The AI needs to have the claimcores before the historical conquest, and better years before, to guide it in actually declaring and waging a war and then conquering the province.

The Netherlands and Bantem were involved in several armed conflicts and giving a claimcore to the Netherlands in the 1670´s is fitting IMO.

In case the dutch has already conquered the province the event should be :

Instead of day month year you can simply use year = 1820 as enddate if an event should be able to trigger until the end of the game.
