars have announced their intent to establish an embassy within Eutopia as soon as they are officially recognized by the Grant administration, and to work to address the many pressing questions concerning property, citizenship, and military relations. President Grant has not officially recognized either Tilapia or St. Esprit, but has made recent statements about the inevitability of such a move.

While protocol and sensitivity to recent events prohibited any Eutopians beyond the Princess’ immediate family from attending the coronation, the new monarch of Tilapia has invited members of the Eutopian Royalist Organization to a special reception to express her thanks for their past support, to be held in the near future.



EUTOPIAN MEDIA MOGUL, THOUGHT DEAD, RESURFACES

Sir Kevyinus Fox, a former Speaker of the House and media mogul had been believed dead, murdered under mysterious circumstances related to his abandoning his political party, the old Rally for Democracy after a heated political dispute.

While his body was never recovered, most believed him dead and his financial empire, managed by his heirs, suffered greatly in his absence.

However officials within the MILE (soon to be the MDIS, when the September Constitution goes into effect) have confirmed that a man claiming to be Fox does in affect appear to be the former Speaker.

Detained as he re-entered the country, Per Fox said in a statement “Yes, I am back,” and proceeded to explain how, fearing his life, he cut a deal with unnamed agents within the government to flee the country and stage his own death. When pressed on this question, Per Fox refused to publically name these agents, but some suspect he was aided by the Security and Analysis Wing (SAW) from the days when it operated with far fewer controls than presently.

Even if the veracity of Fox’s story is confirmed, the controversial politican faces an uncertain future. Most of his corporate assets were poorly managed in his absence and many were sold off by his heirs and family members, including a shocked brother who had tried to manage the vast business empire in Sir Kevyn’s absence.

A MILE spokesper claimed that there are many legal hurdles for Per Fox to clear before he is released into the general public, including: charges of fraud, an investigation into past taxes owed, determining what, if any assets, are actually owned by him and which have legally been transferred to other parties, and claims that he defrauded the nation’s insurance system.

Per Fox, however, appeared confident that all would be fine.

“I wouldn’t have returned if I thought I’d spend my days rotting in a cell,” he said with a smile.



AL’AESHIR HOLDINGS ESTABLISHES NEW CHILDREN’S HOSPITAL

St. Brendanstown Hospital, in conjunction with Amric Al'Aeshir, announced the sale of the hospital to Amric Al'Aeshir Holdings. It's a surprising move for the environmental, energy, and media mogul, but one that was consistent with his tenure as the former MHES.

St. Brendanstwon Hospital will become St. Brendanstown Children's Hospital. A place, Al’Aeshir describes, “where children with various health issues can come and be treated, regardless of financial status of the child's parents.”

The hospital will be getting very extensive renovation to comply with high standards for health, safety, handicapped, and environmental issues, but will remain open during these renovations. Al’Aeshir has expressed his interest in relocating any staff not qualified or willing to serve in the new hospital’s administration.

No other hospital in Eutopia specializes exclusively in pediatric issues. Al’Aeshir promised also to dvelop build apartments near the hospital so that families can stay, for free, while their child is receiving treatment. This lodging paid for by a charitable foundation established by Al’Aeshir.

Musical legend Johnny Black has agreed to a rare public performance in support of the charitable effort, in his hometown of St. Brendanstown. Details have yet to be release.



NEW INTERNATIONAL SPORTS ORGANIZATION CLAIMS DIVISION OF ISLAND WILL NOT AFFECT SEASON

Fans of the Association Football League of Eutopia (AFLE) and the North American Football League (NAFL) will not have to worry that political divisions will derail the upcoming sports seasons.

The Grant administration announced today that an agreement had been worked out with Tilapia and St. Esprit to ensure that, regardless of other political and economic matters between the nations, that their sports teams would be able to compete unhindered.

Many questions will need to be addressed and a new international sports organization with representatives of the three nations, tentatively called the “Brothers of the Sea”, has been formed to work out the final details.



UNSOLVED CRIMES SPIKE DURING FEDERAL LAW ENFORCEMENT TRANSITION

As national law enforcement official prepare to hand authority down to provincially organized offices, questions over logistics, authority, and chain of command have led to a rise in unsolved crimes, particularly in urban areas. MILE spokespers claim that the crime rate itself has “remained relatively stable, so to speak, with not a real increase in crimes, but rather a decrease in solving them”.

The statement did not seem to please President Grant who claimed that “things will get better once the September Constitution goes into effect” but that in the meantime citizens should take extra precautions.

Some nativist groups have noted the surge in immigration to Eutopia and the uncertain border situation with Tilapia and St. Esprit and claim this is the origin of the “high crime rate” but government officials dismiss these charges as unsubstantiated.



FORMER FIRST-LADY DIAGNOSED WITH CANCER

Sources close to former President Jonathan Glasser have confirmed that his wife has been diagnosed with cancer and has begun treatment at an undisclosed medical facility. The details of the disease and its level of advancement have not been released and the Glassers have requested that the media respect the family’s privacy in the matter.

An article in the Newlsink incorrectly claimed that Princess Francesca Saxe- Coburg-Gotha-Blade, the new monarch of Tilapia has invited members of the Eutopian Royalist Organization to a special reception to express her thanks for their past support.

In fact, the invitation was extended to members of Eutopia's Royal Guard Society who were active in attempts to rescue her from the CORE rebels.

TILAPIA OFFERS STATEMENT ON MILITARY, RELATIONS

The Tilapian government, now recognized by the United Nations and many governments (with the notable exceptions of the United States, the United Kingdom, India, and China) issued a statement claiming that Eutopian government assets within El Reino de Tilapia will become the property of Tilapia as “these assets have been paid for through the taxes, toil, and tears of the Tilapian people”.

Private property belonging to Eutopian citizens shall, at this point, remain in the hands of Eutopians, subject to all the laws and tax code of Tilapia. The government reaffirmed their desire to continue participation in Eutopian sports leagues, with a new “international” status.

Travel between the two nations has been somewhat problematic. No citizens in Tilapia wishing to leave have been detained, but some have been delayed in Eutopia by the MILE while their legal status is determined. Tilapians, however, have not allowed Eutopians to enter Tilapia unless they announce their desire for citizenship, or have an appropriate passport or visa, something that could be difficult in the future if Eutopia fails to recognize Tilapia as an independent nation.

Meanwhile, a significant number of citizens of New Bengal, a large island in the Tilapian province of Nueva Rioja, have reiterated their dissatisfaction with the new Tilapian government and have expressed their interest in being recognized as an independent province or to be united with Eutopia.



ST. ESPIRIT GOVERNMENT WELCOMES FRENCH, HATIANS, W.AFRICANS

A sizable embassy of ambassadors from France and french-speaking Carribean and African nations, visited St. Espirit, recognizing the small nation and pledging their economic and diplomatic support.

While the new government has not issued any statements similar to those of Tilapia, immigration and travel into Republique Latine de St. Esprit has been confusing with Eutopian officials still unsure how to treat St. Espritians crossing the border. But the visiting dignitaries had no problems and were provided with detailed tours of hurricane damage, the country’s storm-damaged farms, and the new Capitol.

In a surprise move, but one heralded by the French government, St. Esprit announced the hiring of their new Foreign Minister, the former Reverand Jack Teano. Teano, once a citizen of Chateauvallon in N. Anjou, said he has accepted the post to “help bring stability to a nation in it’s infancy” and to “foster mutual respect, cooperation and acceptance” between St. Esprit and her neighbors on the island.



MUSLIM STUDENTS FORBIDDEN FROM WEARING HEAD SCARVES AT SCHOOL IN N. AQUITAINE

Parents of young mulsims protested a decision by the provincial school system to ban the wearing of head scarves in Nouvell Acquitaine. The decision stems by actions taken in Hurteau, which has a sizable immigrant population from Western Sahara, when after several minor incidents between native and immigrant students the decision was made to ban the traditional clothing.

“This is an outrage, and an afront to our traditions and our religion!” said one parent. “Our rights are being violated by this discriminatory decision!”

School principal Per Leo Sierra said that the head scarves are “not approved under the school uniform dress code”, and that the decision was made to “protect muslim students from being targetted for abuse by other students.”

The provincial educational administrators heard grievances by the parents, including the parents of many Topan students, for whom the traditional Islamic dress has become somewhat fashionable, but sided with the Hurteau school.

“We believe that this is in the best interest of all concerned.,” said the superintendant in a statement for the press. “The schools’ dress code provides one uniform dress code so that all students will be judged on who they are not what they were. School uniforms help build self-esteem and help reduce social and class distinctions. We encourage these students to be proud of their heritage, but they must comply with this dress code, just as any other international student would be so compelled.”



GONZOV & FOX MEDIA ASSETS IN DISPUTE

Government authorities trying to establish the legal and financial status of “back from the dead” millionaire Sir Kevyn Fox have discovered that several assets now under the ownership and management of Gonzov Incorporated may legally belong to Per Fox.

Fox, who remains in detention awaiting a legal decision on his status, saw much of his media empire liquidated following his death. However, as he had not died, but had rather fled the country to hide from political enemies, and as he had not left a will, the government is trying to determine proper ownership of his claimed property.

Included in the disputed properties are television and radio stations once part of Fox’s media empire that are now part of Gonzov’s Gonzov TV and Latin Media Network.

The government has taken no action in regards to the properties in question, but has launched an investigation to determine their status.



STUDENT VIOLENCE ON THE RISE IN HARTON, ELSEWHERE

Covington Senior High School, in Harton, which had been closed two years ago following a violent incident between students, was closed again this week following another similar episode.

A group of students described as “popular kids” became involved in a confrontation with some Topan students, when some non-Topan students dressed in “punk” fashion intervened and escalated the situation to violence.

There were no injuries requiring medical attention but thirty-four students were suspended from school for their involvement.

The incident follows an escalating trend in youth violence in Harton, Dunwich, and Kirby. New Lancaster.City, which had been suffered from gang activity in the past, has seen renewed activity in and around the areas of the downtown and the neighborhoods surrounding the New Lancaster International Airport.



SEEDY HOBO CLAIMS TO POSSESS “MORGAN WILL”
A disheveled hobo held a make-shift press conference in front of Casa Legno, the abandoned estate of deceased MDIA and journalist Charles Morgan, announcing to anyone who would listen that he had in his possession “the last true will and testament of Charles Morgan”.

Unwilling to reveal any details “until it is the right time” the hobo claimed that “all would be made clear at the appropriate time”.

Morgan had few heirs and the executive of his estate claimed that he had left no known will, which had surprised many of Morgan’s friends and associates.

Morgan was a colorful political figure who had run for president as a member of the Conservative Coalition and as an independent, and was best known for his advocacy of Eutopian membership in the WTO and his tenure as MDIA.
 
EUTOPIAN MILITARY LEADERS RESIGN UPON COMPLETION OF AUDIT


The three service chiefs of the Eutopian Army, Navy, and Airforce all submitted their resignations to new President Amric Al’Aeshir, stating that their resignation is “non-negotiable” but stressing that it should not be interpretted as any sort of political statement against the new Commander in Chief.

The three chiefs had been serving as “Interim” appointments, but the temporary service they had consented to dates back almost ten years to the term of President Vasco Ikilledkenny, when former Vice Admiral Tulp and Lt. General Haynes were stripped of their ranks in the wake of the “Not a Coup” crisis. Lt. General Gorranson, Chief of the Army, was not part of the incident, but also retired in the wake of the event, after a long and distinguished career.

