Biography:

Born to an aristocratic family in Santiago who were staunchly nationalist and in support of the Imperialist Party. From a young age José was educated at prestigious military academy and later received an officer commission in the army. During his service he witnessed the other side of life in Chile, the poor working conditions of miners and factory workmen alike, leading him to question his family's politics and join the FNT and inspired him to write a series of socialist books and news articles.

De Santa Rosa 1870: La Paz and the Navy​

The La Paz Purchase of 1870 - a plot of land purchased by Chile from Brazil for the Chilean satellite republic of Bolivia - was a deal made at the barrel of the gun. Though the Congreso overwhelming supported the purchase, with only a few hardline jingos and radicals opposing the peaceful measure, they also heavily authorized President De Santa Rosa to declare war against Brazil should the purchase fail. Brazil's army, less than a quarter the size of the Chilean army and mostly stranded in Argentina, could not have plausibly defended La Paz against the combined Chilean and Bolivian armies regardless. Thus, for the bargin price of 10,000 pounds sterling, Chile purchased the entire La Paz region from Brazil, establishing a Bolivian "buffer zone" between Chile and Brazil, such that Chile and Brazil no longer shared a common border. An additional clause in the treaty (added by the Brazilians) stipulated that the Bolivian army would patrol the Amazon border in the future, ensuring no future border incidents between the two nations. This left the state department, who had been attempting to convince Brazil to join the common market for some time, much relieved. The Brazilian Army, then rampaging nearly unchecked through Argentina was also reportedly happy to hear the news that they would not have to come to blows with the largest army in the Americas.

The remainder of 1870 was a time of prosperity and discovery for Chile. By the end of the year, every province but Rios Negros in Chile had at least one factory, the profitability of which leaked over into government coffers. With the task of industrialization finally (apparently) complete, former President and Minister Eduardo Romano resigned in November, 1870, following a nearly continuous 30 years in government at cabinet level. His career had survived two coups, two civil wars, four administrations, and one treason trial. One of his last acts in office was the institution of a new mechanized mining program, perhaps a fitting ending to a distinguished career. He left office with Chile running a small surplus.

The increasingly literate Chilean population also gave rise to a new intellectual segment of society in 1870 - discoveries and inventions of philosophical and artistic importance began to emerge from universities across the Andes in this year. Doctors and medicine also made a flash resurgence in 1870, with prophylaxis against malaria and the antiseptic principle finally making their way to Chilean hospitals. A more mundane development was the opening of a second socialist newspaper, distributed nation-wide, to the new Chilean working class.

The last spectacle of the year was a Congressional inquiry into the Chilean Navy. Despite repeated urgings from multiple Presidents (both during Republican and Imperial governments) as well as the Congreso and Minister Alvarez, the Chilean Navy had never expanded beyond a single outdated frigate. After several months of hearings with the admiralty and various other contractors, the Congreso found that the country's inability to build a navy was fourfold:
1) Lack of funding. Most often the Chilean navy was given secondary importance to the army in funding matters, as raising the land army was seen as a higher priority.
2) Lack of facilities. A lack of proper shipyards or naval bases in Chile severely hindered the construction of the navy.
3) Lack of materials. Frequent global and regional conflicts caused shortages of timber, artillery, and other needful tools and components for the construction of a navy.
4) Lack of expertise. Minister Alvarez attested that the ships that Chilean shipwrights were used to and capable of building were traditional ships of sail, whereas steamers, monitors, and ironclads were increasing becoming the norm in navies worldwide. However, Chilean shipwrights simply lacked the expertise to build them.

The panel found that most of these problems could be easily remedied - funding could be provided as needed by the Congreso itself. Facilities would take years to build, but could eventually be provided. Materials were becoming increasingly available thanks to the expansion of the common market. Expertise, however, was not as simply obtained - eventually, the Congreso voted to adopt Alvarez's five-point-plan for the modernization of Chilean naval technology by 1880.

You SHOULD declare your party for the Presidency but SHOULD NOT if running for the Army Chief of Staff, which is a non-partisan position.

Additionally, it's time to suggest a new political reform. We're still out of reach of social reforms. We're not voting yet, I'm just taking suggestions.

I feel I have had a strong presidency, and fulfilled most, if not all, of my goals and promises. These past eight years have seen unprecedented growth in the market, the expansion, the modernization of the army, the rise of our prestige, our national greatness, the creation of a common market (that benefits us), and a plan to modernize the navy.

Before I offer my presidential endorsement, I want to see the field of Republicanos; once that has been determined, I will support the one I believe will follow my tradition of moderation, caution, and freedom. I will as well, offer my opinions on cabinet appointments, should the eventual candidate require assistance.

I announce my leave from the Republican Party. I have deliberated over this matter for a long time, and have come to the conclusion that I hold more common ground with the FNT than with the gray mass that is the Republican Party. While I do respect Señor Santa Rosa and the members of the Republican Party themselves, I feel as if this undefined mass is bound to stagnate. Socialism is a new promising idea for the world.

Thus I announce my joining of the FNT and I will run as a candidate under the Socialist ballot.

I also put forward my old proposal of Non-secret Ballots.
