why my convoy keep missing?

played as france, just annexed japan and korea. but i found that my convoy keep missing even though the factory in my homeland keep producing. i can see the stockpile of convoy increased but it will fall back whenever it reach 1.
i can't build transport at this rate!!!

searching vickywiki, i found following statement:

If your factory is in a state without a direct land connection to your capital, make sure you have enough convoys around to fulfill the convoy requirements (this might not be necsessary for land-locked states).

so i tried to close all factory in japan but no effect. anyone can enlighten me on this????

If you click on the very top left button on the main screen it will take you to the territory management screen which will show you your convoy efficiency. You need convoys to effectively make use of goods (factory and RGO produced) in any provinces you have that do not have a land connection to your capital. If the efficiency is less than 100% you need more convoys. If you click on the Convoys button where that efficiency is shown it will take you to the Convoys and Colonies screen which will show you exactly how many convoys you need and how many you currently have.

Since you have just conquered some overseas provinces you will be short of convoys. As you produce more (or buy more on the world market) the game will utilise them to meet your demand for convoys (unless you unclick the "Auto-maintain shipping needs" box at the bottom of the Convoys and Colonies Screen, but that is not a very good idea). This is why you are seeing your stockpile of (clipper or steamer) convoys disappearing as soon as it gets to 1: they are being added to your convoy needs. Once you have met your convoy needs to stockpiles will start growing beyond 1 again.

BTW, closing your factories in Japan will not remove your need for convoys.

yeah, it's working. thanks. i thought it was a bug...
