I was playing as the USA with superior firepower doctrine and in the 30s I invaded Australia (yeah I cheated to give myself authoritarian) and while wondering the outback(I think the specific province was darwin) my soldiers would steadily lose organization despite standing still and fully supplied. This instance alone made me never want to take superior firepower doctrine again because i realized it gives basically no morale.
 
I had this happen a few times recently in my current campaign...in Mainland Europe as SU (And in Manchuria)!! What I did was prioritize the division, and also give them the offensive thingy (where it costs supplies and oil). I forget what they are called. But most of the time it ended up helping, it at least made it out of the negative.

Also I know you are in low infrastructure provinces but when the newly conquered territory's infrastructure gets back up to its standard level (however low that is) it should improve things.
 
This is really noticeable in the Russo-Japanese war scenario. If you're playing the Russians, it's an incentive not to occupy any Japanese territory.