The three chiefs cited in their letter the completion of their audit of the armed forces following the division of Old Eutopia, and the awesome task of reorganizing the military, as the best time to make this transition.

All three endorsed one major reform, which was to free the Commander in Chief from requiring that the service chiefs be drawn from only those officers achieving the highest possible military rank.

“Given the impending reorganization, and expected loss of personnel,” the three wrote, “such a recommendation will tie the hands of the President in choosing the best men to lead the three branches of the armed services. Likewise, the arbitary promotion of a favored candidate, in order to elevate him to the level of qualification as service chief, would also be counter-productive to our system of rank and promotion.”

The audit of the current status of the Eutopian armed forces, summarized below, presents a mixed outlook for Eutopia’s military readiness.

ARMY


Eutopia’s army emerges from the division of the nation in a weakened state of military readiness, but considering the potential damage from losing so large a portion of our country, it fared relatively well.

Three areas should be noted:

- General Poor Condition of Munitions and Equipment: Eutopia’s arms and equipment are old and outdated. Heavy reliance on the US and NATO nations for arms has crippled the army, given the on-going arms embargoes. ENDTech has provided many serviceable products, but not enough to fully equip the army due to either limited supply or arms being outside the production capability of ENDTech. This situation existed prior to the division of the country and has not been affected by this turn of events.

- Defection/Emigration of Troops: While the legal status of armed service men have not been clearly defined, several citizens claiming residency in the former Eutopian provinces of Isabela, Nueva Rioja, and St. Espirit are serving in the Eutopian armed forces and have expressed an interest in serving in the armed forces of those nations. If these soldiers are permitted to return to these emerging nations we can expect a loss of manpower between 20-25%.

- Loss of Infantry Corps: The Third Infantry Corps, based out of St. Martin de Porres, and active in the rescue of Princess Francesca, is now located in the nation of St. Espirit.. Futher complicating the issue, members of the 31st Division have remained behind in Nueva Rioja, following the rescue of Francesca and her return to this former province of Eutopia. The Third Infantry Corps consists of three infantry divisions, as well as three command battallions, three intelligence battalions and three supply regiments. This represents a loss of 50% of our infantry force, or less than 33% of our total standing army. Eutopia’s armoured divisions have not been affected by the secession.


NAVY

The Navy has been devestated by the division of the nation.

Three areas should be noted:

- General Poor Condition of Ships, Planes and Equipment: As stated in the audit of the Army, Eutopia’s navy is substandard and in vital need of parts and repair, but this has been made difficult due to the on-going arms embargoes. Some of Eutopia’s vessels are barely considered sea-worthy. The privitzation of MARITCON has also provided some problems as the private-status of the new shipping concern has led to security and clearance issues in regards to their ability to provide supplemental serive and repair of our vessels. These two factors have created a vise-like pressure on our navy, threatening its future operation.

- Defection/Emigration of Troops: As you will note below, a large portion of our Navy was based in the defecting Latin provinces. This had been a natural incentive to Latin-Eutopians and our Navy had been made up of a disproportionate number of Latino citizens. Again, as the legal status of armed service men have not been clearly defined, several naval personnel claim residency in these former Eutopian provinces and have expressed an interest in transferring their citizenship. If these sailors are permitted to return to these emerging nations we can expect a loss of manpower between 40-55%.

- Loss of Major Naval Facilities The Fleet Headquarters is now the Capital of Tilapia. The Navy’s loss can not be over stated. Eutopia has lost:
-- 2 of 2 carrier groups
-- 1 of 3 ASW groups
-- 1 of 2 mine hunter groups
-- 1 of 2 submarine groups
-- the only supply group

The Amphibious group, based in Hurteau, remains intact, but 2 of the 3 Hurteau marine batallions were active in the rescue of Princess Francesca led by Colonel Scott Summers and have chosen to remain in Buen Puerto.

The status of the UNDENIABLE, specifically requested by the administation, is that it has undergone repairs and is currently based out of New Lancaster.

AIRFORCE

Based out of Eutopia City, the airforce lost no major facilities due to the division of the nation. The airforce, however, is essentially grounded, as maintenence issues have rendered our plans unflyable.

The almost exclusive reliance on American aircraft and weaponry, combined with the American embargo, has been devestating.

Further, the average age of Eutopian combat aircraft is, with all due respect, bordering on criminal negligence in terms of the safety of our pilots.

We have included this level of detail in our summary as it is essential to underscore our evaluation.

In terms of the possible defection or emigration of troops, less than 20% of our total airforce claimed residence in the breakaway provinces and less than 10% have expressed any interest in leaving Eutopian service.




PRESIDENT AESHIR SENDS PERSONAL SYMPATHIES & AID TO FLORIDA

Newly elected president Amric Al’Aeshir extended his personal sympathies to the governors of storm devestated American states and send a generous personal donation from his corporate empire to aid in relief efforts.

While generally seen as consistent as the President’s record as a humanitarian and generous philanthropist, he did draw the criticism of The Star and Scimitar, a Hurteau newspaper targetted toward nation's growing African-Eutopian and Muslim populations.

In an editorial published by the paper’s owner, Renard Rouge, the decision to lend sympathies and aid to the Americans, a nation described in the editorial as “more than able to help itself” was little more than a political ploy.

The paper noted the lack of any attention given to the storm-devestated and economically destitute caribbean nations, nations populated The Star and Scimitar sharply pointed out, with predominantly African majorities.

“What is it the United States has that these poor nations do not? Could it be this is a quid pro quo in the making?” Rouge wrote, “Or does the President simply care more for the wealthy American retirees, who may have had their bocce games interrupted, than for the poor caribbean people who’s lives will never recover?”

Rouge refused all Newslink requests for further statements.

Hundreds of Eutopian families, who had directly benefitted from the charity of President Aeshir's hurricane relief, denounced the editorial and offered their support and personal endorsement of his motives.



MEDIA MOGUL FOX DECLARED “ALIVE” - AND IN DEBT

Sir Kevyinus Fox, famed media mogul who had been believed dead, was officially declared “alive” by the government and released with full citizenship rights. The bad news of Per Fox is that a number of the media outlets he claims as his own were auctioned off after his supposed death, and are now owned by Gonzov, Inc.

Per Fox has also been assessed for back taxes, and faces charges of fraud from the state-owned insurance corporation.

He retains enough personal wealth from his immediate family to live quite a comfortable life, but will face several legal challenges to regain control of his full communications empire.



PARTY FOR PROGRESS LEADER FOUND IN HOSPITAL WITH HEAD INJURY

Eutopia General authorities today confirmed that the mysterious “John Doe” who had been brought in with a serious injury was Party for Progress leader John Kenny.

Per Kenny had been brought into the hospital from an accident site a week before the recent election, unconscious and in a coma. His car had been involved in an automobile accident which crippled Eutopia City resident Charlize Exavier.

Police arriving at the scene found the fourteen-year old Exavier and her father in an upturned and smashed car. As Per Kenny has remained unavailable to speak in his own defense, the police have refrained from pressing charges until he regained consciousness, but witness reports and the testimony of the Exavier family suggest that the accident was caused by Kenny driving through a busy intersection while distracted on the telephone, and failing to yield the right of way.

Doctors say that Per Kenny’s progress is good and he is expected to make a full recovery.



AMBASSADOR TO U.S. DIES IN PLANE CRASH

Eutopian ambassador to the Unites States of America, Per Lucien Napier, died in an airplane crash over New Lancaster City after returning home for “emergency medical care.”

Per Napier had just opened the Eutopian office in Washington, DC, but experienced what observers described as “an emotional breakdown” while meeting with Chilean dignitaries on a street adjoining Sheridan Circle, the location of the embassy.

Radio control traffic reports the ambassador’s privately chartered plane reporting an instrument malfunction fifteen miles from the coast, but clear conditions led the pilot believe he could perform a manual landing. Less than two hours from the airport the pilot failed to acknowledge repeated requests for status and the plane went down in the mountains between Uxbridge and New Lancaster City.

Both Napier and the pilot were found dead on the scene, with no evidence of any foul play and clear signs of mechanical and instrument malfunction.

Napier will be buried at St. Peter’s Anglican Church in New Lancaster.



EUTOPIAN ENTREPRENEUR SPOTTED IN TOKYO

Wealthy scion of the Lundgren fortune, MOONBUCKS C.E.O. Michael Lundgren was spotted in a down-town Tokyo restaurant, dining with several Japanese financiers. The mercurial Lundgren was evasive as to his purpose at the sushi restaurant but speculators suggest he may be exploring international expansion or foreign investment in his successful chain of coffee houses.

Smiling and waving over a generous dish of fugu, Lundgren posed for the cameras but refused any comments beyond inquiries about Eutopian sports teams.



EUTOPIAN BISHOP THREATENS NEW LANCASTER PRIEST WITH DISCIPLINARY ACTION

The Very Right Reverend Edward Christopher Bogart, Bishop of the Eutopian Diocese, sent a harsh letter to Rev. Samuel N. Flanders, Priest of St.Peter's church in New Lancaster.

A spokesper for the diocese claims the letter reflects the Bishop’s concern over the priest’s “inappropriate use of the sacred religious pulpit for overtly political purposes” and suggests that he has received complains about behavior “unbecoming of the dignity and expected conduct of an Anglican Priest”.

St. Peter’s Church has enjoyed renewed growth since the coming of Rev. Flanders, and many parishioners vowed to stand by their rector.

The Diocese confirms that there has been no decision to take any action against the Reverend, beyond the issuing of this letter, while his conduct is under review.



PANINSULAR CONFERENCE TO DISCUSS FREE TRADE

Representatives from the nations of Tilapia and St. Esprit have confirmed that they will attend a conference sponsored by the Central Atlantic Free Trade Association (CAFTA) to begin discussions with the objective of developing a draft of a treaty that would keep intra-island trade as free as was previously.

St. Esprit Foreign Minister Jack Teano claims that such an agreement will help to cement acceptance of the independence of St. Esprit, and will help rebuild close ties between the Eutopians and the people of this former province.

“Obviously formal recognition is our top priority,” said Teano in response to an inquiry, “but CAFTA certainly seems to looking toward the future, and it is a future we embrace, as an active and friendly trading party with our island neighbors.”

TILAPIA ANNOUNCES CONSTRUCTION OF JOINT SPANISH /TILAPIAN NAVAL BASE

The kingdom of Tilapia announced that it would honor the agreement made between former Eutopian MTEF Michael vonSteusser and Spain by granting commercial and military concessions to Spain in exchange for Spanish support of the Eutopian position on the new NAFA, and Spanish support of Tilapian claims on Eutopian fishing territories. This had been a point of serious contention between the Spanish and Eutopians, particularly under former President Gall.

"We are excited about our partnership with the Tilapian people and look forward to the refurbishment of the former government-owned port facilities that will serve as a commercial base for Spanish fishermen and merchants. Furthermore, in exchange for the military rights extended by the Tilapians we shall join them in an effort to upgrade the naval facilities at Buen Puerto and shall do our part to end any arms embargoes against our Atlantic partner,” said Spanish diplomatic official Pedro de Guerro, "this cooperative agreement will help ensure the security of Tilapia and will allow our government a base for participation in more international peacekeeping efforts.”



GUNFIRE IN STREETS OF EIRIKSHAMN

FLEA officials engaged in a mysterious fire-fight in the coastal W.E.T. town of Eirikshamn, leaving no one injured but some very confused residents.

“We received an anonymous tip concerning an open investigation that criminal operatives were planning an illegal transaction in the area,” said a FLEA spokesper. “We did, in fact, identify a possible suspect transporting a substantial amount of currency, but before we could observe him in the act of a crime, he appeared to notice something, panic, and nearly got the drop on agents stationed outside of restaurant when he burst from the back, gun in hand.”

“However,” the officer continued, “a shot from an unknown party on a rooftop near the suspect caused him to drop his briefcase and return fire, thereby giving the surprised FLEA agents time to react and attempt to apprehend him. There was some....um...confusion over these other shots” but in the process of restoring order the suspect successfully fled. However we have recovered a substantial amount of cash and no one was injured in the exchange.”

MDIS officials had no official comment claiming they did not have enough details yet to release a statement.

However witnesses claim that the suspect was a young man who appeared Topan. They also report in the three way exchange of gunfire between the FLEA agents, the suspect, and the rooftop shooters, the unidentified individuals shouted "Galahad's white knights! Galahad's white knights! Jesus, I said, Galahad's white knights!’ before retreating.

This was the most excitement seen in the tiny coastal town since US forces swept the area in search of terrorists during the Langley administration.



US SENDS DELEGATION OF SENATORS TO “EXPLORE CURRENT STATE OF EUTOPIA”

Three US Senators, Blowerd, Clarke, and Bendi, have arrived in Eutopia as part of a “fact-finding tour” to evaluate the “Eutopia Policy” of President Cook’s administration.

Blowerd has been a long-time critic of Eutopia, while Clarke and Bendi are newly elected with no previously established position on Eutopia.

They will be received at the American Embassy and will begin their tour after a briefing by the American diplomatic corps.



ST. ESPRIT SIGNS CAFTA AGREEMENT, EL REINO TILAPIA SIGNS “PROVISIONAL ACCORD”

St. Espritian Foreign Minister Jack Teano announced the new Republic’s approval of the CAFTA agreement, and hopes for rapid acceptance in Eutopia and Tilapia.

“This should restore our commercial operations back to the pre-independence status quo,” said Teano. “Such mutual recognition and respect as equals can be nothing but healthy for the future of relations between our three sovereign nations.”

Meanwhile Tilapian ProConsul Carlos Marcos announced that the Consul of Tilapia had reviewed the CAFTA proposal and passed a resolution of intent to “abide by spirit of the agreement, without sacrificing Tilapian sovereignty over our industrial policy”.

No signs have been given when the Eutopian General Assembly may confirm this treaty. While not constitutionally required, legislative approval of treaties is a historical precedent dating back to the First Republic.



MUSLIM OUTRAGE LEADS TO DEMONSTRATIONS

Muslims parents and students led demonstatins through Hurteau, protesting the provincial school system’s decision to ban the wearing of head scarves.
In the “Saharan Quarter” an area of Hurteau populated mostly by Western Saharan immigrants, demonstrations stopped work in many locations and held up traffic. Anti-government graffitti has appeared on provincial government buildings and the Surveillant de l'Instruction Publique has reported receiving threatening phone calls.
The Star and Scimitar, a Hurteau newspaper targetted toward nation's growing African-Eutopian and Muslim populations, took up the crusade in editorials asking “For something that means so much to the very spiritual core of a people and yet requires so very little of the majority, simple tolerance for their method of dress, this is truly incomprehensible of a government that reputes to recognize the righs of free religious expression”

Provincial Chancellor Meredes Classico has refused to bend on this issue saying “We shall not be intimidated by a vocal minority. Just as we would not allow yamulkas or saris, we will not allow headscarves. It is the priniciple of unity and cohesion that we must uphold. Our children will learn without the distractions of fashion or differences that would keep them separate. We have countless studies to prove this. Further, those who disagree have the option of attending many provincially sanctioned private schools.”

Following Classic’s statement the Eutopian Jewish Heritage League issued a statement asking the provincial government to reconsider the ban on yamulkas.



SURPRISE VISIT SURPRISES EUROS

Lt. Commander Henry J. Tulp meet with leaders of various NATO nations to discuss the arms embargo placed against Eutopia under President O'Floinn.

"Eutopia has changed in many other ways then the looks" said Tulp, who went on to explain that "If Eutopia is expected to do it's international duty then it needs to be equipped to do so".

The timing of Tulp's visits seems to coincide with a new push from European arms manufacturers to convince their leaders to lift the embargo.

"We love to sell guns or vessels!" said Henrik vonKaboom, spokesperson for Thales.

Not-so-quiet speculation from Thales’ competitors that lavish campaigning and attention by Tulp, and expensive gifts given by lobbyists are the reasons behind the
Europeans’ decision to revisit the embargo has been dismissed by arms dealers as “just silly”.

Official government comment is that many European governments are “reassessing” the Eutopian situation, after the creation of the two new nations. Some are more sympathetic toward the younger nations and fear arms sold to Eutopia could be used against Tilapia or St. Esprit. Others seem possible instability in the new nations and seek to encourage a stronger Eutopia as a counter-weight to any unrest there.



PARTY FOR PROGRESS LEADER SUED IN ACCIDENT

While police investigation into the accident which has hospitalized Party for Progress leader John Kenny continues, Maurice Exavier announced his plans to sue Per Kenny for the accident and the injuries to himself and his daughter Charlize Exavier.

The fourteen-year old Exavier has been confined to a wheel chair and is suffering from serious spinal cord injury.

“At one time, it seemed you could not swing a dead cat over your head in Eutopia City without hitting a lawyer,” lamented Per Exavier, “but now that we need good counsel, we can find no one to take our case!” However, the father of the injured girl vowed he would continue to fight until justice was served.



GROWING YOUTH VIOLENCE LABELED A “CRISIS”


Provincial law enforcement officials seem to be making little progress toward the growing frequency of episodes of youth violence in New Lancaster and Gloriana.

Schools have seen several distruptions by unruly students and lots of violent incidents between students of different races and economic backgrounds.

Per Kurt Wagster, of the Eutopian Soldiers of God, declared this trend part of “an unravelling of the moral fiber of our culture” and declared that it was the responsibility of parents and the schools to teach youth the discipline and respect, encouraging the institution of a “character education” program.

Local authorites have said that some incidents appear related to unprecedented levels of gang activity, but have no new solutions for countering this trend.

Meanwhile in St. Esprit, an incident in Phillipeville between a group of Topa and visting Eutopian youths led to serious injuries with three boys and two girls admitted to the hospital.

In a statement to the Eutopian press, Foreign Minister Jack Teano revealed that the Eutopian youths had been part of a student-tripwith their French class, but that they had abandoned their tour and became involved in a dispute with native Topans. Teano claimed that the Eutopian youth had been “found chewing Topa root” and suspected that this was somehow involved. The government of St.Esprit is considering legislation to outlaw the consumption and sale of Topa, except in limited quantities for government certified religious rituals. Teano hoped that Eutopia would consider similar policies and that “import of this substance into St. Esprit from Eutopia does not become a problem.”



EUTOPIAN ENTREPRENEUR DIVESTS OF OSI / STARTS RIVAL COMPANY

MOONBUCKS C.E.O. Michael Lundgren made financial news with the unannounced sale of his ownership interest in OSI, an international security company. This comes at a time when its Russian parent corporation has been attempting to transfer all ownership overseas. The parting has not been cordial as Lundgren has attempted to claim ownership of several divisions holding patents and production rights to OSI’s high tech security devices. The new majority owners claim that Lundgren, by selling his interests, cannot retain these rights as those rights remain the corporate intellectual property of OSI.

“Per Lundgren cannot sell the company and take its assets with him,” claimed corporate spokesper Sonya Pfieffle. “Our lawyers will file suit against any theft of intellectual property.”

Despite this set-back, however, many of the scientists and technicians working for OSI, fearful of the company’s plans to reduce its presence in Eutopia, have signed on to Lundgren’s new rival corporation. No official statement has been made by Lundgren announcing its name, HQ location, or official opening.

Meanwhile, international interest in MOONBUCKS has been high, and there are rumors of expansion into the Japanese market.




KONSTANTIN VILMS TO ADDRESS TILAPIAN ROYAL FOUNDATION IN NEW BENGAL

Tilapian Princess Francesca Saxe-Coburg-Gotha-Blade! has extended a special invitation to noted Eutopian monarchist Konstantin Vilms to address the new Tilapian Royal Foundation about the difficulties of faced by monarchists in Eutopia promoting their ideals and political beliefs.

Vilms emerged as a key figure in the Eutopian royalist movement, outlasting his predecessors. Though at one time the largest political party in Eutopia, it was countered by a coalition of democratic parties that essentially shut the royalists out of the government.

Whereas other royalists abandoned the cause, Vilms took up a more conciliatory approach and won positions in the government through cooperation and suppression of his monarchist agenda.

El Reino Tilapia, recognizing Princess Francesca as their rightful monarch, has become the world’s newest constitutional monarchy, and the Princess wishes to honor Vilms at her New Bengal estate as well as feature him as keynote speaker for the Foundation’s annual dinner.
 
KONSTANTIN VILMS SLAIN IN NEW BENGAL BLAST

Noted Eutopian monarchist Konstantin Vilms died from injuries suffered from a bombing outside the offices of the new Tilapian Royal Foundation HQ, after returning to New Bengal to follow up with Tilapian leaders about how best to further monarchist ideals and political beliefs in the new division of nations.

Tilapia policía sealed off the area and have attributed the blast to a car bomb planted by New Bengali separatists, wishing reunification with Eutopia. When questioned about the evidence, Inspector Del Torres became somewhat indignant, but produced from the rubble the remains of a hand-built explosive device and a rudimentary timer, which still had six hours remaining on it, according to its broken clock face.

“If what we suspect is true, this bomb should have gone off, after hours, when this underground garage was closed, most likely destroying the building above, the HQ of a nationalist Tilapian party. But because it went off early, the concussion, fiery blast, and shrapnel poured straight out of the open garage, engulfing the front of the Foundation building, where Per Vilms was emerging,” explained Torres, producing computer-assisted graphics to illustrate his theory.

While no group has claimed responsibility for the blast, Tilapia policía revealed several intercepted Internet communications that detailed plots to bomb “various nationalist offices” around Tilapia, attributed to the New Bengali separatists. Independent analysts from Interpol have examined the evidence and certified that it appears genuine and accurate.

Vilms remains will be transferred to Eutopia for proper burial. Both Tilapian Princess Francesca and Eutopia’s unrecognized monarch Maria Saxe-Coburg-Gotha, expressed their heartfelt sorrow and remorse at the loss of so honorable a supporter and friend.



AMAZING ARCHAEOLOGICAL FIND MADE AT HEIMDALLSEYE CAVE
University archeologists from Neuwestbaden unearthed what appear to be the bones of a species of humans never seen before, until a similar discovery was made a world away on the Indonesian island of Flores. Skeletal remains of hominids appearing to be about three-feet-tall, and the chamber were they were discovered was littered with crude tools and cave drawings of them hunting what appear to be tiny horses and a giant platypus.

