One Hundred Years of Reform - A Qing AAR

ONE HUNDRED YEARS OF REFORM
A Qing Dynasty AAR

The Guangxu Emperor
In 1895 the Qing Empire was dealt a shocking defeat in the First Sino-Japanese war. Japan, not China had become the dominant power in East Asia, by modernizing its armed forces, its industry and its government system. In an attempt to overcome the ill-fortune that had come upon China ever since the Opium Wars, the Guangxu Emperor, with the aid of the Reformer's Kang Yowei and Liang Qichao. During these 100 days, the emperor issued edict after edict in an attempt to modernize and reform China. Conservative forces, particularly the Emperess Dowager, were horrified by the drastic changes to China. The Emperesss planned with the aid of the General Yuan Shikai, to lead a coup to depose the Emperor. The Emperor learned of the Plans, and had the Emperess placed under arrest and had Yuan Shikai executed, consolidating his position as emperor.
In 1905 the confucian examination required to enter the Chinese bueracracy were abolished, and in 1907 a constitution was drawn up for the first time. Modelled off the Meiji constitution, the Emperor was the Head of State and Supreme commander of the Armed Forces. A parliment was to be formed by democratic elections, and the parliment would then elect a Prime Minister. The Emperor always held the power to dismiss the parliment and the Prime Minister. Liang Qichao served as the First Prime Minister of China, untill his death in 1929. He was then Replaced by the Military Reformist Yuan Xishan. Under Yuan the military began to play an increasing role in Chinese politics, matching a parrallel build up by Japan. China, with the Aid of German allies has once again grown strong, and is ready to reassert itself as the Great Power in East Asia.

I've used Nationalist China as a base for the Qing rather then creating a whole new nation. I've added the obvious minister requirements. Guangxu is head of state, though he's 65 now, and Yan Xishan is Head of Government and Armaments minister. Guangxu is a Weary Stiff-Neck, and Yan Xishan is a Old General and Military Entrepreneur. I've increased all tech teams skill by one to represent China's superior position, and taken away that massive 25% dissent. I know this must seem super-cheatery to everyone who's skilled at playing Nationalist China, but I've always founded my AARs on concepts and writing, mainly because I suck at HoI2 :P As for all my event modding, I'm going to keep that as a secret in order to avoid spoiling the plot.

evidently so do I. Is anyone who has experience coding willing to look over one event that I programmed that keeps causing the game to crash?

By 1936, military figures dominated the cabinet. Yan's position as Prime Minister not only included the role as the head of China's parliment, but also as Chief of Staff to the Emperor who was the Supreme Commander of China's forces. He also was directly involved in coordinating production of arms and the formation of greater industry in China. As 1936 dawned, The emperor addressed the nation, highlight the need for further integration of western technology and practice, as well as a reasertion of China's role in East Asia (Moved one towards interventionalism)

Yan Xishan's immediate goal was to effectively organize the military's labyrinth system of arsenels, in order to more effectively supply his troops. He charged the training of the army and its officers to General Alexander Von Falkenhausen, a German Military advisor. He planned to train and equip the Chinese Army much in the way of the German Army of the Great War.

China's industrial capacity could surpass most European States, what she lacked in intensive industrialization and technology she made up for in shear size and labor.

On March 19th, Yan finalized an agreement with the Mauser company, with the aid of the German embassy, for rights to domestically produce the Karabiner 98k for the Chinese Army.

The Emperor had commisioned the design of a New Class of Battleships to be the cornerstone of the Chinese navy.The Navy had been neglected in favor of the Army since the Sino-Japanese war, as China was concerned with maintaining her own territory rather then projecting it in to the pacific. On March 29th, Naval engineers presented the imperial court with their designs. They however were antiquated. They would be a match only for the most outdated ships in opposing navies, and the Emperor (under Yan's council) demanded further refinement of the design to match the Most powerful warships of the day.

On April 21st, the first line of domestically produced Chinese Aircraft were completed by the Central Aircraft Manufacturing Company (CAMCO) in Hangzhou. The Aircraft performed aerial manuevers for the Emperor, but these were severely limited in their technical skill due to the poor quality of Chinese Pilots. The company also unveiled domestically produced Caproni CA.101 bombers.

1936 was a year of rapid improvement for both Industry and the Army, preparing China against any foreign power.

oi, that yan xishan guy seems pretty powerful. I already smell something along the lines of a coup!
