Help needed with USA.

I have a big problem with Partizans when im playing with the USA. Am in 1940 now and i have a average 20% chance to get a partizan revolt. I've tried it 2 times with USA but it seems it always shows up around that time.

Am i not looking good, what are donts and do's while playing USA? How to prevent partizans uprizings.

Also do i need to add convoy's manualy or does it happen automaticly. Because in the 1939's i always start moving out planes/carrier groups/ ground units to critical points. When i do it my supplie efficientcy goes from 100% to 60%..also the partizans have a roll in this. So any help would be very appriciated

Check your supplies. If you don't have enough supplies at the end of each day, your unrest increases.