Dale Morrowind of the University’s official excavation team declared that the find “appears to share all the similarities of the Flores species” but that independent verification would be needed.

The discovery is a victory for university researchers desperate for funding now that they have been put under provincial authority, and for the Norse-Eutopians who own the land around the caves in the very poor W.E.T. community of Heimdallseye, where the discovery was made. Neighboring Topa, however, had objected to the expedition, claiming it would disturb the rest of departed ancestors and that it was a violation of ancient holy sites. The Norse residents however, rejected these objections and welcomed all who would travel to the area (and bring in ducats for tourism) to explore this marvel as it unfolds.

Researchers hope to explore deeper into the caves once the unearthed chamber is properly excavated and preserved.



EUTOPIA OFFICIALLY RECOGNIZED TILAPIA & ST. ESPRIT - ABOLISHES DRAFT

The Eutopian Senate moved swiftly to approve two pieces of legislation approved by the General Assembly. First and foremost, official recognition has been given to El Reino Tilapia and Le Republique Latine de St.Esprit. Both governments responded affirmatively and have promised to establish full embassies by the beginning of the next presidential turn.

Hard core advocates for national unity expressed emotion ranging from mild disappointment to full disgust, some complaining that they had hoped for language that expressed at least a “common destiny” or something more suggestive of reunification beyond what was adopted. The most zealous critics expressed resignation that Eutopia was “moving irreversibly away from reunification” and suggested a harder stance should have been taken.

In the wake of Eutopia’s recognition, the other nations of the world have begun to follow suits. While the break-away monarchy and republic had enjoyed the early support of certain nations, notable nations like the US and UK had refrained from any action, watching carefully for Eutopia’s response.

Families with members living on both sides of the Eutopian border cheered the recognition bill and most Eutopians have acknowledged it as a pragmatic solution “necessary for progress”.

Second, in the aboliton of conscription and a reorganization of the military, young men across Eutopia cheered, while an older generation warned of military unpreparedness “in light of our new unsecure borders”. Public opinion, however, seemed to be more supportive of the move than opposed. At one civil service office, a group of young men who had been scheduled to register for mandatory service instead signed up voluntarily to take advantage of the new incentives offered.




OURTIME SHIPPING COOPERATIVE PRAISES LEGISLATIVE MEASURE

Riveters, welders, and other shipbuilding workers for the OurTime ship building cooperative (a Eutopian ship building concern formed when the government privatized the state-owned MARITCON) cheered and sang songs in praise of MERL Jake Langley for his efforts to revive the long-suffering industry.

“Ever since the privatization we have struggled under a mountain of debt, and been unable to escape it,” said spokesper Julius Rudolfini, “It had been evidence of how completely backwards things were in Eutopia when we were buying ships from India and China....and we live on our own island!”

While workers are still quite concerned about possible competition from a new Spanish/Tilapian joint naval yard (in fact, several OurTime employees have left for the Latin nation in the hopes of better wages), they are overjoued at the prospect of “leveling the playing field” by removing the shackles of debt which had made progress impossible.

The good natured (yet perhaps not so appropriately inebriated) workers continue their celebration, singing:
”O! Jake’s a good ‘ol MERL!
O, Jake’s a good ‘ol MERL!
He’ll put us back in the biz,
He’s an eco-NOM-ic whiz,
The Tilapians can go and hurl!”


Said one reveller, “Hard to believe this was that same guy who used to steam up my radio with his anti-government tirades.”



TILPIA ANNOUNCES NEW DRIVING GUIDELINES

Spokespers from El Reino de Tilapia have announced, following their decision to tentatively approve the inter-island commerce treaty, the decision to “respect their Iberian heritage” and to make things “friendlier to their Europian allies and tourists” by officially changing the proper driving technique from driving on the left, as is done in Eutopia, to driving on the right.

The change will be phased in gradually over the year to allow citizens time to make the switch to automobiles with steering wheels on the left, and the Tilapian Consul has announced that government aid will be available to citizens who need help purchasing a new auto. The average Tilapian seems to approve of the move, since, as one man put it “I may get a free car out of the deal”.

In the meantime, negotiations continue between Tilapia and French, Italian, and German auto-makers to build a new plant in Isabela.



FORMER ENDTECH EMPLOYEES JOIN CLASS ACTION SUIT: ORGANIZED LABOR PREPARES TO ENTER THE FRAY

Lines have stretched outside the office of Loic De Fourgéres’, Crusading Advocates LLC, as numerous former ENDTech employees, as well as current ENDTech employees fearing dismissal, have responded to his advertisements.

Representatives from the Eutopian Congress of Labor have also contacted the Crusading Advocates LLC, to provide their testimony on worker conditions and their assistance in securing legal counsel for their members.

One particularly embittered former employee wearing a button with a defaced picture of General Levarge upon it, complaines, “I was on the fast track under that vonStreusser guy, before getting shuttled off to ENDZone by the Ruskie guy. Now my career is dead! Thanks, ENDTech!”




FIVE DEAD IN HURTEAU INCIDENT


Four Eutopians were dead and twelve injured following a violent confrontation outside of a restaurant district in Hurteau, where the local proprietors had announced a “no head-scarves” policy to show solidarity with the embattled provincial educations system.

Islamic Eutopians, Topa and Western Saharans, have been demanding an end to the provincial education policy mandating a strict dress code within the schools that bans the wearing of the traditional muslim head scarves. However native Franco-Eutopians have been lashing back against the “loud and unreasonable” demands by a “vocal minority of outsiders.”

Topa Kree’law tribal officials responded with a terse reminder of exactly who arrived first on the island.

But tempers flared as angry protesters began to pelt the shops and restaurants banning the head scarves with rotten vegetables and began to chant accusations of racism against them. When owners and patrons engaged them, violence broke out and two Western Saharans, one Topan, and on Franco_Eutopian died in the resulting riot.

Provincial law enforcement officials have arrested 37 people in connection with the incident and insist that no further misconduct, on either side, will be tolerated.

The Chancellor of N. Aquitaine called the incident a “senseless tragedy” and appealed to all citizens for tolerance of different views, adding, “...no matter how strange.”




JAPAN AGREES TO SALE OF ARMS, DRAWS US CRITICISM

The Japanese Foreign Service announced that, after “very intense debate and challenges of fundamental philosophy” the government has agreed to the sale of a limited number of Type 91 AVLB brigelayer and Type 90 tank-recovery vehicles to Eutopia for “research purposes only”. While unwilling to provide the specific weapon plans and specifications to the Eutopians, selling the actual equipment so that “Eutopia might be able to adopt an appropriate method of refitting them for their specific needs” was something that ultimately agreed to.

The United States issued a cool response, questioning Japan’s entry into “Atlantic arms sales” and suggested that if the Pacific nation was ready to become a global arms exporter then perhaps “it was time they assumed a greater share in the cost of their defense.”
 
RUMORS OF MILITARY PRESENCE ABOUND IN GLORIANA

Residents of rural Gloriana began flooding their recently restored telephone lines with all sorts of wild tales of imminent invasions, secret government armies, strange creatures, and “men in black”.

Provincial government officials have no comment and have declared a news black out over a hilly region of the province where many residents had complained a few years back of animal mutilations and strange disappearances.

“I done heard the choppers myself, I did,” boasted one Elmer Uskcleet, resident of an unincorporated farming community. “I know’d it were to guv’mint, that’s what they do I reckon.”

Other tales were more fanciful, and included convoys of all terrain vehicles crashing through low brush into the hills, armies of wild painted Topa, and sightings of a giant platypus.

Federal government authorities have denied any comment in the matter, other than to assure residents that nothing was amiss and all was secure.



FRENCH PROVINCE CHANCELLOR ADVISES PRESIDENT TO “BUTT OUT, S’IL VOUS PLAIT?”
Mercedes Classico, provincial Chancellor of N. Aquitaine, took President Al’Aeshir to task in response to his public address calling on the reversal of the provincial school administration’s policy on school uniforms.

“ I am very disappointed that the president has chosen to make such criticism. I do not comment publicly on how he handles his national duties which are clearly under his responsibility, and I do not his criticism of how I do my job, as set out by our new constitution, a constitution that guarantees these powers to the provinces, and in our province, we are quite happy with the results,” she said.

“I am shocked that he would think these decisions are simply a response to gang violence. Gang violence in Hurteau? But please! He should look elsewhere in his county! While we have had problems with our Muslim population, we have been spared much of the teen violence reported around the nation. And why? We know it is because our school board policies have created a better environment.

“When left to decide what clothes to wear to school, students do not always make good choices. While some may conform to adults' ideas about what's appropriate, we have seen many in other provinces arrive with shirts that bear slogans or images promoting drugs and alcohol, most notably Topa Root, or that display a variety of messages that conflict with values the schools are trying to promote, such as those promoting violence or intolerance of other ethnic groups, including the Muslims!

These issues, as well as a desire to minimize socioeconomic tensions between the ‘haves’ and ‘have nots,’ it labels children as ‘different’ and singles them out for violence."

The Chancellor then cited numbers that did confirm that N. Aquitaine’s schools recorded some of the highest average student performance over the past 2 years. Violent incidents involving youth were, in fact, lower than in other provinces, and school officials all over the province reported a decrease in “school crime” such as vandalism by 36%, as well as a decrease in truancy and tardiness.

“We do not allow prayer in school, though some people object. Likewise, we do not allow disruptive religious garb. You cannot claim this is an issue of religious freedom. We require all children of all faiths to be treated the same way. No clothing not approved by the government is permitted. There is nothing discriminatory here. Let them pray as they will, outside of the school. Likewise let them adhere to their customs the same way,” concluded Classico in her plea for the President to “Respect Federalism”.



CONTROVERSIAL POLITICIAN MISSING

After two weeks’ worth of newspapers piled up in front of his house and none of the the local pubs had reported seeing him in a month, authorities were contacted to search the home of Unity Party General Assemblyper Mike Marine.

No trace of Marine, who had been a leading political figure in Buen Puerto prior to the national separation of provinces under President Gall, could be found in his home, but there were clues to suggest he had made a quick exit.

While food remained in the kitchen, no luggage was found anywhere in the house, and several open and empty drawers, and hangers on the floor suggest that many of his clothes were missing as well.

A search of the trash found several travel brochures for the Caribean, and a discarded print out of his e-mail seemed to suggest a strong interest in Bermuda.

Also found were many ripped up floor boards and a hole under his bed that revealed a hidden niche that was full of only empty sacks and one bottle of beer with a cryptic note:

”You didn’t look hard enough! Enjoy the beer, this time with my permission!” - M. Marine .

There is no record of Marine leaving the country, but Marine frequently crossed over the border into Tilapia with little record of his visits.




MOONBUCKS VANDALIZED

Trendy coffee drinkers were disturbed from their evening lattes, when bathrooms at a Eutopia City Moonbucks, and another Eutopia City Moonbucks across the steet, rocked with exploding pipes, foul smoke, and cheap pyrotechnics.

Police suspect local teens who had been frequenting the establishment. While no names have been released to the press, one reporter has confirmed that detectives found remnants of Topa root, the “bitter ends” left at the end of a wild grown root, in both locations.

No one was hurt in the vandalism, and most of the damage appears to have been caused by “cherry bombs” small explosives used as fireworks, that are sold legally in Eutopia.



