Sorry to nitpick, but Italy is not a great power. The Great Powers stand, in order, The UK, France, Russia, Austria, the NGF, the USA, Chile, and Denmark.

In the very unlikely event that we can practically sphere or control all provinces in South America I'll consider some kind of OTLA in-game. You people and your Pan-Nationalism.

I plan to update tomorrow morning instead of tomorrow night (as a heads up; I'll probably update around 10 AM PST) in an attempt to not disenfranchise the Brits and other Europeans in future elections. (Sorry folks who live in eastern Pacific; you'll now have the updates at weird hours.)

Alright, sorry, I misunderstood. You are basically proposing to direct efforts of the department of state at sphereing all of the South American countries. Fine.

I will nevertheless come up with some kind of event in the unlikely event that we succeed.

EDIT: Update in two hours. It looks like there won't be any war with Brazil.

Oh Mr. Galante, you may laugh at what I'm about to say, but I believe we Radicales and you Socialists are more alike than I thought. It is indeed our goal to make all men equally free and independent.
 
I believe that all our parties feel the same about this issue, at in name; our definitions of equality may vary, though...

Regardless, I am happy a war has been averted; nasty affairs, and I've seen my fair share of them... Hopefully, we can use this event to build stronger relations with Brazil, and promote peace and prosperity throughout all of South America.

This 'Latin League,' 'South American Federation,' Andean Conference,' or whatever you wish to call it, will (hopefully) bring all the Latin American states closer together ((and closer to Chile))!

De Santa Rosa 1866-1870: Cause and Effect​


1866 to 1870 was an eventful half-decade for Chile and the world at large - a relatively peaceful one for the former but not for the latter. Chile had been kept out of war by a resolution of the Congreso which, backed by President De Santa Rosa, insisted that the country should not pursue a war with Brazil. That said, the other Great Powers abroad did not share Chile's uncharacteristically dovish views on the subject. In November, after years of fighting, the Anglo-Franco War finally ended in White Peace between the two sides, and the separate Ango-Dutch War ended with a British acquisition of Dutch Guyana and Italian Sardinia, solidifying the English hold over the Mediterranean. The Austrians also re-acquired Emilia from the Italians, perhaps answering an earlier query from a Chilean legislator as to why the Italians were not a great power.

In January of 1867, Antonio de Santa Rosa received a security report from the Ministry of War stating the Chilean Anarcho-Liberals had started to organize an underground resistance against the Republic. Though ultimately nothing came of this rebel association during Antonio de Santa Rosa's rule, somewhat defanged as it was by the creation of the Radicales as a party and the implementation of universal suffrage, it always loomed in the background. During de Santa Rosa's administration, the numbers of the rebels never increased beyond 15,000 men, and in the words of Minister Cortez, "it is unthinkable that they might so much as challenge even one of the four armies of Chile, the smallest of which is twice the size of the rebel force." Indeed, the Chilean army swelled to more than 120,000 during Cortez's stewardship following a significant recruiting drive by the Ministry, anticipating further tensions in South America.

These tensions would not boil over for several years, and the anarcho-liberals would remain nothing compared to the growing spirit of socialism in Chile. Following years of attempts at encouraging industrial growth, capitalists in Chile finally opened a variety of new factories in the country, including fabric, canned food, clothes, and cement in Santiago alone, though the glass industry continued to employ more than 60,000 of Chile's 70,000 factory working men. Nonetheless, this proliferation of factories led to the spread of the socialist ideology. On May 16, 1867, a new nation-wide newspaper called the Chilean Red Star began distribution, and another paper called "Forward" enjoyed near ubiquitous success in Patagonia starting the following year. The FNT, though still not as powerful as the liberals in Chile, began to plan their challenge against the Republicanos in the next election.

Chile's standing in the world also significantly improved during this period, as a number of impressionist novels about the Chilean Civil War, including "La Guerra del Emperador" (The War of the Emperor), became a smashing hit among Chile's growing literate population. In 1867, an expedition (with government backing) departed for Africa to find the source of the Nile; this expedition proved less successful. Both it and its two successors would go missing without a trace.

And of course, Chile was now a player in the Great Game. In 1866, much discussion of a continent-wide economic organization was heard in the Congreso. Though no definitive conclusions were reached, the ideal remained with the state department under Olozaga, which set about trying to make a South American common market a reality. Ecuador had previously signed a treaty of common market with Chile. In 1867, after a long diplomatic tustle that Ambassador Jorge Gales described as "exhausting", Chile succeeded in coaxing Colombia to withdraw from its common market treaty with the United States and, on November 23, 1868, finally convinced them to sign the same with Chile. Peru joined the South American common market in July, 1869. The state department then set its sights on Brazil and pulling it from France's influence, hoping this great power of Europe would be distracted by the events in Spain (the Penisular War having broken out on July 17th, 1869 of that year).

However, this was not to be. In September 1869 (just following good news from Minister Romano following some mining operations), war broke out between Brazil and Argentina over the Santa Fe region. The heightened military alertness in Brazil and the same in Bolivia created a second border skirmish between the two armies, again leaving several Chilean soldiers dead. Realizing that the Chilean Congreso might be unwilling to ignore such an offense a second time, Brazilian diplomats rushed to Santiago with an olive branch petition - for the price of 10,000 pounds sterling and a non-aggression pact with Chile, Brazil would cede La Paz back to Bolivia.

I will, again, defer to the Congreso on this purchase matter, though if the treasury is strong, I would accept it.

Contrary to popular belief and slander, I am no "die-hard anarchist", I am a minimalist, preaching the absolute smallest size of the state, and I will stop at nothing to achieve this.

Even were I an anarchist, I place the needs of the Chilean people above all others.
