The treaty of Mexico City is a triumph for all actors. For the French Empire; as Napoleon III proved once more to be an accomplished diplomat. Once more, he didn't listen to the sirens that wanted him to spill blood and tried to find the best agreement. French sailors have been attacked mercilessly and this affair will forever taint the plumage of the American eagle. However, spilling more blood wouldn't have made their orphans and widows happier, neither would it have brought them back. Now, these families struck by fate will have enough money to live in decency, and that is a good thing. The Emperor was right all these years ago, the Empire is peace indeed.
It is great news for the United States of America too, since a French intervention would only have made the current civil war bloodier. President Lincoln took harsh actions that probably weren't wise, but he took responsibility and stood down. That is a good thing, as a ruler has to be prepared to face the consequences of his deeds. America could have tried to spread the conflict to Europe, yet the Americans understood that they had to make up for the damage they have caused and they honourably accepted to compensate the ones who suffered the most last year. The Americans gave the best example they could have brought us; if the eagle brandishes arrows, it also values the olive branch.

Mexico is triumphant too, as our role has been capital in bringing peace to earth; and we can only hope that the results achieved in Mexico City and all over the country will spread on the globe.

The Emancipation Proclamation


As the harsh winds of the cold Winter of 1864 lashed at the Army of Tennessee, a meeting was called between the General Officers of that Army. With the loss of General Albert Sydney Johnston, command was passed to General Nathan Beford Forrest, a former slave trader, as well as slave owner. One of the army's most skilled commanders was General Patrick Cleburne, an Irish man, who came to the United States when the Irish were suffering from the potato blights, which caused the famines, and showed no hope for the former British soldier. He made his home in Arkansas, and was a leading citizen in his hometown. When the war broke out, he quickly took up arms in defense of his adopted homeland. After long, bloody years of fighting, and the first real dire setbacks, the Army of Tennessee was pushed from the gates of the Ohio River, all the way to Chattanooga, mostly under the offensive power of General Grant's armies, which had been reinforced by black men, as well as anti-slavery zealots who were motivated by the possible thought of emancipation in the United States.

But now, it was Cleburne, speaking to a meeting of the officers of the Army of Tennessee, who proposed an idea, so radical, so extreme, that it caused a very large commotion when the proposal was finished. General Forrest refused to forward the message to the Confederate Government in Richmond, while several commanders demanded that Cleburne be removed from any type of command due to his proposal. It wasn't long before a group of anti-Cleburne commanders mustered together a response to his proposal, and it was forwarded to Richmond.

When President Davis received the letter, he was shocked, and astounded, at the news it gave him. He sent for an emergency ship to bring him General Robert E. Lee with the most possible haste, as he was currently commanding the Army of Northern Virginia in Annapolis, Maryland, which, under dubious circumstances, declared secession from the United States and entered into the Confederate States. General Lee arrived in Richmond on January 28th, and after a day with his family, he met with President Davis.

The content of the meeting was unknown, but many, to this day, believe that Robert E. Lee made the passionate case for President Davis to issue what would forever be known as the "Emancipation Proclamation". The text of which is read below;

BY THE PRESIDENT OF THE CONFEDERATE STATES OF AMERICA

Whereas, on February 3rd, the Year of Our Lord Eighteen Hundred and Sixty Four, a Proclamation was Issued by the President of the Confederate States of America, containing the following;

"That on the First Day of March, in the Year of our Lord Eighteen Hundred and Sixty Four, all Male Slaves between the ages of eighteen and twenty-five may hereby enlist into the Confederate Army, and whereas having served for an unbroken period of Six Years, shall be granted the Freedom from Bondage, and all Rights as a Free Man of Colour inside the Confederate States of America."

"For Serving, all Male Slaves shall have their Wives and Children set Free from Bondage, with no Legal claims by any Slave Holder on their continued servitude to their former Masters, for reward for Service in the Army of the Confederate States of America. All Male Slaves who shall volunteer for their Freedom shall see their Wives and their Children instantly, and be given the Wages amounting to one fourth of that of a Confederate Soldier."

"In recognition of the Rights of all Southern Citizens to hold Slaves, that any Slave Owner who sees their Male Slave serve in the Confederate States Army shall receive three fourths of the Pay of a Confederate Soldier, and shall receive, Instantly and with the Good Faith of the Banks of Europe and the Confederate States, a Sum of Money to be paid for the Loss of any Slaves"

"Now, therefore I, Jefferson Davis, as President of the Confederate States, with the powers vested in me as Commander-in-Chief of the Armed Forces, as well as the President of the Confederate States, do declare this Proclamation with the Knowledge of the Necessity of the Survival of the Southern Republic, and proclaim the Army of the Confederate States of America shall adopt this policy immediately.