MINISTER TILLY CHOSEN “MOST ADMIRED” AMONG LAW SCHOOL ALUMS

While he missed his law school reunion, highly visible, if secretive MDIS Hawkton Tilly was remembered by his former class mates as they gave out awards at the milestone reunion, including other lesser awards for “Best Dancer”, “Biggest Surprise since Graduation” and “Traveled the Furthest Distance to Attend”.

The Gilford University Law School reunion was in Harton, at the request of the Alum Association president, whom owned a relatively successful hotel and convention center.

“Not too many of still practicing law here in Eutopia,” Skip Bartles said when asked about his new profession. “Seems a little rough out there.”




TOURISTS HARASSED AT ARCHEOLOGICAL SITE

Tourists from New Lancaster City were harassed by a group of young Topa, protesting the opening of the land around the caves in the very poor W.E.T. community of Heimdallseye. The protestors claim that the sites are ancient burial grounds and should be respected as such, not as local attractions for tourists. However the Norse-Eutopian owners of the land defend their rights to "do what they want with their land" and called provincial authorities to end the harassment.

In a second incident, a tourist's rental car was broken into and several items were stolen and the interior vandalized. However, those who were involved in the protests at the caves have denied any knowledge of criminal activity.



LOCAL CONSTRUCTION MOGUL WINS CONTEST

Barak Mofaz, CEO of B.M.I, has been declared the winner of the Irish Sweepstakes. The annual lottery produced fewer entrees this year and Mofaz was apparently entered by an anonymous benefactor.

This year’s prize totaled a modest 500,000 ducats, much less than previous years. Sweepstakes representatives announced they would travel to Eutopia to present the prize money soon.



MISSING SCHOOL GIRL FOUND IN HURTEAU INCIDENT

An eight year old schoolgirl was found wandering the streets of Hurteau, in the pouring rain, after being sent home from school for wearing a head scarf.

Waheeda Hussein, a Grade Two student at Hurteau Elementary School, a Muslim, was wearing her headscarf when she was sent home by school principal Nick Mason.

Unable to get home, because her parents were working, Waheeda walked her neighbourhood in a shower storm, for three hours before a Good Samaritan found her and called her mother who came to pick her up.

"It's a crime, what they did, " her mother Sidura said. "She could have gotten very sick. Thank Allah, nothing harmful happened to her."



GENERAL RECEIVES PEER RECOGNITION

Brigadier Marcus Levarge was recognized today by a committee of military officers as their recommendation for assuming the vacant service chief position of the army. The position, which often operates outside of day today military affairs, has been vacant since all three service chiefs resigned after the election of President Al’Aeshir and urged he name replacements.

Levarge was recently installed as the new CEO of ENDTech, an unusual, but not disqualifying position for a Service Chief to occupy.

“While we have great respect of Minister Tilly’s efforts to increase pay and morale in the military, we do not necessarily understand all of his plans for reorganization, and while modernization has benefits, there are some traditions that need honoring. The President should step up and name suitable replacements to fill these positions,” said the committee of senior army officers. They acknowledged that they had no power over the appointment and found no fault with the minister’s or president’s job and when pressed admitted through a spokesper that “We honestly don’t know that he will appoint a service chief, but if he does, we wanted to honor the contribution of the General to this branch of the armed forces.”



EUTOPIAN TONIGHT RECEIVES HIGHEST RATINGS EVER

NEWSLINK Entertainment reporters have confirmed that the late night talk show hosted by former President John O'Floinn has received its highest ratings yet and is the most watched late night talk/news show in Eutopia, pushing competitors from EdTV out of contention.

"Frankly, we're all kind of surprised and stunned," said one network exec, "but I guess with what passes for network TV these days, this is the best thign out there."

EUtopia Tonight's ratings have prompted the creation of a new reality game show where contestants attempt to maintain a talkshow for the course of six months without fail or face exile. Slated for competition are famous Americans Chevy Chase, Arsenio Hall, Billy Blanks, and Anna Nicole Smith.

WESTERN EUTOPIA TERRITORY DRUG RING FOILED

The Federal Law Enforcement Agency (FLEA) staged a daring pre-dawn raid on a rural fishing village in the southern W.E.T, and arrested twenty-six people, eighteen of which appear to be minors, in connection with trafficking illegal narcotics into the country in exchange for Topa Root. Sums of cash also seem to have been involved as well.

Among those arrested was Olaf Akbarssen, a fugitive sought by the FLEA after a shoot-out in Eirikshamn some months ago.

FLEA agents were unable to provide many details to the media about exactly how they they solved this case, repeating only that they had “a good tip”.

The suspects have all been transported from the W.E.T. to Eutopia City for more extensive questioning. Observers note that this is unusual treatement for this kind of case.
The suspects have refused all comment without priro consultation with an attorney or “their leader”. When asked about “their leader” they repeat their statement.

No casualties on either side are reported, though some minor property damage resulted during the raid.



TILAPIANS ANNOUNCE PURCHASE OF PRIVATE HIGHWAYS, JOINT INVESTIGATION INTO NEW BENGAL AFFAIR
Spokespers for El Reino de Tilapia announced today their decision to purchase their state highway system, which had been privately owned by a Portuguese company under terms that agreed to by the Eutopian legislature and former Minister of Economics, Trade, and Infrastructure.

The purchase allows them complete their conversion of national roads to allow for driving on the other side of the road from their Eutopian counterparts.

“While this was an expensive investment, we felt it was important to do the right thing. Ee did not agree to original deal with the Portuguese, but we are the legitimate owners of these roads and we want to respect our relationship with our ally Portugal” said Pro Consul Carlos Marcos in a prepared statement.

Meanwhile Director Ghoebia announced that, after consultation with newly elected Vice-President PJ Vasquez, Tilapia will include Eutopian authorities in their joint investigation into the Nueva Cordoba affair (known to many Eutopians as the “New Bengal affair”) that resulted in the death of Eutopian VP Konstantin Vilms. The investigation is being conducted in cooperation with Interpol, but Eutopian authorities will now have shared access to investigative records and will be allowed witnesses during interrogations, and other rights to classified information.


NEW ISSUE RAISED BY MUSLIM PARENTS IN N. AQUITAINE

In a cross-cultural clash of family values, Muslim parents at a downtown school want the Vernueil District Panneau D'École to exclude their children from discussion of same-sex families.

But at a meeting last night, board officials refused to exclude Muslim students from what the board calls "anti-homophobia education."

To allow some students to be removed from those discussions would violate the rights of children of same sex parents, board officials said.

"Religious beliefs do not trump human rights," said a rights expert with the School board, “We cannot allow such fundamentalism to promote intolerance. We are a melting pot, and we need to cannot allow such cultural division, be it exclusive dress or specially tailored curriculum!”



KONIGSEE DECLARED UNFIT FOR HUMAN HEALTH

Königsee, the beautiful natural lake southwest of Neuwestbaden has been declared unfit for swimming or for drinking, according to a private study by the Eutopian Technical Institute. High levels of acidification, most likely caused by air pollution from Eutopia’s own “Silicon Valley” in Neuewestbaden is cited as the most likely source of the pollution.

Biological teams have noted that the lake, while appearing pristine and clear, actually suffered from a massive deoxygenation, as well as high sulfur content, and that most aquatic life within the lake had been destroyed. Some life remains around the western end, where the lake is fed with fresh water.

This condition will pose a severe test on the water purification resources of the New Schleswig province in order to meet current drinking water needs, and is predicted to have a severe impact on the region’s tourism industry.



PARENT OF MUSLIM GIRLS RETAINS COUNSEL FOR LAW SUIT
Madame Sidura Hussein, mother of Waheeda Hussein, the Grade Two student at Hurteau Elementary School, who had been lost after being turned away from school last week, announced that she has retained Loic De Fourgéres’, of Crusading Advocates LLC, to represent her in a case against local school authorities for endangering her daughter.

NOTABLE EUTOPIAN NOBLE PASSES AWAY

Earl Andre Andrews, an outspoken member of the Eutopian nobility and a supporter of the monarchy, died after suffering muscular dystrophy for most of his life. He had been wheel chair bound for the last 20 years, and experienced a rapid decline in these final months, which ended when his heart finally failed him. His funeral is scheduled for a week from today. He is survived by his wife and two adult children.





CONSTRUCTION INDUSTRY SEES JUMP

Good news for the economy as the construction industry saw an upturn in business. Previous market leader Le Renard Rouge Construction and Contracting appears to have lost business to several competitors.

A massive complex of buildings are being built just outside St. Brendanstown. Rumors have it that an automotive factory may be being planned for the site. The foreman claims it is for a new Eutopian company called Royal Motors, which has not yet been licensed by the government. (OOC No CRO registration required, this is simply for game-flavor) He also mentioned that other manufacturing buildings were being constructed outside of New Lancaster. The company doing the construction is a division of Amric Al'Aeshir Holdings.

Also, several historic renovations are taking place in Eutopia City, most notably to the estate of recently deceased Earl Andrews. However some local residents are up in arms over the destruction of smaller historic properties across the street, completely demolished to clear the site for new construction. While residents claimed the block of row houses were “charming” and “added character” to the neighborhood, several had been vacant for years and others were in states of disrepair. Previous owners gladly sold out to the Andrews heirs.
 
AMERICANS ISSUE CAUTIOUS, NEGATIVE STATEMENT ON EUTOPIAN ELECTIONS



A recent visit by a “fact-finding” team of US Senators surprised many in the international press corps when they retracted the prepared comments they had sent out for distribution only hours before a press conference to announce the findings of their trip.

The press release, which was retracted, announced cautious satisfaction with their findings and a reconsideration of the arms embargo against Eutopia, subject to satisfactory evaluation of Eutopian internal security capabilities to be measured in upcoming war games.

Recently, many American arms dealers had begun to put pressure on the American Administration to end the long embargo.

However, in a terse and short statement intended to replace their retracted remarks, the Senate team announced that “the recent election of Josephus Sergei poses real questions about the direction of Eutopia and its commitment to helping fight the global war against terror” and that “the political past of Josephus does not add to the credibility of Eutopia’s heretofore stated commitment to keep weapons out of the hands of nations and organizations hostile to US interests.”

Senator Clarke, a former intelligence officer within the US government, prepared to brief the Senate Committee on Foreign Affairs in a closed meeting to discuss the ramifications of the election.

“There is what I can say publicly, and there is what I know as fact. I will not compromise confidential information that would endanger field operatives and would damage our national security operations. But I can say that the new Eutopian President was a long, long file over at my old office.”



EUTOPIAN IBEROS CELEBRATE VASQUEZ PRESIDENCY, SUCCESSOR FINDS MESS IN OFFICE

While their numbers throughout Eutopia have lessened considerably since the secession of Buen Puerto and Isabela, Latin Eutopians, also called “Iberos” held celebratory parades across Eutopia to celebrate and honor PJ Vasquez's rapid rise to the Vice Presidency and ultimately the Presidency.

Minor work stoppages were reported in Ibero areas the next day, but everyone returned to work, albeit in a bit of “post-festivity” lull.

Vasquez, however, seems to have left the office without much care given to how it was left to his successors. The Diamond Office seems to have been wrecked, with some hastily patched holes in the walls, trashcans full of empty beer, wine, and liquor bottles, and one large bowls full of the bitter-end stumps of Topa Root. Maintenance workers have also reported finding several items of female lingerie, and some policy uniforms and paraphernalia, but Diamond Office officials refuse to acknowledge such claims.

