native vs regular troops

I was just comparing 2 divisions of mine in a Portugal GC in 1892 (20 army techs, not all inventions though I guess).
And I was really surprised how screwed up the regulars seemed to be.
I´m sorry that I can´t put a proper table in here but my html-knowledge sucks.

army...............1st Inf Natives......18th Inf Regulars
quality.................native.................reg ular
culture.................arabic.................por tuguese
home province........Ifni.....................Vila Real
strength...............12000.................12000
organisation............54.......................8 5
morale..................104......................1 04
fire.......................26..................... ..26
shock.....................8....................... .8
defence.................13......................13
maximum speed........4........................4
reliability.................7..................... ...7
supply consumption...77,8................777.6
experience...............3,4...................0,0

(edit: forgot to mention that both division had artillery brigade attachments)

The fat ones in italics are the values that differ.
Both divisions were in the same army with no leader and plenty of time to gain morale.
I´m sorry about the experience difference, but I noticed that too late and was to lazy to redo it; however 3.4 exp are not that much to turn the natives into little terminators.

Also I did not observe any difference in the frequency that natives revolt against me to the frequency in that regulars revolt against me.

So after all the regulars have an organisation advantage of 85 vs 54 ergo 31 points.
Does that justify a ten times higher supply consumption ?
I say no way! never! not in a hundred years.
Natives are superiour, no matter how you turn the thing around !?

what´s your opinion on this ?

Jeez, Natives are better than reserves. Reserves have less ORG and reliability than regulars, although I didn't check their supply cost. And surely regulars should be a bit better to justifiy their cost.

Ridiculous, no wonder the NL can keep those ungodly armies around.
