Citizens of the Serenissima Repubblica, hear the final judgement of the Terribile Supremo Tribunale,

On the charge of high treason sustained against Count Carmagnola, former general of the Repubblica, the Supremo Terribile Tribunale,

Considering that witnesses, not one but several, each of them as trustful as can be, have testimonied that the extended duration of the wars, not only against Visconti's Milanese state, but also against the so-called Byzantine Empire, was the result of the direct orders of the fore-mentionned Count Carmagnola,

Considering that such a behaviour of freeing the prisoners without any guarantee, is a behaviour of the past ; that the Repubblica has turned itself to the future, and does not take delight in obsolete ways ; that the said released prisoners immediately took back the arms against us, persevering in the service of tyranny ; that such an act was helping the Repubblica's enemy, late Visconti of Milano, to whom the accused person was previously personnally engaged as land-holder ; that late Visconti did not deprive fore-mentionned Count Carmagnola from his lands and titles,

Considering that the war against the greek despots of Morea could have been ended half-a-year earlier than it did ; that during all this time, the fore-mentionned Count Carmagnola took his quarters far from the field of battle ; that such an act, meaning stepping away from an undersized enemy, is both an act of cowardice and a proof of tactical ineptness,

Considering that the Serenissima Repubblica's soldiers should show loyalty to the Repubblica, bravery in the face of danger and outstanding tactical skills ; that such loyalty, bravery and skills should be raised and supported by the example given by their officers ; that the accused person was found lacking in all three,

Considering that the inner feeling of the majority of the Magistrates is that the accused person was faulty in his duties,

Considering that the only penalty for this most heinous crime of high treason against the interests of the Serenissima Repubblica is the penalty of death,

Decides, in soul and consciousness, that the accused person is found guilty of the crime of high treason, and as such is condemned to the penalty of death,

Considering that the infamy of the crime of high treason is incompatible with the highest ideals of the nobility,

Considering that the Serenissima Repubblica is to be assimilated to the Pater Patriae, that the heinous crime of high treason is to be assimilated to the murder of the father ; that such an act puts the convict in contradiction to the Sacred Faith,

Decides that the convict is stripped of all noble titles, that his holdings and possessions are to be confiscated, that the sentence of death will be executed by mere hanging, that his body will be burned and the ashes, scattered.

On the charge of high treason sustained against Doge Francesco Foscari, the Supremo Terribile Tribunale,

Considering that the Senate endorsed the hiring of the fore-mentionned Count Carmagnola ; that the responsibility of one should not extend to the act of others, except when specifically stated,

Considering that the Doge Foscarini faithfully reported all accounts of bad behaviour on the part of Count Carmagnola, through the services of the most loyal servant of the Serenissima Repubblica, signor Fodoroni,

Considering that, as previously said, the Senate endorsed, and even suggested, the hiring of the fore-mentionned Count Carmagnola ; that our office, the Supremo Terribile Tribunale, has not the competency of judging the Senate ; that it is our belief that such separation of the Powers will, in the times to come, be recognized as the basis of true democracy,

Considering that what the Senate decides, is not in the power of the Tribunale to outdo ; that prosecuting against a man who was respecting the Senate's decision, be it a simple citizen or the Doge himself, would be both discriminatory and unwise,

Considering that war, as well as peace, is a question of politics ; that this Tribunale should not, in the name of the separation of the Powers, be responsible of the trial of politic matters ; that politics is the realm of the Senate and of the Doge,

Decides that all all charges against Francesco Foscari, Doge of the Serenissima Repubblica, Arm of the Senate, are to be dropped, and his reputation and fame restored,

Advises that, in the times to come, the Senate handles itself all matters of politics,

Written and proclaimed this day, in the city of Veneto, under the guidance of St-Mark,
On the behalf of the Supremo Terribile Tribunale of the Serenissima Repubblica,
Prime Inquisitor Lawkeeper Dandolo, Il Rosso

PS : sorry for the delay. A virus indeed, but a biological virus, not a virtual one. In my state of late days, I would have made blunders the size of houses in the writing of posts and advices.