Vasquez, who rose from a colorful, if controversial, private investigator rose to prominence in connection with several high-level government cases. Some wonder whether his reputation will be tarnished, by rumors of his connection to conspiracy theories out of Gloriana.

Repair costs to the office are expected to be minimal, but Vasquez has not been reached for comment and his last known whereabouts seem to be deserted. Inquiries to local law enforcement offices confirm that they are investigating his disappearance, but there is no evidence of foul play.



FLEA PRISONER CLAIMS DRUG RING RELATED TO CULT ACTIVITY

The Federal Law Enforcement Agency (FLEA), benefitting from a secret hiring boost by former President Vasquez and from “classified” assistance through other agencies of the government, have pieced together a plot, described by suspected drug trafficker Olaf Akbarsson who was arrested for his role in a shoot-out in Eirikshamn some months ago.

With mounting evidence that Akbarsson was involved in a three way drug ring, exchanging money, Topa Root, and illegal imported narcotics and hallucinogenic drugs, the suspect agreed to accept a more lenient sentence in return for his testimony against an unnamed leader of the drug ring.

While authorities insist that the investigation is still in its earliest of stages, they have been willing to share that Akbarsson has described a cult organization led by a charismatic figure who “may or may not be Topan” but practices a religion based on early-Topan precepts, combined with voodoo, mysticism, and a submission of self to a “greater conciousness”. He claims that the cult has been growing for twenty years, and aggressively recruits troubled teen-agers into its ranks and that Topa Root plays an important role in their recruitment. He even produced a bootleg tape of an American musician signing about Topa Root, which he claimed help “up it’s cool factor”. He claims the cult is “well financed” and has “overseas connections”.

Akbarsson’s location and terms of his detention have been kept secret as FLEA authorities believe there is a credible threat to his life.



FLEA RAIDS ON CORPORATE & PUBLIC INDUSTRIES DRAW COMPLAINTS

Other recent actions by the Federal Law Enforcement Agency produced less praise.

Officials of OSI, the international security corporation once run by Yuri Voshkod, issued a formal complaint to the government over a work-stoppage at many sits following a FLEA “sting” operation, where facilities were searched and records seized before they were ultimately returned. One enterprising reporter snapped a photo of then-President PJ Vasquez leaving the OSI Corporate Headquarters, in full combat gear.

“Disgraceful,” the acting chief executive, a relative of the late Voshkod, said, “This will hasten our divestment from Eutopia.”

OSI remains involved in a hostile battle with Lundgren Corp. over the division of assets, and maintains little more than a token presence in Eutopia. The OSI Office in Tilapia remains open, and it is believed that most Eutopian operations will be moved there, or overseas.

Similar raids took place at ENDTech and other public corporations under the justification of “fighting corruption”. The ENDTech investigation was carried out under the orders of former president Vasquez. A similar investigation into OMNICARE appears to have been ordered by new MIDA Loic De Fourgéres’, though officials have refused to confirm or deny the reason for their recent demand for documentation and access to accounting files.

“We hope this is not a sign of things to come,” said one public corporation executive. “We are subject to annual audit by the government, but we are being treated as if we are criminal suspects.”



HEATED DEBATE IN SENATE LEADS TO MIXED RESULTS

Three pieces of legislation in the Senate received final votes, after a long filibuster by Federalist Senators. Strong opposition from the Federalists to the ESSA (Eutopian State Secrets Act) and the REGGCA (Revised Eutopian Guaranteed Government Constitutional Amendment ) was finally ended after a compromise in which many Senators agreed to send back the REGGCA to the General Assembly unratified, in exchange for the Federalists surrender on the ESSA. The State Secrets Act passed on an 8-1 vote.

The REGGCA was unable to muster the votes needed for passage of the constitutional amendment (3-6), but UMP Senators hoped that with a modification of the chain of command away from the military toward the provincial governments, the legislation would gain the support needed for passage in a second attempt.

The Eutopian Alternative Government Location and Continuity System Act (EAGLCS) also passed on a divided vote (5-4).



TILAPIANS AND ST.ESPRITIANS TO OPEN EMBASSIES
Contractors from Le Renard Rouge General Contracting & Construction completed work today on the two new foreign embassies of El Reino de Tilapia and Republique Latine de St. Esprit . The nations were recognized officially by former President Amric Al’Aeshir and vis formal action by the Legislature, which allowed government administrators to begin the long task of rewriting all of Eutopia’s existing regulations and codes to reflect this recognition. Ambassadors are expected to arrive within the week.



INVESTIGATION INTO NEW BENGAL INCIDENT INCONCLUSIVE
Director Ghoebia , Tilapian Liaison to Eutopia in the matter of the bombing that killed Eutopian VP Konstantin Vilms, announced that the joint investigation has revealed no connections between the explosion and any materials or arms that were recently discovered to be missing from ENDTech.
The joint investigation, which had been coordinated with then-VP Vasquez has not identified any suspects, but have reached the conclusion that the explosion was caused by a crude, home-made incendiary device made up of materials that could have been obtained privately for legal use.
Tilapian Pro Consul Carlos Marcos has continued to take a strong stand, saying “We shall not tolerate terrorism within our nation, nor those who would harbor terrorist in their lands. We shall protect Tilapia and Queen Francesca from these separatists, and destroy those who would try to tear apart our new nation.”



SOURCES OF KONIGSEE POLLUTION DEBATED

Further research into the Königsee lake pollution by the Eutopian Technical Institute of Neuwestbaden suggests that nonpoint source pollution has triggered the dramatic ecological changes within its waters.

Researched point to two possible sources for the high acidification levels within the lake. Mining operations in the mountains around the tributaries that feed into the lake may be
leaking sulphide sulphur into the waters to produce sulphuric acid and copper leachate.
However, while these compounds have been present, their levels do not suggest they are the sole cause of the lake’s damage. Another theory suggests that high pH levels from acidic rainwater to be the cause, with high levels of sulphuric oxides and carbon monoxide in the lake to have originated from industrial emissions and high levels of air pollution around Neuwestbaden.

However, no firm conclusion has been reached, and many in the New Schleswig area have begun drinking only bottled water.
 
MYSTERIOUS EXPLOSION KILLS TWELVE RESEARCHERS, TWENTY TOURISTS

Twelve university archeologists from the Eutopian Technical Institute of Neuwestbaden, including reknowned Department Chair Professor Otto Fuelle we killed in a mysterious afternoon explosion that rocked the small W.E.T. community of Heimdallseye. Twenty tourists were also killed in the resulting rockslide that led to several cave collapses within the new popular scenic attraction.

Recent discoveries of skeletal hominid remains, primitive tools, and crude cave drawings have made the caves a popular destination and brought new economic vibrancy into this traditionally depressed area. However local Topa have protested the exploitation of the site, which they consider to be a violation of ancient holy burial grounds. There have been several incidents of harassment and arguments between them and the Norse residents who claim ownership of the land.

Professor Dale Morrowind of the University’s official excavation team was in town away from the caves at the time of the accident and expressed extreme sorrow and regret for the suspected loss of irreplaceable archeological treasures, but “far more importantly, the loss of so many dedicated and talented colleagues”. He has started a charitable collection through the university to help the families of the deceased.



NOUVELLE ACQUITAINE WORKERS COMPLAIN OF
JOBS LOST TO “DAY CITIZENS”


An organized protest was held by Franco-Eutopian workers in Hurteau to draw attention to claims of jobs lost to “day citizens” from St. Esprit.

Since the approval of CAFTA by Le Republique Latine de St. Esprit, a sizable number of immigrant workers from french-speaking Carribean and African nations who now live in St. Esprit regularly cross the border into Eutopia working for better wages and benefits than those they would receive in the their new home country.

While there are no numbers measuring “jobs lost”, as many as four thousand “day citizens” make the trip through Customs into Eutopia, with most of them working in labor intensive blue-collar jobs, but some working in high tech jobs such as code programming, chemical engineering, and computer aided design.

An employer whose business was picketed by the protestors spoke to reporters saying, “These are hardworking people who are willing to work for less money than the people who live just down the street. Why should I sacrifice quality and pay more? They provide a true service.”

Local labor leaders questioned whether these “day citizens” were in violation of travel and immigration laws, but found the situation created by the division of Greater Eutopia to be confusing and unclear. Without specific recourse, they have called upon the government to address the situation.



MESA REASEARCH GRANTS YIELD RESULTS

A program established by MESA Alexis Keller to fund research into the pollution of the Königssee has yielded some preliminary results. Three independent research teams have produced similar findings narrowing down the likely cause of the pollution to be high levels of sulphuric oxides and carbon monoxide emissions from the heavily developed industrial region around Neuwestbaden.

MESA groundwater inspectors have also identified an abandoned mining site which may have fed leaking sulphide sulphur into the lake’s tributary’s and immediately began work to seal the mine.

The mine did not appear on any RECOMM records and is therefore suspected of being an illegal operation. Private prospecting, though illegal in Eutopia, is still an ocassional problem, said RECOMM officials, and while ususally confined to small-time treasure hunters, sometimes draws larger corporate-sponsored excavations.



MOONBUCKS LOOSENS ITS STRANGLEHOLD AS COMPETITORS EMERGE
The Moonbucks empire appears to be slipping a bit, with the rise of trendy new cafes. Surly teenagers picking Moonbucks as their hangout of choice appears to have scared away the status-consious coffee drinkers who once flocked to the many locations.

While still a hit overseas, this is the first quarter where Moonbuck posted negative earnings.

The Beatnik Turtle Cafe appears to be one of the hotter spots in town, despite recent drama over the arrest and return of its owner Lamont Rashaad. The incident has, in fact, made Rashaad something of a cult figure among Eutopia’s counter-culture members.



FUNERAL TO BE HELD FOR FORMER PRESIDENT VASQUEZ

Tilapian new agencies report that the body of former President and controversial private investigator PJ Vasquez has been recovered from what appears to be a gangland style execution and will be transferred to Eutopia where he will be interred.

Ibero-Eutopians across the nation mourned the news of their beloved fellow Latin, and announced they would hold a holiday to mourn his death upon whatever day his funeral would be held. Since the release of this news the office of the MIDA has been flooded with inquiries about what public services might be held. Eutopian business leaders expressed their sorrow for the loss, but many grumbled about yet another Ibero-Eutopian work-stoppage.

Vasquez was known to associate with a dangerous crowd and many police commissioners around Eutopia expressed sorrow, but little surprise, over the news of PJ’s end. Many even claimed that they had personally threatened him with violence “based on his personality”.


FLEA OFFICERS RECEIVE TRAINING IN CITIZENS RIGHTS

The newly created FLEA experienced some reorientation, receiving mandatory training in respecting the civil rights of suspected criminals and those under investigation. Complaints about abuse by law enforcement officers have been common in Eutopia, prompting at one point former MILE Jack Teano to order similar training several terms ago. However, with a new constitutional reorganization of the nation’s law enforcement structure, and directives from past administrations that were less sensitive of such concerns, many FLEA agents admitted to a belief that they operated with “a mandate” higher than that of provincial police officers and enjoyed certain “exemptions”.

The training ordered by the new MIDA Loic de Fourgéres promises to “correct this inexcusable behavior” claims the FLEA’s office of public relations.

