Back in the Game...where to start?

I am just getting back in the game after a 2 year break...i have only HOI3 and the Semper FI DLC...I was thinking of trying the Black Ice Mod but notice it needs the TFH DLC which also needs the Motherland DLC...should I just go ahead and buy the DLC collection? Im a little lost on what I actually need to enjoy the vanilla game or perhaps one of the more popular mods such as Black ice??? Any help on direction would be appreciated!

You need all the three main DLC's to enjoy vanilla

I liked the SF expansion (once it was patched), and the HPP mod for it was also enjoyable in my opinion. In my opinion, the later expansions (For the Motherland, Their Finest Hour) add a number of nice new features, but the basic gameplay really isn't much better overall, and possibly got worse in a few respects. The mods for TFH are generally more "polished", but I don't like a number of the mod designers' choices in each of them. It's hard to give up the extra "bells and whistles" once you've gotten to use them, but I still miss SF.

Definitely get both.

In addition to the BICE, do check the Other Mods sub-forum. There's a number of active mods available there that don't get the visibility they deserve.