Very good posts by all. I hope that the trial post in the senate (now updated) has captured the liveliness of this most interesting trial. Now lets our serene Doge speak:

Noble Senators,

It has come to our attention through the reports from Pietro Almerio, our Balio in Nauplia, that the new Archon (Duke) of Athens, Nerio II, from the Fiorentine Acciaioli, is far from being secure in his throne. His ongoing war with Cyprus has made him unpopular with his greek subjects and some are asking help from the Sultan of the Turks Murad II. The information appears to be reliable since Almerio is having an affair with Nerio's wife. Apparently Nerio is willing to turn the Duchy over to his brother Antonio. This opens the opportunity of incorporating the Duchy of Athens into the growing splendor of our Serenissima Repubblica as it was before under our control between 1395 and 1402. According to Almerio, after 1439, when the war with Cyprus would surely have finished and the 20th anniversary of their vassalage to us is passed, Nerio's wife will convince him to surrender Hellas and Morea to Venice, in exchange for the hefty sum of 33D in personal gifts and the title of Lord of Thebes and associated lands.

I personally don't see any negative side to this operation. We already hold an internationally recognized claim to those provinces, and we would be accepted by the local population. Surely we can do a better job of defending those lands from their neighbors Albania and Ottoman Empire. I therefore ask permission from the senate to officially request the incorporation of Hellas and Morea to our growing empire.

I assume this is not a vote since you didn't phrase it that way.

It is with much joy that I agree with my esteemed colleague Senator Norrefeldt. Not only does this allow us to grow larger, but allows us to be in a better position to deal with the infidel. At the same time, my family's ties to Cyprus would be strengthened and that, in turn, allows us to look to a future where we have incorporated the islands also.

But let us be wise and prepare. Such a statement of strength will certainly draw the attention of the Ottomans and their allies in Albania and elsewhere. We should be fully at strength with our army and navy, ready to respond should our annexation be opposed by force.

Let us move forward! Carlo Cornero

Respected Senators,

We should, by all means, incorporate the lands of Athens if they are indeed willing.

I also must say that we should not shy away from gaining slavonic lands. As we have assumed the mantle of the Roman Empire, we have a responsibilty to liberate our fellow Christians, even though they may be schismatics, from the rule of the heathen Turks. Also, these lands will provide us needed manpower, and give us a direct land connection to the east (this is important both for tactical military reasons, and to give us more flexibility on our naval/land policies).

Your Servant,

Senator Arturo Ernesto Gandolfi

I have played the years 1436-1440. There is a slight offset between the 5 yearly reports and the game chunks due to having stopped the game for events, and not wanting to play for just a couple of years (random events don't take place, etc) I'll try to correct it soon.

The summaries for the years 1436-1438 were added to the corresponding post.
The report for Dec. 1438 is the next post.
Below are the summaries for the years 1439 and 1440.

The Doge's speech with all the pics is in the "Il Senato..." AAR. It contains the random events that happened, and the main news. In this case Athens accepted our proposal for annexion.

[size=+1]Election 10. 1439-1449 International Situation[/size]

This election is to orient the work of our diplomats and advance our goals. State as many countries as you want that we should befriend or attack according to the following categories.

1. Dear Friends. Countries that we should try to ally (or keep in the alliance), marry and get military access with. Look in the report for CBs and current relationships.

2. Friends. Countries that we want to keep good relationships and marry, but we don't want in our alliance.

3. Adversaries. Countries that we would like to hit if the conditions are right, but are not currently direct targets. Military access is not out of the question since we don't plan to DoW them but could find at war with them.

4. Enemies. Countries that we should get at war with, if the conditions are right. This should include countries that are not strictely enemies, but that we could take a province or annex to pursue long term goals.

5. Warmonger clause. Enter (War) if you believe we should declare war under the right circumstances in this period to advance our goals. Enter (Peace) if you believe we should remain at peace during this period, unless attacked. Voting W does not mean we will go to war, it means we will not let a good oportunity of declaring war to a ripe target escape. Such opportunity may not present itself.

Remember that this is an important election, since events are possible that could grant us a CB depending on our choice, or a temporary CB could come along and your choices will let me know what the senate wants. As a general rule I will not DoW without a CB, and I will not DoW countries outside 3) or 4) even if CB, and I will not DoW if 5) Peace. As always, special circumstancies will be brought to the senate for discussion. There is a senatorial request to follow the situation in Kerch and Alexandria.

Result:

1) Dear Friends: Tuscany (5/5), Modena (4/5), Cyprus (3/5)
2) Friends (they get votes carried over from 1): The Knights (5/5), Naples (4/5), Austria (3/5), Aragon (3/5)
3) Adversaries (they get votes carried over from 4): Genoa (5/5), Papal States (3/5), Tyrol (3/5)
4) Enemies: Ottoman Empire (5/5), Albania (4/5)
5) War (3/5)

COMMENTS: The war party has raised to power in the Council of Ten. If a suitable occasion presents (casus belli and good military conditions), we would declare war to any country that is in the 3) or 4) categories.

