How can the game run faster?

I have already
used the TOT mod;
set my xp virtual memory (3xxx gb)to 2 times my ram ( 1.5 gb);
set the game to 1024x768 60hz;
set multisampling to 0 and turned off those trees, decoratives or whatever;
But it is still so slow on fastest speed even in early game that I have to read a book while the game runs...
My display card is geforce fx 5900xt.

Running early game Doomsday in contrast is very fast.

If the mod you use adds a lot of new events, that will slow down the game.

Otherwise, I just zoom to an inactive part of the world map (North Sea for example) when in an inactive phase and I just want to pass time. The game runs much fast then.

I would say your graphic card is on the low end of what's possible to run EUIII with. If you register your game and browse the techsupport forum there's some threads giving a few hints on how to improve gamespeed a bit. But with that say, don't expect any speedwonders in EUIII with the 5900 card.

The problem is the graphics card. A GeForce 6200 (which I'm using) the the lowest card that I'd recommend someone to use. Anything above that is better.

Performance with other Paradox games is pretty meaningless compared to EU3. It has a much higher "minimum" requirement and of course no earlier game required 3D acceleration at all, let alone pixel shader 2.0.

Actually that card is not bad; in most benchmarks it should be faster than a 6200 (but not as fast as a 6600). It could be slower for EU3 because of the pixelshader performance problems though. I'd want to see the CPU spec too.

I didn't know that the first bit, and it does surprise me, but its the Pixelshader that I was think of. AFAIK the entire 5xxx series has extremely poor performance in this regard.

I think 5900XT was the top of the FX line; usually the fastest card from the old line will out-perform the budget card(s) from the new line. The Ti4800 is faster than the FX 5200 or 5500 but it only supports PS 1.3.

Supposedly the game will run faster if you are "looking" at relatively empty areas like the open sea...but I haven't noticed a difference myself...