MDIA REPORT ON EXPLOSION CONCLUDES NO FOUL PLAY

The explosion that killed twelve university archeologists and twenty tourists in the small W.E.T. community of Heimdallseye was caused, investigators say, by an abundance of highly flammable natural gas present in a recently opened chamber of the caves.

Arson invetigators and forensic experts have been able to trace the blast to the sparking of a faulty electric lantern by a student archeologist in a recently unsealed area. It does not appear that proper safety protocols were followed during this stage of the excavation, but there is likewise nothing to suggest criminal negligence.

While everyone in the community mourns the loss of life, some elder Topa have credited the deaths to "divine retribution" for the disturbance of holy grave sites. The Heimdallseye caves have been discovered to house the remains of early Topan people or their ancestors. Many Topa objected to their use as a tourist attraction by the Norse-Eutopian owners of the land.

Provincial officials have closed the cave to the public as the presence of the dangerous gas still lingers.




"ACTING" AIR CHIEF RESIGNS

Noting that he has been saddled with the responsibilities of two offices without the pay, recognition, nor authority necessary to do both jobs well, "Acting" Chief of the Air Force Steve Houston, announced he could no longer continue to serve his nation to the level required.

Shortly after the inauguration of President Amric Al'Aeshir, the three service chiefs of the Eutopian Army, Navy, and Airforce all submitted their resignations to new President, stating that their resignation was “non-negotiable” and the ultimate result of serving as “Interim” appointments for the past ten years, dating back to the aftermath of the now infamous "Not a Coup" crisis which stripped former Vice Admiral Tulp and Lt. General Haynes of their ranks, led to the honorable retirement of Lt. General Gorranson, Chief of the Army.

Lt. General Marcus Levarge was been appointed to serve as the new Chief of the Army but the offices of the Navy and Air Force chiefs have remained vacant, their duties falling upon a rotation of senior officers such as General Houston.

The resignation of General Houston was met with statements of solidarity from other senior Air Force and Naval senior offices. A joint letter from the most senior Air Force officers is rumored to be circulating, calling upon all officers to turn down "Interim" or "Acting" duties, until reforms of the military are enacted and permanent service chiefs are selected.

In an unusual breach of protocol, former EUtopian Marine Colonel Scott Scummers, now one of the Tilapian Consulari issued a statement sympathetic to the Eutopian officers, citing such treatment as the reason so many former Eutopian military personnel defected to Tilapia "where the military is given the respect it deserve." However, he went on to state that the Tilapian government would not recruit disaffected Eutopian officers and that any who would apply would be viewed with suspicion and questions about their trustworthiness and dedication.



FLOOD OF CONTRIBUTORS SPONSOR TOPAFEST


The cultural heritage festival being planned by the Six Kingdoms Movement received a boost when a flood of donations arrived at the group's headquarters.

Most notable among the Eutopian corporations to announce their sponsorship of the festival are: Le Compagnie de Renard Rouge, through their Star and Scimitar newspaper subsidiary, Le Lion de la Nourriture the largest grocery store chain in the Franco-Eutopian provinces, Loki the fast-growing W.E.T.- based sports-apparel company, and the fast food and quick-market franchise Gulp & Blow. Each provided between Ð20K and Ð50K in sponsorships.

A large anonymous donation was also received for Ð100K. No details are confirmed but a postal employee who refused to be identified confirmed that the letter arrived via international mail with Bermudan postage affixed.




DRUG CULT SUSPECT IN CRITICAL CONDITION

Suspected drug trafficker Olaf Akbarsson who was sentenced in connection with his role in a shoot-out in Eirikshamn some months ago, was beaten to within a centimenter of his life, as part of an apparent prison-fight, said Department of Corrections officials under the MDIA.

The timing of the incident comes just as MDIA Loic De Fourgéres announced a special investigation into the conditions within Eutopia's prison system. Wardens at other prisons expressed surprise at the incident, admitting that they knew they were "under heat" to clean up their operations. However the state of Eutopia's prison system has been criticized internationally by organizations such as Observation International, a private group that monitors the treatment of prisoners world-wide.

Akbarsson was transferred from the federal detention facility's infirmary when the extend of his injuries were revealed. He appears to have been blinded and to have suffered massive head trauma, in addition to several non life-threatening lacerations on his back and chest.

Akbarsson was a key witness in the investigation of a three way drug ring, exchanging money, and had agreed to provide testimony against an unnamed cult leader, responsible for the ring. While officials confirm that they were able to extract "invaluable" information from Akbarsson prior to this attack, they fear that if he is unable to testify that this will undercut any case they can bring against the reputed cult. When pressed, invetisgators admit that, currently, much of Akbarsson's testimony has not been corroborated or verified.

At last report his medical condition is "critical".

Prison authorities claim only that the injuries must have resulted from a well-coordinated attack, but that there are currently no leads as to his assailants.




ST. ESPRITIAN MP DELAYS CAFTA INVITATION

A lone St. Espritian Member of Parliament, Jean Thurmonne, has launched a last-ditch attack on CAFTA and the nation of Eutopia, grinding parliamentary proceedings to a halt with a long filibuster.

The St. Espritian Rules of Parliamentary Procedure, similar to those of Eutopia and the USA, allows MPs to conduct a filibuster for as long as they can remain talking nonstop without sitting down or leaving the chamber.

Unlike American rules, the MP is not required to stay on-topic at all, and colleague of Thurmonne were treated to a wide range of subjects, including the various curing processes used by area tobacco growers, his favorite cheeses, and his long-suffering affection for former Eutopian CRO Yvette Montand.

Last week the government of St. Esprit introduced a declaration to Parliament which would formally invite the United Provinces of Eutopia into the CAFTA free trade agreement. President Jacques Thibaud said in a special message:

"Inviting Eutopia into our free trade area would do nothing but good to our nation's economy," and encouraged MPs to swiftly vote yes. However, opposition member Thurmonne (from a rural province on the Nouvelle Aquitaine border) began his filibuster as debate waned early this week.

"We cannot sign a free trade agreement with a nation run by socialist pigs, a nation which refuses the right of our 'day workers' to commute across the border. We are a sovereign nation and will not be reabsorbed into the Anglo lands of the North!" said the ornery MP in one of his more ornery moments, about 2 hours 57 minutes into his speech.

President Thibaud and his advisors promise to pressure Thurmonne into quitting the delaying action. Many other leaders and commentators are criticizing the filibuster, including tycoon Renard Rouge, who maintains residence in St. Esprit and the Eutopian province of Nouvelle Aquitaine, and said in a vague statement that "Mr. Thurmonne's actions are to be discouraged."

EUTOPIAN SUPREME JUDGE ANNOUNCES PLANS TO RETIRE


Supreme Judge David Dravidasthas of the High Court, who has suffered from a lingering illness has announced his pending retirement upon the conclusion of the court's immediate docket.

Dravidasthas, who was one of the two most senior members of the court, was elevated to Supreme Judge by a vote of his peers to replace for Supreme Judge Blade! who stepped down to spend more time with his family and to briefly re-enter politics. Dravidasthas handled many highly publicized cases that came to the court, including Anton v. MILE and de la Vegas v. State.

Dravidasthas shared seniority with High Court Judge Joseph ("call me Joey") Dredd, (hence the need for the election between them) and Dredd would often substitute for the Supreme Judge when Dravidasthas was ailing. Though it would customary for Dredd to succeed Dravidasthas, Dredd has cited his desire not to ascend to the position occupied by his colleague.

Thus, in an unprecedented step, the position of Supreme Judge should then pass to Judge Ana Bartlett Clay, next in line of seniority.

Clay was unavailable for comment and a clerk stated that the Judge thought it would be inappropriate to speculate on what might or might not happen.

FOREIGN NATIONAL ATTEMPTS TO INTERVENE IN GOVERNMENT TRAINING OPERATION

Speaking under only the most guarded terms, government press spokespers confirmed that indeed an attempt was made a foreign national to interfere with a planned government training operations, involving the military, counter-terrorism forces, and federal law enforcement officials.

While insisting that additional information could compromise the training exercise, spokespers responded that the incident involved the attempted hijacking of an ambulance by an “Arabic” or “north African” individual. When federal agents foiled his attempt he attempted to flee but pulled a weapon when surrounded. Agents attempted to subdue the would be hijacker with non-lethal force, but the assailant turned his weapon on himself rather than avoid capture.

Authorities promise more information “at the appropriate time”.



OUTGOING JUSTICE DISSOLVES LEGISLATIVE LEADERSHIP

Citing gross negligence of legislative duties, Supreme Judge David Dravidasthas of the High Court, in his last act on the court, has vacated the office of the Speaker and Deputy Speaker, both which have been occupied by legislators who have not been seen in their offices for unreasonably extended absences.

Normally, succession would pass from the Speaker to the Deputy Speaker, however as both offices are vacant, Judge Dravidasthas has ruled that Part VIII of the Eutopian Constitution is in adequate to address the situation, as it neither Article 34 nor Article 35 may be fulfilled.

Thus, he has ordered the General Assembly to reconvene to elect new officers. Court orders were also sent to the various parties ordering them to replace absent legislative offices immediately, or “forfeit their representation for the remainder of the term”.

Dravidasthas is to be replaced by Ana Bartlett Clay at the end of the week.



CHILDREN OF THE FLOWERS PROTEST PRESIDENTIAL BUDGET

A crowd of 80 - 100 extremely tranquil protestors showed up in Eutopia City for a March, which was more of a slow stagger, around the major government offices by self-proclaimed “Children of the Flowers” to protest “the betrayal by the former hep cat President Joe, who’s sold out to the murder-industrial machine”. Though signs and banners seemed to focus more on creative expression than content, the gist of the protest seemed to be that President Josephus Locke ran on a platform of "No More Military Spending", but now he and the ESA appear to be pushing a new tax, the VAT, and dumping half of the proceeds into the military.

When asked about specific budget numbers, the protestors, to the one, replied only that such a question required “deep thinking” that would “crush their vibe”, but a pamphlet being carried noted reports of greatly increased military spending, and cautionary tales of budget deficits, which are labeled as “a major bummer”.

The protest ended peacefully. Local convience stores reported record profits for the month after the protest.


COURT ROOM ANTICS LEAD TO MISTRIAL - COMMISSIONER OF JUSTICE RUMORED TO PONDER RESIGNATION

In what can be described in no way short of disorder in the court room, an interrogation as part of the conclusion of the Oakleaf et al vs. ENDTech complaint before a Federal Tribunal turned violent. Commissioner of Justice John O’Floinn took action to resolve this lingering case and got more than he bargained for when testimony by the Inspector General about the general quality and temperament of certain employees was revealed in closed session.

One particular litigant, Annie Oakleaf, took extreme umbrage at the opening and discussion of the contents of her ENDTech personnel file, which revealed several warnings of inappropriate behavior, including irresponsible use of a fire arm. Oakleaf defied the best attempts of counsel, (a promising but outmatched associate from Crusading Advocates LLC tending to the case while the Senior Partner attended to important matters of national security as MIDA) and verbally, and profanely, assaulted the Inspector General, who then revealed, with what witnesses call a “smug arrogance” revealed additional complaints of sexual harassment and an alleged work-place affair.