Well done noble Doge! This is good news indeed. Not only have we secured the Straights and strengthened our position in Constantinople, we see the chaos in our stronger enemies to our east. The more confused our potential enemies, the better for us, as I see it!

We should be prepared at a moment for action around us. To those who feel as if further Balkan advance is unwarranted, I would offer this observation. Currently, our manpower remains low (7000 at last count). It would be nigh impossible for us to raise an army of any consequence beyond our current levels in order to either meet an enemy or advance our causes. Yet, with the addition of further land around us, while the tax revenue might be small, we would see our ability to sustain a larger army ours.

I don't suggest a larger army simply to be warmongering amoung the nations, but history has clearly shown us that a projection of strength is the best way to maintain peace. I would wish for our descendants in centuries to come to be able to maintain decades of peace because they had an army that others feared.

Thus, I say to us to keep our gaze fixed on the area surrounding us--the Balkans. Not only do we have need of the land bridge that gaining Albania would bring us, but we see that the rest of the area remains in turmoil through poor government. Lest we forget, the Turk remains a power surrounding us and it would not be too hard to see a moment when he attacks Hungary (now in rebellion) or Wallacia to grow further north.

Yes, Egypt looks interesting and Genoa has long been our enemy, but do not allow your greed for trade to blind you to the power that is Islam. While I do not wish to see the infidel in Europe, neither am I eager for us to waste time and energy in the land of the infidel. Have you forgotten the wasted years of the Crusades? Over time, it was the Christians who banished the peaceful Saladin and unleashed the viscious Baybers, who merely responded with evil with evil, murdered muslims for murdered Christians. We do NOT need to waste time in Egypt. Our merchants can accomplish what we need there and we would not need to waste money attempting the vain pursuit of pacifying a rebellious province!

2. Naples, Papal States, Switzerland, Austria, Aragon, Lithuania, The Knights
3. Tryol, Hungary, Genoa
4. OE, Albania

[size=+1]Election 11. 1444-1469 Research investments and minting policies[/size]

This election deals with the budget window and all its options. The rest of the economic policies and priorities will be voted in 1469, until then the previous ones are still valid.

1. Peacetime research

Stablish the ideal position of the sliders according to you during peace time in percentages. For example:
1. L 10%, N 10%, T 20%, P 60%
The results will be averaged to voters not to % (i.e. three votes for a 0% versus one for 100% for Land will result in 0%, not 25%).

The example given is what we invested the first 25 years, advancing Land from 1 to 2+6%, Naval from 2 to 2+45%, Trade from 3 to 3+8%, and Production from 2 to 2+62%.

2. Stability

Our current stability is +2 and it takes two years to raise on its own. State when should we direct our investment into the stability slider

A. Never
B. When we are at X stability or lower and until we reach Y stability

For example:
2. B from -1 to +2

3. Minting
Our current inflation is 3.0%. We have 105D.
State your advise over the following aspects for the next 25 years, if you answer yes to several, order them by preference:

A. Mint for general expenses (merchants, armies)
B. Mint to maintain a 200D reserve fund
C. Mint for a FAA
D. Mint to start converting orthodox provinces
E. Recommended mint limit

So, for example, an answer would be:
3. A No, B yes, C yes, D yes, E 7%, C>B>D
This would be interpreted as 100% minting at some point up to 7%. Once enough money build a FAA, with the rest of the money over the 200D reserve fund attempt conversions. Location of manus will be discussed separately. If you don't think we should mint, just answer no to A-D, then all those expenses would be obtained through saving from census taxes.

4. War taxes

A. Never
B. Once per war
C. Only if in economical trouble or to avoid having to take a loan
D. Other, specify

Result:

1) if majority of 0% or 100% votes, no average is calculated for that category. Trade (5/7), Land (4/7) and Naval (4/7) had majority of 0%, so no investment allocated to them.
L 0%
N 0%
T 0%
I 100%

2) We should invest on stability when we are at stability 0 or lower, until we raise to stability +2 (preferibly on November)

3) Minting was aproved (4/7) for the construction of a FAA, and the limit for inflation was set at 6%. We will attempt it when the money that we can obtain from minting and the cost of the FAA more or less matches, we are at peace and we have enough money for merchants. When I get the money we will discuss the location.

