Merchant republics are not considered monarchy. Even if you are of nobility.
And somehow something else involving having a king in the family tree, I think (sorry I stop testing it when I realise my son the merchant republic prince, couldn't vote)

Unless something has been changed recently that's not right. Republic and theocracy de jure vassals can vote in elective monarchies as far as I remember, they just can't vote *for themselves*. They're ineligible for the title but they can still vote on it if they're a de jure vassal.
