I'm trying to colonize as Germany, I have a level 3 naval base in a province in East Friesland, I think it's called Emden or something. I had checked before and I would've been able to colonize West Morocco and the state next to it from there. However now it says my closest naval base is Königsberg (?), I just rushed colonial negotiations ans soon everybody is going to be able to colonize so I can't continue my game or I'll lose my only chance to get colonies, help.
