Yes, but still not clear nor interesting enough, especially as it would still be very very narrow in covering some of the conflicts that did errupt.
Yes a new system coul help model in certain wars into the game such as the Catalan revolt when the principality of Catalonia that was backed by France tried to leave Spain and create an independent pricipality after being autonomous for 100s of years, or the Cornish revolt

It would also mean that French, English and other kingdoms fuedel domains can be potrayed as many where quite powerful and could even rival the king - an example of this would be the war of the roses

Later in the game it could then model in European powers colonies and trade company's that usually had some self rule
 
FWIW, they said in one of the dev diaries that the rebellion stuff will be a lot more in-depth than in EU3. They've said that there will be various rebel factions that you can negotiate with to keep them from revolting, so while it's admittedly heavily abstracted compared to what was in the OP, at least it's something.

Yeah but still extremely narrow in the variety of situations it can cover. We need a system that can handle, for instance, War of the Roses, instead of all the interesting real revolts/factions being scripted for those specific nations. A situation like War of the Roses should be able to happen to anyone under the right circumstances.

England’s Dynamic Historical Events
England is has one of the richest and best known histories. That may sound lovely for you guys, but it also means that we have had to work hard when it comes to decisions about historical events to include in Europa Universalis IV. The important countries in EU4 have a lot of events going on, so some of those major historical events have been turned into the starting points of large event chains that we call Dynamic Historical Events.

War of the Roses is an excellent example of Dynamic Historical Events. If England in the 15th century has a ruler without an heir, that means that there is a likelihood of a large event chain beginning. The player has to select who to back for the throne, York or Lancaster. This decision will throw the country into turmoil with various parts declaring for either the red or white rose, and you have to make sure to eliminate the very strong, rather resilient pretenders. What makes this interesting is that this event chain is not an event series that is guaranteed to come every time you play as England. It only occurs if all the necessary underlying factors are fulfilled. When it happens, you won't have planned for it to arrive on schedule, like many people did when they played Europa Universalis II, the last game in the series with a serious focus on historical events. We hope that this variation will gives you rather unique experiences when you play major powers.

Even though it's dynamic, it's still extremely historical determinism, that only England can get this event chain. I still like that they do get it. But it would have been better with a system that could handle a large varieties of internal conflicts, where England would start in 1444 with a lot of the circumstances for a civil war.

Yeah what's to say other kingdoms cannot have internal conflict - why can't French vassal claim the French throne or try to break away and become independent, under certain conditions perhaps the duke of Brittany that is backed by the counts of Nantes, Rennes, Vannez and Montfort suddenly claims the French throne or that further north the lordship of the isles which already controls the earldom of Ross decides to become independent and break away from scotland, or in Morocco two rival dynasties battle for control of the throne

Their could have been fuedal conflict in most kingdoms in europe not just England and I agree they all European,middle eastern and north african kingdoms should be able to experience internal wars
