Portugal - The new Rise!
1929
After a military coup wich ended with the problematic and revolutionary first Republic, a professor of economics from the Coimbra University is appointed as a Finance Minister. After a few years, this simple, low-profile man was in de facto control over the entire state. The military rule gave him entire control over all the state affairs and made him prime minister. 1935 - A new era is about to start for the Portuguese people.  The new portuguese strong man made a new constitution giving him soberane powers and proclaim a New State ("Estado Novo") Antonio de Oliveira Salazar would rule Portugal for almost 40 years. What could the portuguese people expect from his rule? ***IMG]http://dingo.care-mail.com/pictures/11/115/535/115355637_thumb.jpg[/IMG] Field Marshal Antonio Carmona retained the position as the Republic President but with no or little powers at all. Salazarīs ideologyīs would rule the country in the next decades: STATE, CHURCH, FAMILIE. This profound religious man would go the point of giving the Vatican extended priviligies and powers inside the national borders in a way that could resemble to the Middle Ages. In the same way he saw the rising comunist movement as evil and seek to crush the comunists and anarquists with his newly founded secret police, PIDE, wich was trained by the German Gestapo. He was very successeful. In fact only in the 70īs did the comunist play a role in putting down the regime. During the WWII, Portugal retained a neutral status, despite huge pressure from both the Axis and the Allies. A masterfull foreign minister, Salazar managed to please both sides, retain control of the foreign colonies and filled the state coffers by selling crucial goods for both sides. At that time Portugal was one of the few states in the world with explored reserves of "volframium"and uranium. Both crucial for the German nuclear program and for the manufacture of armor and advanced tank amnunitions. Both Allies and Axis used the Azores islands as resuply base, and when the Allies threatened to invade the Islands, Salazar simply deployed tonnes and tonnes of explosives in the Islands and made it clear that if the allies or the axis deplyed any troops, there would be no more islands. Bluff? weell, the explosives did stayed there until mid 40īs... The Portuguese position was a tricky one. Closer to the axis ideologies, Portugal saw no advantages in making any clear move because much of his trade was dependant on England, the colonies where very vunerable to the Allies powers. and more than that, Salazar didnīt fully trusted Hitler and Mussolini. More than anything, he would be in the side that would win, but only if that side would not include the comunist Russia.

Carmona- But we could not even defend our own country against our long hated neighbours - the Spanish! all ministers - BUUUUUHHHHHHHHHHH!!! Salazar - (evil look, evil eyes, evil smile)-hehehe, I just have a plan witch will in the end return us as the proeminent nation in the Iberian peninsula. In fact, the only nation - HAHAHAHA (evil laugh)- ho, forgive me God for thougths... all ministers - AMEN! F.M. Carmona - Well, as the President, I would like to know what is your plan. Salazar - of course, of course. But first I would to review our State industrial and resources condition. Secretary Soares, please show us your data... Secretary Soares - My pleasure. Soares - Currently we have 30 ICs available, total resources stored: 5000 coal, 5000 steel, 2000 oil and 2000 rubber. We are producing 35 Coal and 15 steel. Each day we use: 34 coal, 17 steel and 8.5 rubber, plus the oil for our armed forces. Intelligence Minister - We donīt produce enough surpluses even for trade!!! Salazar - How intelligent from you!!! Intel Minister(Pedro Teotonio Pereira)- *Eyes down in submission* Chieff of Army(Lobato Guerra) - I beg your pardon, but I donīt see any point in all this! We simply cannot afford any war at all, it is useless!! Salazar - enough from you - non believers!!! Let it be silence, and that my words open your minds! First it is obvious that our resources cannot stand any military buidup or any prolonged conflict. Second, we need to gain the most valuable resources very quickly! I am talking about rubber and oil. Not reasonably, the Paradox game designers forget to give our colonies even a little tiny bit of rubber or oil. while the English, French, the Dutch pirates and even the fat Belgium has resources in the colonies. Ho, God, is this one of your tests?? all Ministers - Amen! Salazar - Shut up! Listen, there is a small country in the African continent wich should be a beatiful part of our country. I am talking about Liberia!!! with her rubber production our industries will be independent from the world market! F.Marshal (and President) Carmona - But Liberia is a democratic country under the protection from England. Salazar - I know, I know. But never underistimate my abilites as a foreign minister. Our old ties and treatis with the british will allow us to procede with our planes. all ministers-HÚRRRRAHHHHHHH!! salazar-SHUT UP!! First of all, I want one division of Infantry boarded by tomorrow in our fleet. It is to be conducted to Monrovia and to land on his beachs as soon as possible. Time is against us! Second, My dear Marshall you will lose your position as President in theory (I will take over in practice) and will comand the troops. Our amry generals are not up to the task! F.M. Carmona - But, but, but... Salazar - NO BUT! And enough of that. This plan is to be called Operation Rubber and it will be executed as I say!! And now, to other matters. It is clear as well that we are not the most advanced nation in the world. Our troops still figth under the old ways! This has to change! Intel. Minister, you are to conduct research under the infantry and artilhery areas. All other research will have to wait. Teotonio Pereira- But Sir, if we research Basic computers, we will have a bonus in future research! Salazar - Let it be done then. And thats all for today. I want a landfall in Maracaibo, the territory secured. It produces enough oil to boost our industrie and for our military buildup. We will need at least 3 more infantry divisions to do the job. Meanwhile, F.M. Carmona will hold the place. Chief of Army, begun imediatly the construction of 1 innfabtry divisions, 1 with one engineer brigade and one mountain division. We will need it to take caracas. At the same time I want the last tech availabele for our soldiers: the infantry gun 30mm, the HMG 7.62 and the field artilhery 100 mm. Delay our eletronics research. Sceurity Minister - Sir, although our people is a Godīs fearing one, I suspect that they will not react well to another war. Shall I unleash our saint PIDE (Secret Police) on them? Salazar - Yes, and organize a few football matches, a Fado festival, and just in case increase all that we can in our consumers goods bar. I want to be able to produce one division, research one aplication and lowering all what we can in our filthy dissent. This plan will be called Plan... Secretary Soares - OIL? Haha, good AAR, haven't read a good Portugal one EVER. Good luck, what will your next plan be? Operation Coal (because normally in mid 37' to early 38' in my games I get short of coal and it hurts my economy like hell)?

Are you sure that to cut Porto wine supplies to UK is allowed by Geneva convention? If I were Brit, the only menace will turn me so angry that instead of peace I will propose war to death to Portugal for using this awful weapon.
