I've noticed that the random courtier dynasty names of Welsh characters got a french "de" preposition rather than the Welsh "ap". Is that an oversight? Does anybody know how I can change this myself? Thanks in advance.

It looks like an oversight or a bug. It's easy to change though.

Find the "Crusader Kings II\Common\Cultures\00_cultures.txt" file.

Open the file, and find the chunk of code for the Welsh culture. (Hint: it starts with "welsh = {")

Find this chunk of code:
Code:
dukes_called_kings = yes

[B][U]from_dynasty_prefix = "de "[/U][/B]
male_patronym = "ap "
female_patronym = "ferch "
prefix = yes

Change the line from_dynasty_prefix = "de" to from_dynasty_prefix = "ap" or whatever other prefix you want.

I hope that helps!

I am playing the 2.2.0.1 Beta, all my welsh characters use 'Ap', have you checked the change log? Maybe they've fixed it in this patch.

Just out of curiosity, on a side not, which Welsh king are you starting as? Caradog... Cynan?
