Montezuma scenarial problem & Forming my own country

Hello fellow first ministers of your respective Kings.

I have two questions?

A) How would I go about forming my own country? What files would I need to adjust?

B) The Montezuma scenarial editor looks great, but for some strange reason I am having problems loading it. I keep getting an error message. It says "paint cannot read this file. This is not a valid bitmap file, or its format is not currently supported".

Can anyone help me with these two problems?
