I vote Yes on the colonial infrastructure bill

The Reich's Infrastructure Bill: 147 For, 42 Against
The Colonial Infrastructure Bill: 158 For, 29 Against
 
I vote Yes on the Reichs Infrastrusture bill and Yes on the Colonial Infastructure Bill.
 
So people are scared of socialism, but the SOCIAL democrats still have a sizable support base. Something isn't right here...
 
Of course you are. Thats what all the radicals that want a revolution say to government officials too.
 
It is good to see that the current government could remain in power should elections be called; and to assuage the German people's concern of war, it seems that the Austrian, Serbian, Russian and certainly the German governments all support mroe peaceful solutions.

Certainly the support of the 'democratic' socialists will decline as their radical views begin to lose support as the success of this moderate government continues to be shown.
 
I hereby announce that both the Reich's Infrastructure Bill of 1914 and the Colonial Infrastructure Bill have passed. The Reich's Infrastructure Bill with 207 Ayes, 42 Nays, and 147 Abstains (No Votes). The Colonial Infrastructure Bill passes with 218 Ayes, 29 Nays and 149 Abstains (No Votes). I will sign both these bills and send them to the Kaiser so that they may be enacted.

I, Kaiser Wilhelm II, sign the Reich's Infrastructure bill of 1914, the Colonial Act of 1914 and the Colonial infrastructure bill. May these bills provide more jobs for the German people and improve our economy. I thank you all for your support in this time, my son seems to be recovering, albeit slowly.

Otto was born into an aristocratic Prussian family shortly after the founding of the Reich. Due to his high-birth he acquired the finest education money could by, he excelled at physics and engineering and was taken with the idea of flight. Upon his fathers death and his inheritance of the family fortune he began investigating the practical use of aeronautics. His research lead him to believe that bi-planes and Zepplins could be used in a combative position. Using his family ties to gain a commission from the military he invested his fortunes and talents into trying to create a proper "Airforce" for Germany. A dedicated nationalist he believes in the power of the Kaiser and the aristocracy to lead the realm and is a supporter of the "German Reich Party".
((The actual German air-corps came into existence at about the same time, still if my backstory and/or character poses a problem I will change it/him.))

I present the following Bill for consideration by the Reichstag:

The Berlin to Basra Railway Act

1. The Berlin to Baghdad Railway shall be extended to Basra
2. The German Empire will invest 22M RM in the railway to ensure its prompt completion

This bill will quicken the completion of the railway, increasing our influence in the Middle East, allowing us to better serve our colonies and decreasing our reliance on the Suez Canal.

I give my support to the bill and encourage others to do the same.

Anti-Espionage Act of 1914
Preface: The purpose of this legislation is to give the police the power to arrest any foreigner on belief that he or she is an agent of a foreign power.

Article I: This legislation gives any member of the Imperial Police the authority to arrest any foreigner of suspicion of espionage. Said person may be held until proof is shown that they are not an agent. Suspected foreign agents may only be allowed a military trial.

Article II: If the foreign power wishes there citizen may be returned upon proof is shown that they are not an agent. If said foreigner is found to be an agent, there government may only get them back if they pay a fine. If the foreign power does not want said person back and there innocence is proven they must be released. If they are found guilty of espionage there sentance is determined by the a military court.

Article III: Citizens of the German Empire are safe from this legislation and may not be arrested for espionage without proof before hand. A citizen may report a suspected foreigner and may get a monetary reward for his service if said foreigner is proven guilty. If a citizen feels he is in danger of being attacked by any acomplases of a foreign agent they may request for protection, from the Imperial Police.

I vote Yes on the The Berlin to Basra Railway Act.
However, i vote No on the Anti-Espionage Act of 1914, i do not see the reason behind this, especially as foreign powers could employ traitors as spies instead of their own kind, i think we have more to lose than win with this bill.
 
I vote NO on the Espionage Act. This is certainly not necessary! This would give the police to hold a foreigner simply because he looked at them wrong, since it would require no actual proof that that person was an agent. The German Reich Party will not sanction such an act.

I also wish to echo the earlier statement by the Treasury minister about spending too much. It seems that we are going on a spending frenzy recently, and while we were still in the green when he made said statement, once you factor in this railroad bill and the GAFP bill we are quickly running out of money in this years budget. I recommend that any further bills that would add expenses to the budget without a source of revenue to match it after the current bills on the floor (and the GAFP, since it has already been proposed twice in this Reichstag and deserves to be voted upon) and are not urgent, be delayed to the next legislative session for the next budget. We need to stop throwing money at projects so frivolously before we run out of money to spend in such a frivolous manner.
