Normandy lost 3/4 of it´s population in the HYW according to
http://en.wikipedia.org/wiki/Normandy#13th_to_17th_Century
so I suggest to have it start "looted" in the 1419 scenario:

I simply copied and pasted the entry for Istria for Normandy. However I have no idea why the year in that entry is 1420 and not 1419...?
The entry seems to work. Normandy is "looted" when I start a 1419 grand campaign and population growth is -22% ^^
