I know it's been asked before, but the lack of a search function makes it hard to dig up the old threads.

Anyway, how is this event supposed to work, exactly? I have looked at the event code itself, but it just doesn't seem to make sense. The conditions seem so specific that it seems unlikely ever to fire. In my current game as Russia, I prepared carefully for the Crimean War, so when it came time, I overran pretty much all of Turkey very easily (kicked Austria's butt, too, since they were dumb enough to DoW me). Had all the capitals of Turkey and their satellites, etc. When nothing happened, I just annexed everyone, satellited Turkey, and figured it was good enough.

Can someone explain this a bit? Or at least tell me what I'm missing by not having had the event fire?

Did you miss Tirane - sometimes Albania gets overlooked. It has only fired once for me, but then again I only tried once.
