OOC: The German High Seas Fleet was actually pretty large and the two fleets were fairly well matched in theater.

OOC: That's the thing, you have to combine them..., yours and Austria's are locked in the Med, and you know who holds Gibraltar and Suez, aka the keys
 
OOC: According to the stats the UK navy is considerably higher in quality so unless you never expand it or get cut up in an ambush the UK will win any major naval battle. I would imagine the Germans only shot is a few early minor successes with a domino impact via allies joining and also winning their battles. There should probably be a very slight tilt though in numbers also to favor the brits.

In 1914, Great Britain was the greatest naval power in the world, and Germany was second. The total completed tonnage of the British Navy was 2,157,850; that of the German - Navy, 951,713 (if tonnage under construction is included, the figures rise to 2,714,106 tons and 1,306,577 tons, respectively)

The relative strength in various types of warships of the British and German navies, respectively, was as follows: modern dreadnoughts and pre dreadnoughts, 40 and 33; battle cruisers and cruisers, 116 and 54; destroyers, 218 and 142; and submarines, 55 and 28.

You have to remember that my navy has to serve the entire globe, while germanys is basically all in the Baltic

OOC: I think we can safely assume the quality level for this game also should mean his ships, ton for ton, are bigger on average. So there really only needs to be a small tweak in the numbers to adjust for it since this is more about game fun (and easier for GM) than exact historical accuracy. Perhaps -1,-3 for Germany with the UK having 2 and 5 completing construction already for next turn? The Germans cannot afford to send their whole navy on turn 1 anyways and risk the small Russian navy doing anything funny on turn 1 and a chunk of their small ships is also at colonies so by the time the German player can sally forth he will for sure have a smaller fleet.
 
OOC: Note that I said in theater, most of the German navy is in Europe while the British fleet is spread across the globe (granted the biggest constituent part of their navy is in Europe).

OOC: The Royal Navy was indeed larger if I recall. However, it had experienced a stagnation throughout the Victorian era, caused by the changing social values and military ideas. A switch of doctrine from initiative based command to discipline and an outdating of some elements of the Navy means that whilst you should outnumber them, I don't believe they should have such a tech gap. Also, I believe by this point Germany had surpassed the UK's level of industrialisation?
 
OOC: There's also certain key flaws in the British fleet strategic outlook, which have become sufficiently entrenched for long enough to affect the philosophies with which they have designed and constructed their latest and most modern ships of the line. This can essentially be summed up as, "There seems to be something wrong with our bloody ships today," but can likely be said to stem from five main issues: (1) the British battlecruisers overemphasized speed and firepower, to the detriment of protection; (2) the British method of communications was obsolete, requiring many ships to use flag or light semaphores rather than wireless; (3) British shells were poorly designed and quality control horrendous (with fault tolerances at something like 30% effective or less per batch in spite of official Admiralty test specifications, as was revealed after the debacle at Jutland); (4) the British use of more dangerous cordite propellant and an emphasis on speed over safety in reloading main guns, which permitted solitary magazine or even turret hits to cripple or sink entire ships; and (5) a dangerous malaise borne of overconfidence and entrenched interests in the British officer corps, which discouraged individual initiative on the ship level. It wouldn't really be enough to say one is strategically or tactically superior enough to the other to justify a naval tier, especially since the British crews and officers have the benefit of superior drilling and more tactical experience, and British centrally directed gunnery was far, far superior to the German decentralized turret control, but equivalency of quality and a numeric superiority for the British fleet could probably emulate the OTL situation a little better.

The Russian Empire would like to know witch is the Ottoman Empire posture towards the use of the Bosphorus strait by belligerent nations from both sides taking into account warships and merchant ships. Such strait, connecting the Black Sea with the Mediterranean is a key strategic place for both sides, so knowing your posture would help everyone to know what we can and can't do. Also to avoid any possible misunderstood.

Also, to the Kingdom of the Netherlands and the Empire of Japan, we will begin trading by January of 1915. Any other nation that wishes to grow and become rich is welcome to trade with the biggest nation this world has ever seen!