4) No war taxes were allowed unless really, really desperate (I guess I must stop asking this. This answer is probably good for the rest of the game, since we are richer every year).

2. B from -1 to +1
3. A. Yes, B. No, C. No, D. No, E 5%
4. Never, unless we face losing war

I believe we need to expand our alliance. Switzerland appears to be available.
We should also try to vassalize Modena, with a view to eventual annexation.

Choose whichever looks fine to you here.
Currently we have Dandolo, Mocenigo, Gandolfi, Barbarigo, Cornaro and Moro, but in Venice many people were related, and all families had different branches, some richer, some poorer. So different senators can belong to the same family. In my role as the Doge, I belong to the family that corresponds, and you can expect me to be partial to my family members, since in those days nepotism was the rule :D

Note to all: Being close to Christmas, some of us will have less and less time to participate. So invoking the rule of the five votes minimum, elections will be open for as long as necessary to continue being democratic. I don't mind if the AAR sort of hibernates until January, but if enough people keeps contributing we will continue at a slower pace. I want to thank all the participants so far for making this AAR theirs, and invite all the readers to join into the fun.

Merry Christmas to all players of EU2, and may peace be upon earth, but not upon our computers ;)

Senators;
I have had matters to attend to at my lavoro residenza, which explains my absence in the halls of the senate. I trust, however, that my esteemed colleagues are able to guide our republic while I handle more earthly matters. Forget not that at the end of the day, such laborious work lays the foundation for our bold exercises here in the senate.

As I have been away from international politics for a while, for the moment I abstain from voting in election 10, other than voicing a general recommendation to be very careful with warmongering. When sitting here, working in this impressive environment, witnessing the glory of our republic at its very heart, it is easy to become hasty - to leap after every chance of a potentially glorious war. But as my father (dead of old age before my birth) used to say, haste makes waste. Before making new wars, the old winnings must be consolidated and we must have a realistic plan to win not only the war, but also the peace. I am sure that my skilled fellow senators understand these necessities.

Now for election 11, where I feel more at home, on account of it being similar to my duties performed at the lavoro residenza.

Election 11

1. L 0%, N 25%, T 0%, P 75%
2. B. When we are at 0 stability or lower until we reach +1 stability
3. A No, B No, C Yes, D Yes, E 6%, C>D
4. D; unless defeat is certain if war taxes are not raised.

Senators, honorable Doge!
My view is well known by now, we should take Kerch from Genoa. That's the richest place by far that is available to us. Alexandria is of course a pearl beyond price, but I fear the Mameluke armies and the desert heat is too much for us. Other Ottoman controlled Greek provinces would also be great additions. Albania is very poor and the people there hostile and of such different nature, compared to Italians and Greeks, that they will not give us a better recruitment base than what we have now. Ownership of Albania would be a grindstone around our neck finansially and if we should find ourselves at war with them we should only try to make them our vassals. We are a naval oriented state, and the land connection to Hellas isn't needed.

Thanks for your attention,
Senator Barbarigo

As a stranger hardly writing italian (not at all in fact :D , neither latin: I've left school for far too long now :( ), and as a poor leader, I shall not interfere in ze conduct of ze Serenissima Republic.

I just wanted to point out zat manpower seems ze major difficulty, boss for safety of ze state and furzer expantion. I'm not sure ze army's strong enough to fight ze Turks yet, so ze taking of ozer greek provinces might be difficult. So ze bonus from Albania, while tiny, seems ze only easy shot.

Oh, and you should go warry, for we have rich mines, full wiz metals zat an inquisitor might want to smuggle... erm, to trade ;) Hoops, sorry mister Dan... erm, yes, just: Mystère. :D

(I really don't know if I'm going to put further posts into this, especially cause I suck both at english and EU2, but if you have clues about spelling french accent... Aye coulde véry ouelle spelle it dayrectely wiz franche vraytinegue, beute zis mayte not bi heundèrstandèbeul tou éveuryouanne. And it iz véry longue tou vrayte  ).

I advice the doge Francesco Foscarini to do the following:

Code:
Election 11
1. Peace time research: P 100%
2. Stability: from -1 to +1
3. Minting: A. no B. no C. yes D. yes E. 5%, c > D
4. War taxes never

Senator Barbarigo also welcomes all new senators here. *bows*
