they don't need that much if the two countries are neighbours or easily accessible by sea with naval superiority ...

Unless I totally misunderstand the comic all those events are thanks to the X Resist Westernization events. Resisting Western Influences stops them for 10 years and gives -2 global RR at the cost of 2 prestige. The only reason to not take it is if you're about to modernize your military.