Finally, for our Italians "misled sheep", you just made a pact with the devil itself. No true Italian would ever join arms with the Austrians after all their interference to avoid the creation of an Italian nation for the past centuries. Now they call you allies and friends because they need to, if, god never allows it, the Central Powers are victorious, according to what the Austrian diplomat said, they are not sure of willingly resolve the territorial conflict in a diplomatic way.

In regards to the use of the Bosphorus Strait it will be fine for Civilian Vessels to move through the Straits freely however it could be more complicated for the use of Military vessels as several members of the Government have expressed Concern about the Possibility of the Vessels begin used to launch a sneak Attack. While it is unlikely anyone is dishonourable enough to consider using such a tactic it should be kept around as a possible Danger. It may be possible to arrange Permission for Fleets to travel through on an Individual Basis with rules for the Vessels E.G. escorted By Ottoman fleet vessels and only going through in small groups at a time. But it shouldn't partake anything major although for very large fleets which could disrupt Ottoman Merchant ships travelling to the Port of Constantinople a fee may need to be paid to cover such possible costs although it'll likely be nominal.

We thanks the Ottoman representative for such a quick response. We shall contact you whenever we think our fleets are needed to pass through there. The Russian Empire, neither any member of the Entente would never do such thing as a sneak attack. Can't say the same thing from the Central Powers, where Germany invade Belgium without warning or provocation. On a final note, we Russians shall follow Ottoman plea regarding the use of the Bosphorus strait, but, if, any is to happen to a Russian or Entente vessel under the escort of Ottoman ships, we will react accordingly the turn of events. This is not a threat, is just making things clear before anything happens, we are taking special care to how to treat things since things in Europe have gone terrible for everyone.

OOC: Ok, let's get this started, just did a bit of reading to refresh my memory on the Portuguese First Republic. I'll be playing as Afonso Costa, nicknamed "mata-frades" due to his actions against the clergy, a staunch radical republican.

We live in dark times. Our empire has suffered ever since we lost a King in Alcacer Quibir, bringing about Spanish domination and the destruction of most of our empire and power. But now, we have thrown off the shackles of the decadent monarchy, who would happily give away all our possessions to foreign powers without even receiving anything in return, such as the cession of Portuguese territories outlined in the infamous "Pink Map". Our monarchy, who fled to Brazil when the Portuguese people was fighting the Napoleonic hordes. Our monarchy, who kept Portugal as a backwards state. And now, these so called monarchists want to bring back the Monarchy, with the dreaded Bragança dynasty, but they must not be allowed to succeed! I call on every Portuguese patriot to protect our nation against the monarchist threat! We cannot go back to the barbarism and stagnation of the IV dynasty!

We have opened a new chapter for Portugal, with the implantation of the Republic. Under such an excellent regime, we avoid being subject to the whims of petty and degenerate monarchs who care more about feeding their vices than to make Portugal great, and that is what I can promise you, a government of patriots, elected by the people, utterly devoted to make Portugal great again! Our ancestors look down upon us, and they see a downtrodden people, still shackled by the Church, still hostage to the mentality of the 19th century, cultivated by our monarchs. I say we show them, and the world, what it means to be a Portuguese!

There will be hard times ahead, Europe seems to be plunging into the greatest war the world has ever seen. We must remain steadfast in defense of our nation against all threats, internal or external! We must grow strong, so that the world can respect us! Alliances with other powers are fruitless if we do not have the might to affirm our position in the world. Our colonies in Angola, Mozambique, Guinea, Goa, Timor and Macau are the finest examples of proper colonialism. Our cultural diversity and harmony are something unique, which sets us apart from other colonial powers, who repress their own population, keeping them miserable, not mixing their blood, being ignorant that it makes us stronger!

The Portuguese Republic is committed to neutrality in a possible European conflict. We value the lives and well-being of our people too much to squander it in a petty conflict triggered by the assassination of one man, which threatens to lead several nations to war. Our vocation, as described by the great Luis de Camoes, in the sublime Lusiadas, to give new worlds to the world.