The impact of the emancipation was also immediate. Confederate enrollment rates skyrocketed, causing the depleted ranks of the Army of Richmond to fill up with soldiers of the Confederate States Coloured Troops (C.S.C.T.), who flocked to the Confederate Government, seeing it as their once chance of escaping Slavery. Of the three million, nine hundred thousand slaves in the Confederate States, an astonishing one hundred thousand signed up for service within the first few months. Stories from Northern Virginia, Maryland, and Tennessee lead many Southern slave holders, who were compensated by a very large amount, to be docile at this move, knowing that, should they have the choice between Slavery and Independence, they shall opt for Independence. Regardless, the massive amounts of money spent for Emancipation came chiefly from British and French Banks, which no longer had a large obstacle to lending large amounts of money to the Confederacy.

While the Confederate Economy, that had been propped up by slavery with the loss of a large amount of the working-age white population, was still functioning, the loss of the slave population threatened what little growth it still had. Many projected that, if it not be for the trade the Confederacy enjoyed with Europe, that the entire economy would experience a systematic collapse due to the lack of a viable workforce, and more leaving each and every day. The Confederate States Coloured Troops quickly became the fastest growing part o the Confederate Army, as new regiments were deployed to the Army of Tennessee, the Army of Richmond, and the Army of Northern Virginia as they came in. Only a little discontent at their presence was felt across the nation, with very few, if any, Confederate Soldiers deserting the Army. At home, however, many in the Deep South were opposed to this move, and much of the support for the government dropped there, and discontent was large. However, the threat of a foreign invader still kept them at bay.

The Emancipation Proclamation, which hypothetically offered freedom to any and all Slaves within the Confederate States, showed to the nations of the world that the Confederate States, above all, was interested in not the ownership of another man, not the right to subjugate someone, but the integral right of any nation, to assert her Independence, and to govern her people how they wished to govern. It was said in many European circles that, "All the Confederate States wishes is her Independence, and She seems willing to Sacrifice it All to gain it."

The Kingdom of Hannover would like to issue an apology to Prussia regarding the recent events. Although we did not had any notice of such documents being held in our embassy and cannot understand how the individuals possessing such plans could have been working for us, we won´t deny that it is our responsability to watch over our own diplomatic establishments, and thus will take immediate measures to ensure that such events don´t get repeated.

Events of the World: 1864


Europe

In the House of Commons, the Liberal Majority begins a massive series of reforms, the most important of which was the Male Suffrage Act of 1864, which extended the right to vote to all male heads of the household who own or rent and property within the United Kingdom. The swell of public support and international prestige reflected greatly upon the United Kingdom, as many men were welcoming of this change.

The second major bill coming from the House of Commons was the massive construction and funding of a large series of Canals, which would snake across the British Isles, helping to further growth and expansion of the country. Many of these canals were built in order to facilitate the industrial expansion. The entire project was planned to take a few years, but the benefits showed to be almost immediately evident by the end of the year.

In France, Emperor Napoleon III orders that the French system of Conscription should be reformed, and instead he looked towards Prussia to begin reforming the system. This was met with extremely heavy resistance by many in the French Military. They seemed to think that the Emperor himself was looking to make France like Prussia, instead of like France. The refused any and all further changes to the French Military, saying that should the Emperor want to become a Prussian, they shall leave an opening for him into the Prussian Rhineland.

The Emperor, reeling from this setback from his Military Leadership, accepts their demands, and instead moves to try and ensure the entire military has the equipment they wanted. Massive orders are put in across France’s industrial centres, to churn out weapons for the military. Such a massive surge of weapons were requested, that some orders were put into British and Belgian manufacturers, helping to speed up the process.

Attempts by the Spanish Government to improve the management of the new taxation system seemed to end in complete failure. Thousands of men are hired to help the Government, and many of them had very large salaries, many of which they decided to be tax exempt. The massive amount of corruption made government costs skyrocket.

French and British experts on railroads were invited to the Kingdom of Spain, which had full plans to allow these experts to begin construction, and to teach Spanish Engineers how to efficiently lay down these railways. A small line in Madrid was completed in 1864, while plans for a nationwide railway network was also planned, which would allow the Spanish to begin construction shortly.

Across Spain, the sound of construction was the norm in many cities and large towns. Compulsory education was adopted by the government in Madrid, forcing many kids into schools so that they may learn what the government deemed to be the most important things in life. Education was required up to the age of thirteen, and no costs were spared for this project.

With the help of some British Naval Officers, which the Belgian Government hired in 1864, the Navy of Belgium began a reorganisation effort, aimed at helping the navy better achieve naval superiority in their own home waters, simply as a method of defense.

After a long meeting in Brussels, which ended with a large debate in the Belgian Parliament. It culminated with a new national plan, which allowed for businesses and foreign investors to enjoy a new, lower tax rate on their goods and the services they provide. This does help to bring more growth to the Kingdom, but with reduced income.

Along with the recent ideas of lowering taxes, money was invested into having the government undergo a restructure of the Taxing Authorities, allowing them to be more efficient, and collecting more per year then they had before.

