Towns and hamlets grow event

Hi,

I always found this a very mysterious event, since sometimes it makes your province poor and sometimes it makes your province prosperous.

Prosperous would the the logical thing to happen in my opinion.

What is the reasoning behind the fact that a province become poor because towns and hamlets grow ?

It might be that a "-2" province becomes "-1"...

Sutherland was struggling, so when it got a +1 bonus, it became poor, which was a step up.

Even with prosperous Ross and Sutherland are still poor

Yeah, it's prosperity +1 effect, so a province that is Struggling becomes Poor, Poor becomes Normal, Normal becomes Prosperous and Prosperous becomes Rich. Rich stays Rich.
