Losing all count titles but holding on to other titles means game over?
I (King of Norway, Finland & Denmark) just ended a very rough period in history by losing a war against the Swedes. Sweden took over all my count titles in the peace process but let me keep my King & Duke titles. However it was still game over.
As I was aware something like this could happen I saved just before the latest province fell. I reloaded as a distant relative who happened to be the Papal Controller. Somehow both the King of Sweden as his oldest son who was the Duke of Something got excommunicated. (No, I'm not bitter )Anyhow, a few gameweeks later the AI king of Norway got himself a few count titles again. So next reload I will be the king of Norway again

That is correct, if you as a human player don't hold any count-title, it is game over for you.
An AI-ruler doesn't have this problem, it can still be in the game even if it doesn't hold any count-title. This is done to help the AI, in previous patches when this wasn't the case, all AI-kingdoms would be gone in 50 years.
