but yeah... historical events as you know it from eu2/hoi2/vicky will be in it.

- provinces will be the level where you can put your units
As division was unit scale in hoi2, we should think that new unit scale has to be lower.

however, some other developers love counters... and play with them..
so the likelihood of both as options.. is rather high
