Darwin 9 IC?

I was playing CORE 0.7 as Germany and had a squizz at the lucky country and strike me dead, Darwin had 9 IC.

Now, I know this bizarre rating was inherited from standard HoI, but why?

Could some please explain how a place that even in 2004 (and inspite of significant International and domestic tourism) can't pay its own way and continues to be a financial burden to the rest of Australia (not unlike Queensland, Tasmania & SA) can have an IC rating of 9 when the whole place consisted of a few shops and a dinky fishing port?

Is it to force anybody playing Australia or the AI to defend the top end? Remeber that the Australian politicans and military were quite prepared to let the Japanese occupy all of Australia NW of the Brisbane-Darling-Adeliade line
(that was before the arrival of the great god MacArthur).

What was industry like in Darwin during the war?

Aye would have to agree, maybe set Darwin with 5vps over having any real IC value.. Unless crocodiles have some unknown top secret value that none of us know about, but then would have to give aust. back some more IC in other territories.
BTW during WW2 aussie high command's strategy was to stop them in New Guinea, fight the buggers in a jungle in someone elses backyard. 2nd option was to get the US to help. Option 3 was the 'Darling line',, wouldnt have been very popular if it ever got out at the time.

Just because a territory has a large deficit it doesnt necesarily mean that its a poor area. Just look at the state of California!

California is a bad example, a major reason for the deficit is transfer of funds FROM California to the Federal government. California sends more money to the Federal government (in taxes, etc) than it receives back. If California kept all it money, it wouldn't be in deficit; well, not any worse than the feds are.

I agree, 5 VP is far more sensible if you want the AI to defend Darwin. The Extra IC should be allocated to Newcastle, Wollongong, Adelaide etc.

I found a quote from a NT website:

"In 1942 the Darwin population was approximately 2000. There was believed to be only 63 women, about 300 military personel with the balance made up of civilian workers."

... and a few chinese shopkeepers ...

Hardly the basis for 9 IC.
