Oddity with Manuever Artillery Doctrine

The Land Doctrine.txt file (using ver 1.06c) has an odd entry for Manuever Artillery, in that bergsjaeger org increase is stated twice:

Two questions:
a) Does this mean that mountaineer org goes up by 6 or by 3? (I think 6, but I don't know much about how this is used) ; and
b) What was intended?
