Okay, guys, here is the Holy See (aka Vatican City). As of now, here are some of the features:

-Three different types of Papal Conclave in 1939 and four potential candidates for pope!

-Pay Switzerland for your own (worthless) Swiss Guards.

-Choose between peeving off the Axis (getting yourself annexed), quietly helping refugees escape Europe, or signing your soul to the Nazis.

-Feel really evil? Issue encyclicals against democracy, join the Axis, and convince Hitler to restore the Papal States! All it takes is a little Italian failure in North Africa or Eastern Europe...

-Play as Germany and kidnap the pope. If you like, you can even liberate the Vatican and install your own Protestant Reichbishop!

It is not really complete, however. If anyone has an interest in doing the following, it would be greatly appreciated:

-Expansion on event descriptions and the events themselves. Some aspects of Vatican activity during WW2, such as reaction to the state of Croatia, are not even touched yet.

-Corrections on where my events or descriptions may be inaccurate.

-More potential fascist/nazi or socialist ministers.

-Potential tech teams and/or leaders. As of now, I don't really want the Vatican to have tech teams or good leaders, but it would be nice if this could change when the Holy See takes a "reclaim Papal States" route.

PART I: THE PROVINCE
Three cheers for Alexander Soleil for teaching us all the ghost province trick! Without his insight, there could be no Vatican. Anyway, the province number is 2603 for Vatican City. That way, anyone who used 2602 for the Polish volunteers in London hopefully won't have to change very much.

PART II: THE NATION
Here are the parts needed to make Holy See appear as a selectable country within the Vatican City province. Note the name "Holy See", as opposed to "Vatican City". I felt there were good reasons for this. First, "Holy See" refers to the government of the Catholic Church whereas "Vatican City" refers to the territory of the state. Second, "Holy See" would still apply to a restored Papal States, whereas Vatican City would not. Third, the province is already called "Vatican City"; let's have a little variety.

Vatican Radio denounced the Austro-German Anschluss of 1938, overriding the unequivocal support that Austrian cardinal Theodor Innitzer had given the action. When Pius XI died, Eugenio Pacelli was elected Pope Pius XII, and many hoped the new pontiff would continue the policies of his predecessor. Now, with its entire nation completely surrounded by Axis armies, and with no military force to speak of, the Holy See must make a critical decision: whether to take the role of a sanctuary... or of a martyr.;;;;;;;;;;x

The Holy See (government of the Roman Catholic Church) had previously reigned over the Papal States, but this ended in 1871 when Rome was made capital of a unified Italy. Having lost his temporal power, Pope Pius IX retreated to Vatican City. He and his successors remained "prisoners in the Vatican" until Pope Pius XI reached an agreement with Mussolini's Italy through the Lateran Treaties of 1929. In exchange for renouncing its claims to the former Papal territories, the Holy See through these treaties gained an independent state in Vatican City, making it the smallest sovereign nation in the world. Hoping to protect Catholic organisations and freedoms in Nazi Germany, the Holy See signed a Reichskonkordat with Hitler in 1933. Since then, both Italy and Germany have violated various aspects of their respective treaties, gradually increasing tensions between their totalitarian regimes and the state they granted existance to. I actually coded my own versions of the Papal Conclave events, but not to the same level of complexity (eg. I just made a straight choice between the four alternatives).

If you can't find T-Hiddemen's Vatican skin (it should be on his website or somewhere in the now labyrinthine Kaiserreich thread...), I've got it on my hard disc so could send it to you. And I might be making a more Vatican-orientated province picture to use for Rome, so I could give you this as well.

Also, it might be an idea to include the whole thing as a downloadable modded version of the 1936 Grand Campaign in .zip or .rar format - despite your clear instructions, I can predict many people having problems modifying all the game files (or else not taking the effort to do so!).


EDIT: Oh yes, and don't forget to PM a short description to Tracid so he can put a link to this mod in the stickied 'Ongoing Projects and Modifications - Links ' thread.

Thanks for the offer, but I think in this situation Vatican City should stay as hills, not urban.

Oh, I couldn't agree more. I just don't know how to make the whole thing a downloadable... thing. If someone who reads this is willing to help me (i.e. do it ) that would be terrific.

As it should only be a small file, it's probably best to set up a (free) Filelodge account and host it there:

It gives pretty clear instructions on the site, if I remember correctly, and you then just paste the link they give you here once you've uploaded it.

So extract all files in your HoI2 folder.

Certainement. No one needs to ask permission to use the events or province setup, though remember that most of the graphics are T-hiddemen's doing.

ALSO: I haven't actually tested a game through (it's one of those "watch T.V. or read a book while you play" situations), so let us know if anyone comes across bugs or issues.

Wondering if we migth use some of this work in a slightly modified form for HSR2? we're adding a "virtual" country to facilitate some other features and I think the Holy See will add a bit more. We'll have to make it impossible to invade/annex do to our other requirements, but I think it could add some interesting effects.