Oakleaf then began fling several heavy objects from her seat toward the bench, striking the Inspector General with a paper weight and Commissioner of Justice O’Floinn with an attached case. Other litigants joined in the melee before being restrained by deputies. The Inspector General was treated for minor injuries while Commissioner O’Floinn nursed an undignified black eye and was heard to be muttering about “being here too (expletive deleted) long” as he declared a mistrial.

The Commissioner’s remaining docket of tribunal cases have all been suddenly postponed indefinitely, fueling rumors that O’Floinn will indeed resign from his post. Further, a sealed document was delivered to the High Court containing O’Floinn’s recommendations for the mandatory reappointment of the Commissioner of Justice. He would neither confirm nor deny whether he included himself among the nominees.


MARCH ON PROVINCIAL CAPITALS IN NORTH BY TIMBERPERS

Newly reinvigorated lumberjacks and timberpers marched in the provincial capitals of Jacobia, Gloriana, and the W.E.T. Though struggling for years to no avail to get the government to address the plight of their industry, the unions representing these workers have reorganized under the leadership of Cornelius Dank, and outreach efforts of the Eutopian Congress of Labor.

The Eutopian Timber industry has been depressed for years, suffering from the trade practices of Canadian dumping of below-market priced lumber into the Eutopian market since before the formation of the UPE. This economic sector saw a brief upturn when expansive public works projects and a decade of commercial growth saw the demand for lumber grow beyond what the Canadians could provide. However that has subsided, leaving warehouses for of Eutopian timber and lumber to gather dust or rot.

Local unions are calling for provincial governments to pressure the national government for new trade policies and renewed public works programs.

Television cameras captured legislator Jean Thurmonne, thirsty and tired after a long filibuster, accepting a glass of water - sign of defeat in St. Espritian custom. Then, after he was feted by happy local leaders from his district, he taken out "on the town". Twenty Four hours later he was admitted to Notre Dame del Cote hospital, poisoned.

The government issued a statement offering condolences to his family and his district; one fellow MP, however, blamed the government.

Investigations had just begun when, after telling police all that he ate and drank the previous day, Thurmonne died suddenly.

Also in the news, St. Espritian company Armuriers du Roi announced it will enter bidding on flak jackets for FLEA members.




EXCLUSIVE-PROFILE OF THE NEW SUPREME JUDGE:

Anastasia (Ana) Bartlett Clay

Descended from the Rothstein family that fled Germany before the Second World War for America, then emigrated again to Israel, Ana Bartlett Clay is the daughter of Ruth Rothstein and Major Thomas Bartlett, a Eutopian World War II veteran who had been lending advice and aid to the nascent Israeli military.

Returning to New Lancaster, Thomas Bartlett, as most know, became became a tin “magnate” buying tin from the government-run industry and reselling it to foreign investor, eventually amassing a fortune of over two million ducats by 1965, when Ana was 11.

Educated at Abbeystead College for undergrad (majors: sociology and civil engineering) and Eutopian National University Law School, Anastasia’s honors there included Articles Editor for the ENU Law Review, judge on the school's Honor Court, and part of the law school Trial Team. She graduated second in her class, behind her fiancé Joshua Clay. The couple were married the day after graduation and began their professional lives in New Lancaster City.

Ana served first as a MILE prosecutor, while Joshua joined the burgeoning law firm of Napier & Associates as a specialist in labor law. After four years, Ana joined her husband, doing criminal defense work at N&A for a short stint. During this period she became widely known in legal circles for her incisive published works, including the noted Double Jeopardy in Eutopia, The Meaning
of Delay, and Eutopia's Era of Constitutional Crisis. Riding on this wave of success (along with an excellent conviction record as a MILE prosecutor), she was elected by the citizens of New Lancaster to serve as that city's mayor for one three-year term. Though popular opinion would've supported her for at least another term, she opted not to run again, instead taking the bench as Regional Court judge.

It was during this period that Judge Clay and her husband had their daughters, Margaret and Julianna (both are currently college students). It was also during this period that Mr. Clay split from the Napier firm and started his own labor law practice, Hollingsworth Clay Ellis. Moonlighting at NLCU as a professor, Judge Clay also found time to co-author a textbook on Eutopian
constitutional law (which in its latest version continues to be used at universities throughout the nation.) At the beginning of Term VI Judge Clay was elevated to the Superior Court for New Lancaster, and she was appointed to the High Court at the end of Term VII.

Despite this cause for celebration, Term VIII was one of tragedy for the Clays. Mr. Clay's firm was deeply involved in attempting to resolve the Latin strikes peacefully; he was therefore one of the victims of the so-called Massacre at Cooperative Square. (Ironically, Mr. Clay would not even have been present for the event, had he not been house-shopping with his wife in Eutopia City that same week.) Justice Clay nevertheless struggled on, attempting to use the power of the court to maintain order and restore the
stability of the nation, an effort made difficult by President Gall's manhandling of the situation. Justice Clay wrote a powerful dissent in Grant v. Boudreau, and even briefly considered resigning, only to decide that she could do more good on the bench than off.

Following the resignations or expatriations of the elder members of the Court, Justice Clay suddenly finds herself thrust into the limelight as the new Chief Justice. It is as distressing for the attorneys of Eutopia as it is for her; having only been a Justice for two terms (including the most traumatic in recent history), few know what to expect from this legalist.

Strong Reaction to the 4 Hour Workday

While many individual workers have expressed support for the four-hour workday proposed in last week's Eutopian Worker, several organizations have come out against it. Most vocal of these has been the Eutopian Small Business Council, a nationwide organization of over twenty thousand gas stations, restaurants, shops, and manufacturers representing over 200,000 owners and interested parties.

"We consider Per Dank's public call for a four-hour workday to be irresponsible," said ESBC spokesper Alice Oglethorpe said at a press conference earlier today. "Small businesses can't afford to hire twice as many workers to stay open as long without going bankrupt. We'll fold, and then nobody will have jobs." Per Oglethorpe also expressed concern over the close ties between the President and the Eutopian Worker, noting that the Worker had always been President Sergei's "most fervent mouthpiece". "The ESBC hopes that the President's party affiliation will not cloud his eyes -- this legislation would be terrible for us, terrible for the workers, and terrible for Eutopia," Oglethorpe said.

Big business has been slower to the plate on the proposed legislation, with no word yet from the Eutopian Business Association. Some economists and businesspers have come out individually against the idea.

There has even been some negative reaction from the other side of the equation, though most labor organizations have been quiet, due no doubt to Per Dank's position as head of the Eutopian Congress of Labor. One senior-level labor organizer, speaking on the condition of anonymity, said that "unless Cornelius Dank has a plan to double the minimum wage too, he just halved the salaries of hourly wage earners and stuck millions of Eutopian workers into poverty. We need real solutions, like more jobs, not magic tricks."
 
HURTEAU HARBOR MASTER, GUARDS FOUND SLAIN

Provincial Police found the Harbor Master's office ransacked and an early morning sweep of the harbor by the EUtopian Coast Guard recovered the bodies of Harbor Master Jacques Clouseau and three security guards, Guilliame Muirai, Pedro Comprars, and Wilson Owens. Police spokespers say that all appear to have been murdered, by gunshot wound or stabbing.

Records from the Harbor Master's logs are missing, and several items such as electronic instruments and the office computers were stolen, and two warehouses appear to have been broken into, but both were logged, in redundant log books, as empty.



FEDERALIST & COMMONALITY PARTIES UNITE BEHIND SENATE CHALLENGER

In a race both parties had thought they would concede, the lack of any campaign for Jacobia Senator Fred "the Hammer" Williamson by his party, nor the emergence of any competitor has led them these two regional paties to field their own jointly endorse candidate, Maeve O'Keltie, of Harton.

Though principally concentrated in the W.E.T., the Commonality Party has been expanding into neighboring Jacobia to fill the void created by the weakness of the existing major parties. Likewise remnants of the Federalist Party, which had been reduced to a regional party in the Franco-Eutopian provinces, is seeing a resurgence based on the lack of any other viable options.

The P4P recently endorsed Williamson, making him the favored candidate in this, to date, lack luster contest, but O'Keltie believes she's got a good outside chance.

"Why not?" she said coyly to reporters, "Now, who would've thunk that Josephus would ever have been president, don't ya know?"




CONFRONTATION ENDS UNDER CLOUDY CIRCUMSTANCES

A crowd of 40 - 60 religious conservatives marched through Eutopia City as part of their "Root out the Problem" Rally against the use of Topa Root. Organized by the Soldiers of God organization, and joined by Mothers Against the Root(MATR), the protestors were heckled by the a rowdy pack of "Rootegers", the nick name for the growing packs Topa Root chewing youth that embrace a counter-culture worshiping Pre-Islamic Topan mythological figures.

Harsh words were exchanged between the root-juice spitting and rotten food hurling youth and the neatly dressed marchers.

Capital District police monitored the situation to control the crowds, but a large thunderstorm broke up both sides before any violence was committed.



ARCHEOLOGICAL TOURIST ATTRACTION CLOSED

The caves, where never before seen archeological discoveries were made in the small W.E.T. community of Heimdallseye, was closed to the public after high levels of noxious and flammable natural gas have not subsided since the explosion that killed several tourists and an archeological team.

The owners of the site, and neighboring businessmen, are urging a reopening of the site to those visitors willing to sign a waiver against any claims of injury by those brave enough to continue to explore the cave. Meanwhile the local Topa tribe continues to assert that the closing of the caves was the will of God, who does not want to see these ancient burial sites desecreated.

The mini-economic revivial in Heimdallseye has already begun to fade as the once steady stream of tourists has dried up.





RECOM WARNS OF POSSIBLE LAY-OFFS, ADMITS SUBSIDIZING MINERS

As feared for months, the state-owned mineral extraction concern RECOM has released economic projections showing an overabundance of coal supplies with no foreign demand or new internal consumption. As such, state-corporate officials are predicting rolling furloughs over the next six months, followed by, if the situation does not improve, a lay-off of approximately 20% of their coal miners.

RECOM, one of the few state-owned corporations which operates at a profit, has been revealed to be artificially subsidizing the coal sector with profits from other mineral extractions, to keep coal miners employed after the expiration of the US-Eutopian coal agreement. RECOM CEO Tony Cammack, submitted his resignation with the announcement, acknowledging that profits that should have been posted as revenue for the government's general fund were diverted to keep coal miners employed.

"Sometimes the right thing to do isn't always the right thing to do," he said in his statement, "The government has known about the expiration of the deal and chose to do nothing to address it. Perhaps they hoped a new deal might be reached or a new trading partner found, but for whatever the reason I could not, with good conscience, turn out these hard working men into the streets. I realize that was not my decision to make, and I hereby resign my post and submit to whatever discipline awaits me."


VOLUNTEER ARMED FORCES HIT NEW LOW

The initial surge in volunteerism for the Eutopian Armed Forces has waned, with enlistment now at an all-time low. Recruited young men who declined to join cite the poor condition of weaponry, low morale, and confusion over the command structure as reasons for turning down incentives to enlist.

Of all three service branches, the Eutopian Air Force has been hardest hit. The number of new recruits was down 87% from last year. Not surprisingly, the lack of flight-worthy planes was the number one reason given for lack of interest. Re-enlistment in the Air Force was also extremely low, at only 12%, with re-enlistement in the Navy also low at 39%.

The Eutopian army fared best of the three branches, suffering only a 23% decline in new enlistments and a 74% re-enlistement rate.
