Weird. I havent bought it yet but Steam page clearly offers me to "Buy Naval War: Arctic Circle". There is not a word about preorder except information about pre-purchase bonus.
It's common knowledge that no one at Valve can count (Half Life anyone?), so they probably think it is several hours ago.
Well, finally. A little bit more patience, and I am sure the Steam clusters have synchronized their servers around the world and it's available for everyone.

I just rebooted my steam and I am currently downloading. I purchased on PCGameStore. I hope this helps with your confusion. The file is not particularly large

HELL YES! I'm installing it now, should take about an hour (I have areally bad download speed)...this will be the hardest hour of my life.
If it hasn't fixed itself for everyone else by now:
Go to:
C:\Program Files (x86)\Steam (assuming you're under Vista/7 and have default Steam Directory)
Exit Steam
Delete ClientRegistry.blob
Re-open steam
*Edit: Wait for steam to update the client registry
Should fix the issue.
