I've tried using the editor and it isn't working.

Apart from the editor, I can't think of how to edit a save game.

I forgott that when the game starts all data files are copied into the save game... Changing the .csv will only affect a new game

To edit the save game file you have to do this (someone correct me if I'm wrong, please):

First and foremost, back up!

If you say that your event leaves Romano Prodi and some other guy in your cabinet, run the event, save and search their data in the save.

For new ministers:
Then you can change their names, traits and categories for the ones you wish. picture = " YYYY " is the name of the image file in the pics folder, at first I'd overwrite the file instead of writing something else
The down side is that you'll loose Prodi and the other guy

For existing ministers:
Find the replacement's ID and place it in the corresponding line, like HeadOfState = new min's ID

If by CSV you mean the excel file (MDS/db/ministers/ministers_U06.{Microsoft Office Excel Comma Separated Value File}) then I've tried that and it isn't working. Unless there is another version of that file within the save file - but again, without the editor I don't have a program to access the file ...

The save games are stored at Main Folder ->Scenarios->Save Games.

Whithin that saved game file the program stores all the data from the Excel Comma Separated Files (.csv file, like ministers.csv), so if you wanna add a minister to a game that's already running you have to edit the save instead of the original lists at ministers.csv. Each saved game has two files, a 1kb one and a larger .eug one; the later has all the data and it can be read using WordPad or NotePad (at least in my case, I have Windows XP), be warned that the files are VERY long and they have thousands of lines, so you have to be patient. All the .eug have a similar structure (I'll use a KR save file I have as an example):

Each minister has an entry like the one I posted above, for instante:

Now, you either add a new entry to the file (using a new, unused id) or you can re-write a character (using its id). The only tricky thing here are the traits, as each one has a distinctive number and I don't have the ones for HoS available. You can always go to the ministers.csv, pick an entry, see its trat and then go to the save file and find the trait's code number.

In the end, you should have something like this:

Vasanta de Lyons stood at the podium before the ecstatic crowds of Paris lining the streets of the Champs-Élysées. From his position looking out from the platform at the base of the towering obelisk in the Place de la Concorde, the new President had a good view of the columns of soldiers and armoured vehicles marching down the Avenue. Overhead, a pair of Eurofighter Typhoons from the nearby Air Base Mitterand screeched above the city as formations of Eurocopter Cougars of the 2nd Air Assault Brigade flew behind them. Hulking self propelled Artillery and the sleek Leopard 3 Tanks came driving down the streets, their barrels raised to the sky in salute. In front of them marched members of the Franco-German Brigade, and behind them marched detachments from the units deployed in Kosovo, Serbia and Montenegro. The parade was a grand spectacle as it continued back down the street with units from Portugal, Spain, Belgium, Holland, Germany and France marched in unity and harmony.

"Congratulations, Mr. President. You've done it." came the voice of Wolfgang Gerhardt. Gerhardt had been one of Vasanta's chief allies in the Senate. In fact, he had been one of Vasanta's longest friends. A firm handshake between the two was reciprocated by warm smiles.

"Vasanta de Lyons, President of the European Union." Vasanta sighed. "I still have to get used to it."

"You will Vasanta. I'll be surprised if many people call you anything else."

"I can imagine the Chancellor will."

"Schroder?" Gerhardt said half laughing. "The man's a pig who's in love with Russia. You'll need to reign him in. You can't go around denouncing Russian aggression and imperialism while Schroder makes agreements noon, night and day with them. If I were you, I'd shuffle the cabinet." he laughed.

"I've already done that, Gerhardt."

"Oh really? And where do I fit into this grand scheme of yours?" he joked as cheers erupted from the crowds, another flight of Typhoons passing overhead.

"My new Foreign Minister." Vasanta said. Wolfgang went quiet and his smile slowly faded. "Piet Hein Donner has taken over as the Minister of State Security and Max Peter Ratzel has been commissioned as the new Head of the European Intelligence Bureau. I still have to find a replacement for the Naval Office, but I've been told by Bentegeat that a debate has been raging about the doctrine of the navy." He paused for a moment, looking out at the cheering crowds, putting on a smile and giving a wave in the brief respite of their conversation. "That should be a fun little mess to sort out." he concluded.

"You're not joking, are you?" Gerhardt asked, a most grave expression on his face.

"No. I am not joking." Vasanta said slowly.

"We had agreed that I would stay in the Senate. Now you come out of the blue with this stunt? What about our plans? For Christ sake man! You are President, and I was to be your Chancellor." he said, speaking in a rather paradoxical fashion of trying to keep his voice down, and yet trying to be heard over the parade and the crowd.

"Calm down, Gerhardt. You can have your post come the next elections. Right now, I need you in my Cabinet."

Gerhardt looked off to his right for a moment, clenching his lip. A few moments passed before he gave in. A sigh and a turn of his head signaled his return to the conversation.

"What do you need me to do?"

"As Foreign Minister you will be invaluable to me in the new Cabinet. We need to take control of it from Schroder. We cannot afford to be divided while the Russians are threatening the world with god knows who they're friends with."

The men paused for a moment as the oncoming column of troops saluted and then split at the fork in front of them, marching around the platform to rejoin and continue the route behind them.

"I need you to get to Peter Sruck. Get him on our side. If we secure him, then Schroder is powerless on the domestic front."

"And then?"

"And then we revise the constitution." Vasanta said very calmly, smiling slightly at Gerhardt as he continued his review of the troops.

Please remember that this is not an interactive AAR.

The extent of interactivity is limited to choosing a President.

I also, for that reason cannot mod a reader into the cabinet or story *cough* Aliasing *cough*.

So yeah, just keep this is in mind guys. I've spoken with the mods and I'll restate it here that this is not, and will not become an interactive AAR.

Sorry if I have just shattered anyone's hopes, but that is that.

*Switching from parliamentary to presidential
*Turning the Chancellor into a figure head, merely voicing the Senate in the Government
*A mandate to kick Russian arse :D
