I just like to ask if anyone else has experienced a similar case and possible reason for this. Playing as German Empire and conquered some Chinese silk states so that I have a sustainable supply and lux cloth industry. I sphered Swiss and Serbia and can see their production through foreign investment tab. At some point I start to see silk shortages in my factories when I checked my spherling factories, surprisingly they are fully supplied. One explanation is their factories run more efficiently than mines but for Serbia they lag in Industry tech. I am in no 1 spot so shouldn't I get raw materials before than they do and should starve their factories?:(