The Mexicans amass a large delegation to Europe in attempts at attracting more immigrants to Mexico. The delegates spread across the continent, mostly to the Netherlands, where they try and show that the recent Austrian default caused many of them problems, and that the United States is unstable, while Mexico stood as the area of peace and stability in the Americans. Dutch merchants and bankers, who had seen their money suddenly vanish from the Austrians, do begin to immigrate to the Netherlands. Many citizens in the hard-hit areas of Austria, Hungary and Galicia, also begin to move to Mexico. Immigrant communities begin to pop up across Mexico, as it brings in a record amount of people each year.

The Kingdom of the Netherlands, looking to recover from their losses by the Austrian Default, decide to register much of the debt previously defaulted on through banks in London and Paris. The paperwork done, and the loans put through, no one could tell the difference between a legitimate British-bought bond or a Dutch-bought bond. No interest was still registered, but the Austrian Empire suddenly saw itself saddled with even more debt than it had before. In conjunction with this, the Netherlands suspended all payments of their own debt that Austria held, cutting off just another precious source of income for the Austrians.

Immigration to the Netherlands was promoted, even with the Mexican campaign of moving people to Mexico, and the Dutch sent many people into Prussia and Russia, as well as Austria, looking to promote the Netherlands as a place of security and safety, especially amongst the Jewish community. Thousands of Jews in Prussia, Russia, and Austria soon began to leave and move to Amsterdam, which had removed discriminatory laws based on race and religion, and it seemed like an excellent place for them to settle in.

In the city of Hanover, an alliance between the Kingdom of Denmark and the Kingdom of Hanover is signed, which was on the basis of defense. Both Kingdoms would march to war in defense of each other should the situation call for it.

The University of Hanover is expanded with new construction, and more money is invested into it, in order to try and improve the quality of the education it gave out. With new classrooms, and better funded professors, education quality soon improved in Hanover.

Attempts by the Hanoverian Monarchy to establish newspapers across the country to help raise their own support, it has nearly no readers due to the overwhelmingly pro-Monarchy bias it has, much of it is propaganda and it has no news.

In Berlin, a meeting of many leaders in Northern Germany met under the pretense of creating stronger bonds and stronger ties between them all. The first snub was the refusal of Hannover, Oldenburg, and Bremen to appear at the conference, which began to sour their already strained relations. Prussia began to move the discussions forward towards the idea of integration and promoting Prussia's role as protector and defender of Northern Germany. While many of the nations did move towards Prussia, a conflict between Holstein, which wanted further integration with the German Confederation, and between Denmark, which wanted to administer it as a full province, began to boil over. The March Constitution was passed in Denmark, which looked to annex the Duchy of Holstein and the Duchy of Schleswig directly into Denmark. Tensions between the German Confederation and the Kingdom of Denmark flared up as Danish soldiers marched through Schleswig and Holstein.

With the tensions rising between Denmark and the German Confederation, the Prussian General Staff was enlarged and expanded to have permanent departments on military geography, logistics, and long-term planning. Several offices were set up, and military academies tapped. Few thought that they could get this project up and running so quickly, but they were soon proven to be wrong, as the Prussian General Staff quickly got to work on these projects, and the information would prove invaluable to the Prussian Army.

The Prussian Government authorises the subsidisation of several railroads across the nation, mostly due to the personal will of Bismarck, who deemed it necessary that the bond between civilian railroads and military railroads be linked and unified, allowing for a seamless and concise transportation of men and good around the country should it be needed. This general advancement was also projected to help the Prussian Conscription system, improving it beyond the levels of which it had been at already.

The Treaty of Venice is signed between the Kingdom of Italy and the Austrian Empire. In this Treaty, the Italians were simply given the Duchy of Venetia from the Austrians, under the stipulation that Italy assumed some of the Austrian debt. Many of the loans that were passed off to the Italian Government were held by Hungarians and Poles, many of whom decided that it would not be worth to pursue them any further, accepting their losses. In Italy, the news of Italian land coming home and entering into union with Italy spurned a massive period of growth and stability, saying that Italy will continue to forge forward, claiming her place in the world. In Austria, however, the reaction was much worse. People saw this as a desperate move by the Emperor, and suddenly, if Venice was given away to the Italians, then Hungary had its own, integral right to independence as well. In the Hungarian Capital of Pest, rousing speeches were made about independence, and a vote was to be held in the Hungarian Diet for independence. Imperial soldiers in Pest were killed by Hungarian rioters, who established a de-facto control over the city.

With Venezia being an integral part of the Italian Kingdom, and unification, besides Rome, now complete in the eyes of most Italians, the Government issues a Standardisation Act for Italian Railroads, bringing about a massive change in the railroads of the nation, as many of them were changed, new engines purchased, and older ones sold, all to accommodate a single, unified railway system.

In Rome, the marriage between Isabella, Princess Imperial of Brazil and Archduke Karl Ludwig is held, a grand ceremony, overseen by the Pope himself. Isabella, the Princess and heir apparent of the Empire of Brazil, opts to stay in Austria with her new Husband. The costs of such a marriage were immense, and it was paid by the Brazilian Crown, which had to rapidly sell off land in Brazil in order to pay for it. Many thought that the Brazilian Emperor was broke, and had to siphon off funds from the state to pay for such a lavish wedding. The Austrians simply didn’t pay due to their crisis, and the entire bill was left with Brazil. This, along with the fact that their Princess was not coming home, lead many in Brazil to be angry at the Monarchy for doing such an action.

