Port @ Dunkerque in DD

There's no port icon in the province of Dunkerque though it has a navel base. I was able to modify this in HOII, tried it in DD but failed (it's in db folder, province 43). Can anyone help me?

it is a known glitch, I think the province still works as a port

Just open province.csv and change the zero to a one:
