A problem with POP's in the North-East.
I've been attempting to create a new (and entirely fabricated) country, Ezo, that takes up the northern expanses above Japan...such as Hokkaido, The Kurile Islands, Sakhalin, etc. Everything was all well and good. I started the game to test it, and played for a bit...but as I was checking up on the status of my provinces, I realized there was a problem.
As it happens, my farmer POPs in Sakhalin, The Kuriles, Ohkotsk, Petropavlovsk etc. are working on the "farms"...but they aren't producing anything. I'll illustrate with an example: there are four POP's of farmers in the Kurile islands working at the fishing warf, about 10,000 in number apiece. The fishing warf is open, and as far as I can tell, fully functional...but, when I look at the production value, it says 0.00 as if no one is working there at all. I'm not exactly sure what could be causing this. I did "edit" and add a number of POPs to these provinces, but I did that in other provinces (such as Hakodate) as well, and they're not having any problems. Basically, certain provinces in my country are operating fine, and others don't work at all. I decided to build a glass factory in the provinces that were having problems to see if they could produce anything in it. As it turns out, they did. So my question is this: Why is it that these POPs, when converted to clerks and craftsmen, will work productively in a factory...but when farmers, they produce nothing in the warfs and fields. And why is this problem only affecting certain provinces? The game seems to be recognizing that the POPs exist, but in certain situations, the POPs do nothing. Am I missing something here? It's a frustrating problem, and I hope I'm not panicing over something simple. |

Probably a stupid question, but have you got your convoys up and running?

Do you have transports to move the produced goods to your capital? I think that could be your problem.

You know, I didn't think about that...but the transports MIGHT be the problem. Although, in that case, why would the glass factory be producing any profit? I mean, it was in the same "remote" provinces that still wouldn't have any transports...But I can check that. If it does or doesn't work, I'll let you know. Thanks again. |

Hm...Well, I built some clipper transports, but they didn't seem to do any good. It's definitely true that the provinces that are producing goods are on the same island as my capitol...and all of those that aren't don't produce. It seems like the transports would have solved the problem, but they did not. I can't quite figure this out. You guys have any other ideas?

Just clarifying:
At the top left corner of the main screen is a rectangle with a piece of map on it, click on that and you'll get into the territorial management screen. At the bottom of that screen you'll find the convoy management, click that and set it to manage automatically, then either produce clippers (the goods, not the naval unit) or set your world market order to buy some and everything will clear up eventually. Your factories probably work because the factory is assumed to be in the capital province of the state which may be in direct connection to your nations capital, while the nonproducing province RGOs aren't.