In the Papal States, the preparations for the Vatican Council finished ahead of schedule and under budget, much to the pleasure of the Pope and the Curia, and the bustle makes the whole of Rome much more lively and energetic.

Later, the Pope donated a large amount of his personal wealth, and the Curia followed suit. This money went towards eliminating the homeless problem in Rome and setting up shelters for them to live in. Due to the astounding wealth of the Church, this goes over extremely well, as the homeless, now with more access to better resources, are more likely to get jobs and less likely to contract diseases.

In Switzerland, the Swiss National Guard once again is enforced, with compulsory conscription being the norm for its manpower. The ages would be set at eighteen to forty, but the training exercises that would be conducted every two months are still a major source of contention between the citizens and the Government, and they vote to ignore that part. It was instead replaced with a system that would require training once every six months for four days. This new change allowed a very large, very trained force of conscripts in the country.

The Swiss Central Bank is given more money, and by the end of 1864, Switzerland begins to issue loans to other nations, placing itself among the nations of the world that had a strong and stable economy enough to lend out money and buy other nation’s loans.

Botanical Gardens are opened in the Swiss National Zoo, using much of the flora they retrieved from across the world. It is a magnificent garden, one of the best in the world, rivaled by none. Many travel to Switzerland to see these gardens, helping the Swiss economy due to these travelers.

Emperor Franz Joseph, seeing the chaos unfolding in his own empire, hopes to bring about a sense of National Unity, begins to tour some parts of the nation, meeting with the regional governments and giving speeches to call for support. His is widely and warmingly received in Galicia, as the Sejm passed a resolution, calling the Austrian Monarchy the true Ruler of Galicia. With the Hungarian situation becoming more and more dire for the Habsburg Monarchy, the support of the Polish was greatly received. The Emperor declined to travel to any other place than Galicia and Bohemia, saying that the current situation did not allow safe travel due to the rebels.

The Treaty of London was ratified between the United Kingdom, Prussia, the French Empire, and Austria, in which a general agreement was made that the Austrian Empire would cease payments upon debt for a period of three years, in an effort to try and ensure it remained solvent. One of the stipulations was that the Austrians decommission some of their navy. All of the large Ships of the Line, as well as most frigates that were held under Sail were removed from service. A group of Hungarians, however, had more sinister ideas, and a few admirals made it known that they were to be scuttled and sunk, not just decommissioned. Before the Imperial Government in Wien could intervene, these ships were sent to the bottom of the Adriatic.

Along with the Hungarians in Pest, demonstrations in Zagreb against the Austrian government ran rampant. They had been told they would be given their own parliament, and separated from Hungary, only to be forced by Austrians back into subjugation. Several powerful and influential elites in the area pledged loyalty against the Austrians, saying that it was now time for independence, from both Austria and Hungary. Several garrisons were seized, as the revolt spread throughout the city and into the countryside.

The King of Bavaria has spent so much time outside of Bavaria itself, that it leads many people to think he is no longer fit to rule Bavaria itself, much less an idea of any unified state. A small rebellion is put down by the Army, as King Maximilian II is forced to return from his tour of Saxony to ensure that the rest of the Kingdom doesn’t revolt away from him.

The Bavarian Parliament, tasked with trying to help handle the debt that had, makes a breakthrough in negotiations with their creditors, allowing them to forgive some of the debt, and at the same time lowering their interest rates. It is a huge positive for the country, which now owes less, and pays less each year.

The Swedish Government in Stockholm, noticing that for the past few years, expenses have been mounting up, with the government falling behind in both debt payments and yearly income. To help remedy this situation, the Swedish Government began to raise some taxes across the nation, as well as raise some of the tariffs slightly to ensure that a positive balance was achieved by the end of the year. Some trade decreases, and a few people protest this change, but all of the Swedish government’s obligations were met in 1864.

The Swedish National Bank, the Bank of the Estates of the Realm, spend a successful year in many talks with Swedish investors and other Swedish banks, in which the interest rate that was set by them when loans were first taken out was to be decreased, under the stipulation that the Government also worked towards reforming the banking system so that their would be less restrictions placed upon them. These changes would be promised later in the decade, with the interest rates being lowered immediately.

A group of Swedish miners begin to invest into new methods of mining, as well as attempting to reach resources farther in the North. When the government began to hear of this, they decided it was prudent to invest into such an operation, and quickly move the mass of bureaucracy and government control into the area. Some new mines are set up, bust mostly the morass of the Swedish government, which simply threw money at the issue, complicated the matters to a large extent.

In the Russian Empire, talks between wealthy Russian capitalists break down entirely as the Government asks them to both invest their money into Moscow and St. Petersburg, and to give them a lower interest rate for the debt they hold. After constant demands by the government, they simply decide to hike the interest rates on all Russian debt, tripling it, with the government powerless to stop it.

