AI should build convoys of supply.

As Japan, i wanted to give freedom to india (it's possible, i control all indian territory) but if i do this, the indian AI never build convoys of supply (India haven't got convoy of supply after is freedom), and the very important stock of rare materials in Ceylon (Ceylon is an important rare material producer, in colombo territory) is blocked over there...

6 month later after is freedom, The indian AI build a lot of infantry, never convoys of supply...

I think that it would be well if AI could be improved to build convoys, if necessary...

India uses the default AI, which spends a maximum of 0% of its IC on construction - IC, AA, air bases, convoys, etc, so they never build convoys. I always have to edit INO and IND's construction so they will.
