I've got my naval stockpile set at the 30% minimum, and my ships aren't repairing.
Do I need to bump this up to repair them, or is it some other problem?

EDIT: Figured it out, needed to be at a naval base and increase my funding it seems...

They'll repair (more slowly I think) at 30%. Do you have the ability to actually buy maintenance goods for them, or are you an unciv early in the game with no clipper convoys to buy?
 
Don't ever set your naval maintenance to 30%. always set it to 31% or higher. 30% leads to precision errors when the game calculates maintenance goods required.
 
What is the bad effect of the precision errors? I'll buy less than I needed and the ships will decay? (I've seen them decay sometimes, losing strength.)

I don't know about precision errors, but in my experience at 30% maintenance ships do not get repaired (or maybe it's so slow I can't notice it). The higher the slider the more efficient repairs are.

Sometimes at 30% spending your ships will start to take damage because the game apparently thinks you're spending less than 30%. To repair ships properly, I suggest boosting it to 80-100% for a few weeks so it's quickly done, instead of keeping it at 50% or something low for a very long time.

Same goes for the army - its speed of reinforcing depends on the maintenance slider, so it's always good to keep it at a high level after a war so your army can get back up to strength (and so you can notice which armies have unsupported brigades as they don't reinforce fully).