Russian administration begins to extend eastwards towards Siberia, slow, but several towns on the eastern slopes of the Urals are under full and effective administration from St. Petersburg. The extension of Russian administration is slow, but soon, much of the Siberian wastes, where significant population centres are anyway, have a full connection with St. Petersburg, and are following all Russian Laws.

The St. Petersburg-Moscow Railway is slated for an expansion in 1864, as Russian Engineers begin to map out of design an extension to Smolensk. Several corps of Army Engineers estimate that the construction time will take at least two years, and the costs would be immense.

Balkans/Near East

Attempts to foster a feeling of unity and reunification with their fellow Romanians does not go over well, as many Romanians still point out the fact that nearly half of the Romanians in the area are still under the control of foreign powers, and that Romania itself as a small, and weak, nation. They would be impressed of all of Romania was granted independence without bloodshed, however.

The Ministry of Investment is created in Bucharest, Romania, with the purpose of offering government loans to those who would wish to try and expand businesses and development in the nation. Some former Turkish citizens in Dobrudja take advantage of these loans, and begin to take these out, and begin to create some factories and other businesses, to allow for small-scale production of the own goods they need.

In Greece, plans for a railway from Piraeus and Athens, which was to be funded with the help of British Capitalists, is planned and laid out. Even with the loss of a lot of economic improvements due to the British, construction soon begins on the railway, funded mostly by the British, to be completed within the next year.

Construction on the Harbour at Piraeus is finally completed in 1864, with the Greek Navy sailing through it, to announce the opening of the place. Merchant ships quickly began to move in and out, stimulating trade between Greece and Europe.

The Adrianople Accords were signed between the Ottoman Empire, the Kingdom of Greece, the United Kingdom, and the United Principalities of Romania. In it, a very large amount of changes were to take place, giving the Romanian principalities their full independence from the Ottoman Empire. The entire Ottoman province of Dobrudja was transferred to the Romanians, and the Ionian Islands were transferred to Greece. The British took away the biggest gains, getting free trade rights and investments in Greece and Romania, quickly making them the biggest influence in the Balkans, and it started to strangle Greek and Romanian economic growth with massive British trade in the area.

The Ottoman Government attempted to begin to pave roads in the Balkans to ease the tensions that they were being ignored. Many of the, however, began to pave over graveyards and houses, causing massive amounts of anger within the Balkans. The Ottomans quickly stop this project, and attempt to simply keep moving forward.

The Ottoman Empire continues with the Tanzimat Reforms, this time passing the Press and Journalism Regulation Code, which was focused around helping to liberalise and allow free press and journalism within the Empire. The second of which in 1864 was the reorganisation of the Ottoman Central Bank, along with the establishment of the Ottoman Stock Exchange. The crowning achievement in 1864 was the passage of the Nationality Law of 1864, granting every single person within the Empire a common Ottoman Citizenship, one that did not take into account religious or ethnic divisions among the population. These changes were highly popular with the people of the Empire, and the economy soon began to grow as guilds continued to be replaced by factories, and bankers and stockbrokers quickly filled the ranks of the growing Ottoman Middle Class.

Egypt continues to expand its burgeoning economy by developing new mines and expanding old ones throughout the Sinai. This goes well, and the process of creating new mines becomes more efficient as the year goes on. While expensive, the economy received a large boost.

Later, the Khedival Navy conducted naval exercises with sail frigates in hopes are becoming more able of using steam frigates. The exercises go well, but the sailors are simply more accustomed to sail frigates now, and no real insight into steam frigates was gained.

North America

Across the United States, the United States Congress authorises the giving out of any type of concessions, land or tax breaks, to anybody that could get money for the Federal Government. Vast tracts of Western Land was parceled off, and some new mines were set up. A previously untapped Silver mine was found in Nevada, and it was soon exploited, and taken, and sold to help fund the War with the Rebel States.

Prussian Officers were hired by the United States Government, this time landed in New York Harbour, where they quickly began to help train the Army in the Teutonic Fashion. The sight of these Prussian officers, along with many new recruits in the United States Army gave hope to a lot of the citizens who saw them. The men who were planned to be sent to the front in this year were called back for training. In eastern Pennsylvania and western New York, soldiers that would be similar, if not better, than those of the Prussian Army, were being trained, ready to fight in the War against the rebels by the next year.

Trouble for the United States, however, erupted in many of the major cities. The South was ready to start emancipating their slaves for their freedom. Many people had no desire whatsoever to continue the fight, and draft riots flared up in New York City, Philadelphia, and Boston. One of the most surprising aspects of this, was a large amount of slaves in Missouri and Kentucky heading South with their masters, ready and willing to enlist in the Confederate Army. More loans were taken out from Europe, and more soldiers entered into the Confederate Army. Talk in the border states of supporting the Confederacy began as a whisper, as it seemed to have, at the very least, a chance at winning.

International Volunteers were called to the cause of the Confederate States. Many pointed to the tyranny of the United States, as well as many Confederate emissaries abroad noted that they were working on Emancipation for service, something that the Union was not doing at all. The response was positive, to an extent, and a small army of British, French, Spanish, and some Austrians banded together and set sail for the Confederate States, forming the 1st, 2nd, 3rd, and 4th International Regiments in the Army of Northern Virginia.

