As a Frenchman, I don't understand how northern Gaul could have been "central germanic" by the time of Charlemagne.
Since Franks invaded north-eastern Gaul, they have constantly interacted with Latin speaking Gallo-Romans, converting to their religion and adopting their morses, to the point that there were soon no more differences between the two cultures. Gallo-Romans called themselves Franks, and Franks spoke Old French, a germanized Latin language.
In that regard, Frankish culture of the eighth century shouldn't be described as central Germanic, as it is in the game, but as Latin.

Eh... No... The Frankish ruling class was still Germanic at this time. They spoke Old Frankish. The lower class who migrated into France was latinised, yes. But not the ruling class. Gallo-Romans and Franks are something different.
 
The Frankish culture should be put in the latin group.
There could be an "Old Frankish" culture to reflect the original central germanic culture of the Franks before they invade.

Old Frankish (Central germanic) --> Frankish (Latin) --> French (Latin)

No. Frankish (Central Germanic) -> French (Latin) is enough. As we said... Old Frankish was still spoken on this time. Just the Frankish low class start to spoke Latin in France. And later the rulers start to speak old French too. BUt at the new start date the rulers were still Germanic speaking. The provinces in France are a little bit complexe. They could be Gallo-Roman... But I'm not sure how this would affect the game balancing wise.
