Please explain the issue you experienced in the most condensed way possible
When creating a new faith, selecting the Rite tenet does not check whether your head of faith and your new faith have compatible consanguinity doctrines, despite code existing to do so.

Please explain how to reproduce the issue
As a Catholic character, attempt to create a new faith. Select both the 'Rite' tenet and the 'Unrestricted Marriage' doctrine. You will observe that you will be allowed to create the faith under these conditions, despite code existing ostensibly to prævent this. Similar blocks of code to prævent monogamous heads of faith accepting polygamous rites work as intended (see attached screenshots).

Is there anything else you think could help us identify/replicate the issue?

It's also possible to pick a clerical gender doctrine which is opposite of your old faith, meaning you can have a male HoF while your faith only accepts female clergy (or at least you can when the HoF inheritance work).

Very interesting to hear that cannibalism isn't working for you; I tested with the Ritual Cannibalism tenet as well, and found that it was correctly blocking it for me; I just didn't include screenshots because I already had the polygamy example to work with. Seems it's just generally inconsistent!

The bug is that if your old faith allows cannibalism and you try to create a new one that doesn't, it won't prevent that from happening. But it works correctly in the opposite direction.