The Union Navy, now far stronger than their Confederate counterpart, quickly begins to re-assert control over the Chesapeake Bay area, as well as the coast of Virginia. The Confederate Navy, despite the constant demands by Richmond, instead moved South, protecting the precious Confederate trade that, if left to the Union, would collapse the country. British Ships patrolled the American coastline, ensuring that no actions were taken against any neutral shipping, which kept supplying the Confederacy with much of the vital goods they needed to survive.

With the issuing of the Emancipation Proclamation, Black Soldiers in the Army of Northern Virginia soon swelled the ranks, helping to give General Lee the strength to call one more, final, assault on the city of Washington. The Siege of Washington started on March 18th, 1864, with the Confederates bringing in Siege Mortars purchased from abroad, before the Union Navy was able to begin to assert their control over the shores of North Carolina and Virginia once again. The Union Army of the Potomac, under the command of General Meade, begins operations to break the Confederate Siege, instead of attempts to ramp up fortifications to defend Washington. With the Confederate Army once again in Washington, The Army of the Potomac, along with the Army of the Susquehanna, which had been formed in Pennsylvania, began to try and throw the Confederates off.

The first major engagements were in Northern Baltimore, where an advanced guard of the Confederate States Coloured Troops clashed with the Army of the Susquehanna, commanded by General Ambrose Burnside. General Lee quickly moved some of his siege force from Washington to Baltimore, overextending his army, in but a desperate gamble to try and throw the Army of the Susquehanna off from attacking them. The Army of Northern Virginia was the largest fighting force ever seen in human history, and he intended to use that to his advantage. General James Longstreet commanded the defenses of Baltimore, while General Stonewall Jackson commanded the siege of Washington. After weeks of trench warfare between both sides, Longstreet’s soldiers were able to throw the Army of the Susquehanna off Baltimore, and continued to pursue them. General Longstreet's Corps separated from the Army of Northern Virginia, and moved North, ensuring that General Lee’s supply lines were not cut.

The massive Siege of Washington thus began, with General Meade soldiers continuing in skirmishes between the two sides. The first engagement happened in late March of 1864, with it continuing throughout the spring, into the Summer, where offensive after counteroffensive began to wear down both sides. Both armies continued to receive the supplies they needed, with Lee getting them from the supply trains coming up from the Shenandoah Valley, and General Meade being supplied from the Potomac River. The two sides continued to wear each other down, until on November 19th, 1864, the final offensive in the Siege of Washington took place.

General Jackson’s Corps had been involved in much of the fighting for the past seven months, being the overall commander of the operation. Many a good southern men, black and white, died trying to break the Union lines. The risky maneuver was to take much of the remaining strength of the Confederate Army, and break through the defenses of Washington, capturing the city. Confederate sharpshooters were able to exact a major victory when General Meade of the Army of the Potomac was killed while riding close to view his soldiers. The army was in disarray, and General Jackson seized upon the moment, ordering his corps, and soon General Lee ordered the entire Army, to assault Washington City. The cabinet was evacuated, President Lincoln was also moved, and any records of the War department were removed as well. Confederate Soldiers entered into the City on November 28th, 1864, and accepted the surrender of the entire Army of the Potomac under General Winfield Hancock. This was a major blow to the Union, as the loss of Washington had not been expected. Morale plummeted to all-time lows, and the President vowed to continue the fight from Philadelphia.

The slog for Richmond did little for either side, as the forces of General Magruder keep tricking General Hooker into thinking that his force was much larger than it actually was. With knowledge of the siege ongoing in Washington, Hooker desired to put Richmond under siege as well. With the Confederate navy retreating to the Gulf of Mexico and South Carolina, Hooker was able to land half of his army in Norfolk, and began to move to attack Richmond from the North and the East. The Richmond defenses began to bunker down, erecting massive earthworks and trenches in defense of their capital. The siege continued throughout the year, and while Washington was captured by the Confederates, a massive effort to continue the siege was undertaken by the Union, as supplies were shipped in massively. The need to capture the rebel capital was now more severe than ever.

In the West, General Grant was given the demands to take New Orleans at any and all costs. The River War on the Mississippi was a major source of contention between the two combatants, with the first good news of 1864 reaching the Union. General Grant’s forces, after a long, and gruesome, slog through the forces of the Confederacy, forced the surrender of the Vicksburg Garrison, slashing the Confederacy’s strongest link between the Eastern and Western Confederacy. New Orleans was under threat as Union soldiers began to march through Louisiana. The Army of Ohio in Tennessee also continues to push General Forrest’s Army, after the Battle of Chattanooga forces the Confederates to abandon Tennessee, and to move into Georgia, ready to help defend the deeper interior of the Confederacy. It became obvious, however, that appointing a man who commands cavalry division to the commander of the army, did not go well for the Confederacy.

