Why only two of my dukes have vote in Elective Monarchy?

As it shows in the screenshot, only two of my four Dukes can vote when choosing a successor. They all have around the same amount of titles and fiefs but only two dukes out of four can vote.

Is this intended?

I presume the rest are not de jure in Wales, so they don't get a vote.

Merchant republics are not considered monarchy. Even if you are of nobility.
And somehow something else involving having a king in the family tree, I think (sorry I stop testing it when I realise my son the merchant republic prince, couldn't vote)

Unless something has been changed recently that's not right. Republic and theocracy de jure vassals can vote in elective monarchies as far as I remember, they just can't vote *for themselves*. They're ineligible for the title but they can still vote on it if they're a de jure vassal.
