how to use generals

ok, n00b question... how can i actually attach one of my two generals that i see on the purchase leaders page to an army? i cant find the general on the map anywhere. sorry, i really did try to figure this out on my own heh.

chose and army. click on the "no leader" bit
Then a new screen will come up (part of your governmental tabs)
Then click on the leader. He will now be leading this army.

Now. Any new general will pop up in that window you now saw.
He will never drop directly to any army/navy.

On the subject of generals, I'm wondering when people feel is the best time to hire new generals. I typically hire them right after a war when my army tradition is highest (seems to reap the best leaders) but if I don't go to war again relatively soon afterwards, they end up just dying off before I can put them to work. Since the military tradition erodes pretty quickly I think my approach is a good one, but I can't help but suspect I'm missing something here. Anyone have any thoughts on that?