The Banco del Avío was re-established in 1864 in Mexico, this time with the sole purpose of trying to ensure that smaller and mid-sized businesses, which were small in number, had access to loans that would eventually expand their own reach, and eventually help with the growth and expansion of the Mexican Economy. When it was first implemented, not many people even imagined that it would be of any use to Mexico, and only a money sink. The opposite turned out to be true, and a few Mexicans who did indeed have money began to invest in this bank, which in turn gave out loans. This was most seen in Mexico City and Veracruz, where economic expansion caused an explosion in the Urban Population. With the government helping to fund general welfare, the growth was kept up with. Farms outside these cities soon became productive as they feed the interior cities. In a period of eight months, the population of Mexico City alone exploded by fifteen per cent. With this came economic growth, and many of the Conservatives who still harboured dislike for the Liberal government, soon saw their quality of life get better, to the point that much of their complaints began to melt away.

Peonage across Mexico was officially abolished, angering many of those who held power over the peons, but this was offset with the new surge of support the government gained from the Peons. Much of the land that was taken during the reform wars was instead taken and sold to Peons. Very few of them had the ability to purchase them, and the Banco del Avío began to loan to the former Peons, at a very low rate, to the point where much of the former land was sold off, and they began to use it, helping along the Mexican economy.

In Mexico City, the United States of America and the Kingdom of France both sign and ratify the Treaty of Mexico City, which calls for the United States to pay an indemnity for the sinking of French ships, as well as the conduction of piracy against French commerce. The sum was minor compared to the spending in the war, and many in France did not think the United States was punished enough. Trade slowly returns, as well as growth, to France after this incident was resolved.

Banditos in Northern Mexico begin to conduct border raids between Mexico and the Confederate States. A small garrison of Confederate soldiers quickly chase them, over the border into Mexico, and, after gaining contact with a regiment of Rurales, help them capture these men, so that they may be brought to justice in Mexico. The commander of the Rurales, as well as the Colonel of the Confederate Regiment, share a few words, and nothing more was made of the border incident, the Confederates crossed back into Confederate Arizona without a problem.

In Cuba, the Spanish Colonial Government orders the construction of several factories in Havana, for the benefit of the colonial economy. Many of the items that would be made in these factories used the things produced on the island. Over half of the factories went bankrupt, and many other ones needed dire support from the government. Lack of workers was their main problem, as many people were either slaves or owning slaves.

South America

Colombia seeks to host a regional conference with Venezuela, Costa Rica, and Ecuador. Unfortunately, due to a spat and ensuing scandal between the chief ambassador to Costa Rica and the foreign minister of Costa Rica, the whole thing must be cancelled and the preparations made are wasted.

The failure of the regional conference is quickly smoothed over as the ‘Land, Labor, and Liberty’ campaign begins to attract more immigrants to Colombia. The greater access to labor was predicted to have a very beneficial effect on the economy.

Colombia’s luck continued as the government conducted a nationwide survey of mineral deposits, finding three major new deposits across the country as well as almost thirty other deposits. While the government had not developed them yet, they had numerous options how to go about doing it.

With failures in the recent years dealing with expeditions up the Amazon River, the Brazilian Government sees it fit to allow for funds to be used from the Imperial Treasury solely for the purpose of allowing the construction of river warships for the Amazon River, which would in turn help encourage River trade. One of the major problems, however, was the fact that very few settlements were along the Amazon River, and while some warships patrolled their waters, no new cities or towns popped up on their banks.

Along with Mexico, Brazil begins a campaign to help attract immigrants. New agricultural land was opened in Mato Grosso and Amazonias for immigrants, where this land was given out to immigrants, where they could farm it to their wishes and prosper on their own. This was called the “Lei de Herdade”, or “Law of the Homestead”, which proved to be a huge boon to the Brazilian Economy, and their population. The hardest hit by this was the United States, which was embroiled in the War Between the States, and saw many of their immigrants begin to dry up.

Argentina moved to improve its navy by updating its tactics. Unfortunately, the Argentines had little knowledge in the naval tactics field, and their Chief Admiral spent the year ‘studying tactics’ by rafting with his family. He was promptly fired, actually hurting the organization and discipline of the navy.

Later, Argentina’s poor luck continued as it attempted to build some schools in the urban areas of the country. Many of the schools thrown up were of poor quality, and some began to collapse. The public outcry was immense, as no one wanted their children to be in a place that would collapse.

Even with these string of failures, the Argentine government orders a large expedition to the South, beginning what looked like a slow, and long, process of settling these areas. Several explorers ventured even more south, until they crossed the Andes mountains, and proclaimed that area as part of Argentina. This caused a large amount of tension between Chile and Argentina. Paraguayan Ambassadors appeared in Chile, looking to sign an alliance with them.

A major disagreement between Paraguay and Brazil led to the Paraguayans capturing the Brazilian ship Marquês de Olinda on the Paraguay River, and declared War against the Empire of Brazil, saying that its policies in the South, as well as their claims on Paraguayan land, could not, and would not, stand. Chile quickly followed suit with a declaration of War on Brazil, pledging to help Paraguay with whatever she needed.

