Well, if they are empty (actually a little oil remains in the tanks), the tanks could be filled with fumes (unless some kind of ventilation is running), which could make them quite explosive.

Tankers don't travel like that. The tanks are either filled with cargo or inert gas, unless they're being inspected, in which case they're filled with normal air.
