The year is 1906, Japan dominates the Pacific coast of Asia. But her colonies aren't producing nearly as much rubber as they should.

I own all of Johor's cores, half of which produce rubber. But they each produce less than 1 a day. At first I thought this was due to low pop, but then I noticed that the RGO had essentially 0 employees, and that even though 70% of the province pop were laborers, almost all were unemployed.

What gives? Rubber is an extremely valuable resource, so why isn't anyone getting payed to gather it? I know it's not a matter of culture, because both Malay and immigrant Japanese laborers don't work. Is this a side effect of enacting the maximum minimum wage? If so, is there any way to work around this - would reducing rich pop taxes allow RGO owners to pay their workers? Would getting a planned economy government cause me to pay them?

Does anyone know what's going on?
 
Have you reloaded since the RGO switched? That usually fixes it.