Africa

The French Colonial Government of North Africa requests money from Paris in order to try and begin to get Agriculture running up to the same levels as is the norm in mainland France. The entire system currently in place was torn down, and it began to be replaced. Much of the food for North Africa, however, needed to be imported due to the loss of production. This measure was expensive, and resulted in a loss of population in French North Africa.

The Caliph in Sokoto sets up a committee to help organise the creation of a new government, that would be filled with honest, trustworthy people. This caused the committee to mostly pick family members. A small government was set in place, allowing Sokoto to have some semblance of authority and control. Corruption was a problem, but it was nowhere near as bad as it was before.

Any and all people who loaned money to the Government are arrested and shot in Sokoto, showing that the government did not like money lending. They then shot the men once again. Their remains were burned. People now decided that they will never, ever lend money to Sokoto. Due to the nature of the economy, Sokoto could not pay its army, and no one would lend to them. Half of the army simply quits.

At the mouth of the Congo River, Dutch explorers, along with Swarte Hollanders, begin to push the borders of the Dutch colony there inwards. Areas are cleared, and a small port setup. Farms began to appear, and soon the colony was self-sustaining, with a few hundred permanent Dutch residents, and the many natives that lived there.

The Royal Italian Navy, using the rudimentary port from Italian Arabia, sails a sorte into Zanzibar Harbour, in an attempt to force the surrender of the Zanzibari Royal Family. They refused, and the entire port was bombarded, a reign of terror enacted upon any Zanzibari citizen that threatened them. The Italian Royal Marines landed and shot all those that opposed them. After a bloody few months of fighting, the Italians establish complete control over the former Zanzibari territory, and it is a desolate, and poor, region. The costs of such a move were immense.

Asia

The Persian Government goes through a massive campaign to destroy and seek out corruption. Being closer to the West, the Shah orders it to be done in a civil manner. A lot of positions are cleared and taken out of the government. These new improvements allowed the Persian government to be much more efficient.

The Persian Government also begins to spend a fairly large sum of money on improvements to the economy. This meant a wide-scale investment into manufactories and guilds, hoping that they would be able to produce Persian goods, that would eventually be sent to the West for sale. Trade and production increased within Persia, albeit at a high cost.

Afghani forces surged into Bukhara, stopping only when local tribes told them that Russia was only a bit away. Italian Ships sail into ports of the Sultanate of Aceh, offering the Sultan annexation and protection from the Kingdom of the Netherlands. The Sultan sees this as an insult to his own actions, and informs the Dutch of such a provision, showing that the Italians were actively attempting to destabilise Dutch influence in the region. The Italians were thrown out of Aceh, and asked to not return with their proposals. This was seen as a major expansion of Dutch power, as many of the native states in the area began to have closer ties with the Dutch.

In China, the Emperor decided to use a system of gradually expanding Western education in the countryside in order to avoid culture shock. The system works very well, with many Chinese welcoming the new chance at schooling. One drawback of the system is the isolated schools have little reach to the people that they were intended to help.

The Kingdom of Denmark has seventy-two hours from their receipt of this message to withdraw all military forces from the Duchy of Holstein. Additionally, King Christian IX must irrevocably and permanently surrender his claim to the Duchy of Holstein and acknowledge Frederick of Augustenburg as sovereign Duke of Holstein. He must further agree to accept Holstein's place as an integral member of the German Confederation.

Should all of these conditions not be met in full, the Kingdom of Prussia will act decisively in defense of the German Confederation and the Duchy of Holstein. There will be no second warning.

We feel amazed about how Prussia claims a right that does not belong to them, which is speaking as a representative of all the states of the German Confederation. Although we think that Denmark should back down and leave Holstein in peace as a member of our Confederation and our diplomats are already there trying to solve the situation created by our ally, we do no recognize the righ of Prussia to act as the only speaker of the Confederation and would like to ask them not to use the name of the German Confederation to serve their own purposes.

Her Majesty's Government is alarmed at the drastic escalation of tensions between Denmark and the German Confederation. The Constitution issued by the new King of Denmark is clearly contrary to the Protocols that all parties had agreed to in London some years prior. However, threats of military action on behalf of Prussia are clearly disproportional to the Danish actions. Her Majesty's Government wishes to see a resolution of the succession crisis that retains the identity of the Duchy of Holstein as a part of the German Confederation. The most straightforward way to achieve such a resolution is for the new King of Denmark to recognize Frederick of Augustenburg as Duke of Holstein and for all other parties to recognize the King of Denmark as Duke of Schleiswig.

The Kingdom of Denmark is willing to discuss the matters of Holstein with the German Confederation, but would like to make it clear that the Kingdom of Denmark sees this as an integral portion of the Danish realm. Schleswig itself is also a part of the Danish realm. By no means shall we agree to allow these to be separated from us. While we agree that the Duchy of Holstein should not be separated from the German Confederation, we see no reason why they may not be permitted to become an integral part of the Danish Kingdom, with Frederick of Augustenburg as Duke, and Christian IX as King.
