It's been a while, so I thought we could get our creative juices flowing with another Brainstorm. Here's what I've been thinking...
Authority / Infulence
I've been playing Grand Ages - Rome a bit recently and there's an in-game feature called "Authority". In a nutshell, Authority points are spent by the player to perform unique actions, which affect the game world in some way. In Grand Ages, this action is very gamey, but it got me thinking about a similar element which could be added to EU Rome. How this would translate to EU Rome...
Each character has an Authority or Influence stat, which ranges from 0 - 100% and can rise and fall over the progress of the game (a la Popularity or Loyalty). This new statistic shows the character's authority and influence (obviously), but could also represent assertiveness, social standing and natural leadership (or lack of). If you wish to keep with the Roman theme, this could represent pietas, gravitas and dignitas. Various Traits and Skills could have an effect on a character's Authority (again, similar to Popularity and Loyalty).
So, where does this fit into gameplay..? Well, for lesser characters (in other words, anyone who isn't the ruler), the individual's Authority stat could effect which events fire up. For the Ruler (you!) the Authority "points" could be used to make personal decisions.
Wait, what? Personal decisions?!
Personal decisions would be a new element added to the game, which aren't laws or national decisions. They are unique actions which have different results. A few examples for a high Authority ruler could be; Relocate Capital, Perform Public Speech, Increase Taxes, Convert Religion, Construct Personal Palace, etc. Whereas a Ruler with a low Authority would have trouble persuading the general populace to respond or act positively to your decisions.
The Authority stat could be mixed with Loyalty and Popularity to make some decisions more demanding.
